Talks was started 10 years ago during congress regim and delivery will be started if within two years than 12 years old planes will be yours and after modification to carry latest weapons.

Trivialising a deal at a layman's level for brownie points is fine, but when one thinks at a slightly more mature level then one would realise that all the big names in fighter aviation are still vying for the contract.. grippen, dasault, euro fighter consortium, Russian, LM, Boeing..you name it and they are there.

I agree though that Certain government upheavals, parameter changes, terms, certain change in laws..etc has delayed proceedings for a while. But everyone knows and the process and respects it.

Most probably su35 engines

Fighter plane like Su-30 MKI cannot have the availability above 80%, no matter what you do. Reasons

1, The engine is huge and twin, with TVC nozzle
2. MKI have tandem seater arrangement, that means double maintenance of cockpits, sensors, instruments.
3. Huge Radar on its nose almost 500 KG wt, with movable antenna which needs more maintenance.
4. Bigger plane means needs more inspection of the cracks, and fatigue on the airframe.

Nor do these planes are meant to be flown at short notice, because the cost per hour it is airborne is many times more than the smaller planes like MIG-21 Bison, Mirage 2000 H.

I will take the availability rate of 55% as good one during peace time and would suggest the ussage of LIFT (May be LCA trainer) with its LCD display program to mimic the MKI instruments, instead of usage of MKI for the training purpose, thus increasing the technical life of the MKI and cutting the training cost.

Initial 36 Rafale off the shelf does not means, it won't be build in India as license production because the requirement is big 189 birds for IAF alone, and if INAF also selected Rafale-M then add 40 more.

LOLZ, the answer to your question is that there is a difference between Negotiation and Military Aid. Hope you have done negotiation in your life while purchasing some item from the market, that does not qualify as Begging.

Aircraft maintenance checks:

A check

D check
This is by far the most comprehensive and demanding check for an airplane. It is also known as an IL or "heavy maintenance visit" (HMV). This check occurs approximately every 6 years. It is a check that more or less takes the entire airplane apart for inspection and overhaul. Even the paint may need to be completely removed for further inspection on the fuselage metal skin. Such a check can generally take up to 50,000 man-hours and 2 months to complete, depending on the aircraft and the number of technicians involved. It also requires the most space of all maintenance checks, and as such must be performed at a suitable maintenance base. The requirements and the tremendous effort involved in this maintenance check make it by far the most expensive, with total costs for a single D check in the million-dollar range.
