NEW DELHI: India is now left with just four old minesweepers, which are specialised warships used to detect, track and destroy enemy mines to keep harbours and shipping traffic safe. But the long-pending Rs 32,000 crore deal to build 12 advanced mine countermeasure vessels (MCMVs) at Goa Shipyard with South Korea's help is yet to be inked.

This alarming operational gap comes at a time when Chinese nuclear and conventional submarines, which can quietly lay mines to choke Indian harbours, are stepping up their deployments in the Indian Ocean Region (IOR). At least seven Chinese submarines have been tracked by the Indian Navy in IOR since December 2013, as was earlier reported by TOI.

Two of the six remaining minesweepers acquired from the erstwhile Soviet Unionin 1986-87, INS Karwar and INS Kakinada, were decommissioned at the Mumbai naval dockyard on Tuesday evening. Navy chief Admiral Sunil Lanba, apart from grappling with the operational void, must have bid adieu to the old warhorses with a heavy heart also because he was INS Kakinada's second commanding officer.

The Navy, in fact, requires 24 MCMVs to effectively guard the west and east coasts. Adequate number of submarines, multi-role helicopters and MCMVs have been right on top of the Navy's modernisation wish-list for well over a decade now, but to no avail.

Even if the contract with South Korea for the 12 MCMVs is inked this year, the first specialized warship will roll out only by 2021, at the earliest. The plan is for the other 11 MCMVs to be delivered at nine-month intervals to complete the entire project by 2026.

But this will require some effort. "Price negotiations for transfer of technology of the MCMVs between Goa Shipyard and Korean shipyard Kangnam are in the final stages. Thereafter, the commercial proposal will be submitted to the defence ministry and Cabinet Committee on Security for the final approval," said an official.


"Optimistically, the entire process should take six to eight months, with the actual construction beginning in 2018," he added. The Navy, incidentally, had begun the hunt for eight MCMVs in July 2005.



But the subsequent selection process, in which Kangnam was chosen over Italian Intermarine, got enmeshed in allegations of agents and other irregularities. The tender was finally scrapped in 2014.


Then, in February 2015, the defence acquisitions council, headed by then defence minister Manohar Parrikar, cleared the new Rs 32,000 crore project for construction of 12 MCMVs at Goa Shipyard with foreign collaboration.


The 1,000-tonne MCMVs are used to detect marooned and drifting mines with their high-definition sonars, acoustic and magnetic sweeps. They then use remote-controlled systems like small underwater vehicles to detonate the mines at safe distances.

We need to speed up the aquisition of these mine sweepers and also the asw helicopters. The shortage of helicopters is a pretty serious issue

Navy launches underwater harbour defence and surveillance system

MUMBAI: An Integrated Underwater Harbour Defence and Surveillance System was inaugurated by Vice Admiral Girish Luthra, Flag Officer Commanding- in-Chief, Western Naval Command here today.

The system will enhance the security of valuable assets against asymmetric threats, a Defence spokesperson said.

Vice Admiral Luthra said the inauguration of IUHDSS is a significant step in strengthening Harbour Defence and Security at Mumbai.

The IUHDSS is a state of the art system with integrated radars, electro optic cameras and sonars. The sensors have been strategically installed around the Mumbai Harbour to provide comprehensive real-time situational awareness for monitoring and analysis, the spokesperson said.

Misery for a country which doesn't have the ability to make anything by themselves.

Its not being bought off the shelf !! Its being made here in India based on a Korean Design !! Its indeed a misery for all the countries who cannot make anything on their own ..Well said !! Suites more on your friends.

Since India is building an AC by itself, it should already be able to build a minesweeper by itself. Otherwise, first learn how to build small ships. Couldn't Indian even study its existing minesweepers and improving upon them? Or India lack ability to study and learn?

Anyway, India really needs to step up their game. They launched the MMRCA in 2001 to address the fact that they had over a 50% squadron shortfall in the airforce, today the situation is the same. Infantry equipment is lacking, even the border infrastructure is languishing as always.

Now this deal with South Korea is in the "final stages" but what does that mean? Does it mean it will take another 10 years like MMRCA?

The good news for India is that China is not going to attack, but that's no excuse for a lack of defence preparation.
