Why with full ToT ? Just sell them and train their forces to operate it. There has been news of BRAHMOS sale to Vietnam going on for years. When things wern't as hot with China in 2018:Land, sea and air versions of BRAHMOS should be sold with full TOT to Vietnam and SCS countries.....

It's technically a joint venture and 100% of it is produced in India but yeah, I wonder if the Russians get a say in any sale India might make.Brahmos is Russian tech, they'd never allow that to happen.
edit: last link above, looks like the Russians do have to clear it, so looks doubtful given current Indo- Chinese military tensions.

The nuclear weapon club is membership is permanently closed now, India and Pakistan got on the last boat. All of the UNSC and virtually every other country will put a sanctions deathgrip on India and Vietnam so quickly we won't know what hit us.
Where we could help most is probably with the Navy with Kolkata class destroyers or Karmota class anti submarine stealth corvettes and few other options.
The Tejas has just hatched, only 2 operational in service squadrons ? but maybe at a later stage as it matures some more, but again it's not wholly indigenous and some weapons and avionics/sensors etc are imported so the legality of any Tejas sale is questionable, there may be roadblocks until full 100% indigenization. The airframe is 110% desi, we shouldn't have the same kind of problems China has with their license manufactured Flankers in terms of sales.
