The Indian Navy has written to Lockheed Martin, BAE Systems, DCNS, and Rosoboronexport for proposals on designing a 65,000 tonne aircraft carrier.
The indigenous warship, IAC-2, must carry 30-35 fixed wing warplanes and 20 helicopters. It should be have a top speed of 30 knots and above and more importantly, have a catapult to launch aircraft.

I thought the Design for IAC 2 was already frozen

Design is already completed by Naval Design Bureau and the above mentioned companies has been asked to study the design and find solutions to incorporate their equipment accordingly.

I don't understand where does it say that IN asked for the design from DCNS and Roso??

Point we should focus on..
India and the US have worked out the terms of reference for building the next Indian aircraft carrier with US technology. This has been pushed through after the visit of US defence secretary Ash Carter. As both countries prepare for a September round of strategic dialogue in Washington DC, India is preparing to send a team to speed up talks on the aircraft carrier and the Light Combat Aircraft jet engine, which is also slated to be built with US assistance.

35 fixed wing aircraft only?

There is nothing clear from what we are reading. I really don't see why someone as knowledgeable as IN would say 35 aircrafts
