HQ 9 / FD2000 spotted in Pakistan

China was working on some S-400 counterpart, name starts with HQ but don’t remember the 2 digits after.

Any idea ?
As I said before, the development pattern of China's air defense systems is not the same as that of Russia.

Take S-400 for example, there are several kinds of missiles in one system. And there is only one kind of missile in HQ-9.

So, China won't develop a system similar to S-400.

is it accurate to say that russia develops different types of missiles to cover different parameters and ranges under the label of s400 while China develops 1 missile to cover all of those parameters and ranges under the name of HQ-9(or HQ-19)?

No.
S-400 has to finish all jobs of HQ-16, HQ-22, HQ-9, and so on.

No,
S-400 system uses diverse variety of missiles while China produces multiple HQ-9 variants with one missile type for each variant
 
The range of HQ-22 is over 100km, and China uses it to replace HQ-2.

Does China have something similar to BUK-M-3?? As it can move with ground forces and provide them good protection to 70km range with capability to take on SRBMs.
