A very interesting article how HK ICAC is controlled by MI5. MI5 is using ICAC as a leverage to control GoHK.

Lets put it this way, anyone in top position, either this person or his relatives will have at least some grey area in handling finances. ICAC uses this secret to blackmail and threaten everyone.

Now the new National Security Law deal these ICAC MI5 a big blow. These ICAC MI5 names are likely now on the table of China. If they still betray China, they will be jail under National Security Law.

政治部解散后,由于历史渊源和其他考虑,不少政治部人员受命进入香港的银行、社会组织(如马会)和公职部门,由于港英政府保密工作到位,不仅到底有多少人以什么形式进入哪些部门无从得知,就连解散前政治部的准确架构和人员名单,也是一点风声都没露。但ICAC是香港最具实权,道德优势最强的机构,有“香港最锋利的剑”之称,显然有着特殊的作用和价值,随着回归之后政治形势的变化,ICAC在反腐之外的角色也越来越“突出”


国安法落地,既是雷霆万钧,也是不得已而为之。不仅仅ICAC被推回到了专注于反腐的位置,彻底断了借反腐干预政治、组织猎巫的触角,即使真有ICAC职员想要投靠英国,也要比以前多考虑考虑自己的脑袋。类似的公职部门还有区议会,一年拿过百万政府津贴却以反政府为工作内容的“区议员”被打回了居委会的原型,圈定在服务邻里、改善社区的职能中(区议会的设立和定名本身,就是彭定康有意为之),其他猢狲散的组织更是不胜枚举。

I'm not sure if the ICAC is controlled by MI5, but I know there are power struggles between the Pro Gov't and pro western factions in the ICAC. BTW nice article.

I have heard before that due to the fact that Hong Kong has different laws to the rest of China that it is a hub of intelligence agencies.

Yeah, that is true. Just the USA consulate had more than a thousand employees (why need that many people when only for applying visa). Also when the National Security laws came into place, the US quickly to sell out their properties and sending their employees home which speaks a lot of the nature of their jobs. Not to mentions those NGOs, teachers and reporters.

American politicians threatened sanctions on Hong Kong.
But when China threatened to close the U.S. Consulate in Hong Kong, they immediately fell silent.
