The UPA government has sent back the army's 2011 proposal for raising a new mountain strike corps at Pannagarh in West Bengal to the Chiefs of Staff Committee (COSC) this month in order to bring the navy and air force on board and broad base its military capability against China.

The three armed forces chiefs will deliberate on the plan in their next meeting after adding hardware requirements of the air force and navy too in a bid to synergise future operations.

Top official sources said once the three chiefs decide on their specific individual requirements to strengthen the northern borders and deployment in the Indian Ocean, the new proposal will be sent to the Cabinet Committee on Security after due whetting of the defence ministry.

As first reported by HT last August, the army had moved an ambitious proposal to raise a strike corps with two divisions (total of 60,000 men) against China at Pannagarh, position two armoured regiments at Nathu La in Sikkim and Fukche in Ladakh respectively, and deploy an additional infantry brigade to Barahoti plains in Uttarakhand. After being cleared by the defence ministry last year, the proposal was sent to the finance ministry, followed by the CCS, for approval.

The decision to send back the COSC plan came after the country's security managers felt all three services needed to muscle up against the rising military capability of the northern neighbour, and not just the army. The move also came after the navy and air force raised concerns over preferential treatment to army modernisation by the government.

"We have asked the three chiefs to discuss among themselves their hardware requirements within the designated modernisation budget, and come up with a wholesome proposal," said a senior official.

Apart from the army, the air force and navy will also be sending proposals to the COSC before the final view is taken on what new air and naval assets, including helicopters for advance landing grounds and warships for longer reach into Indian Ocean, will be required.

However, given the speed at which China is building its military capacities, defence minister AK Antony has said if the tri-service proposal is not brought to the table soon, the ministry will intervene to allocate military resources within the budget.

HT didn't need to add the China bit, well I guess if the sensationalism helps to sell newspapers...... technically the strike corps could be used anywhere, definitely did not need to start 'making battle plans' on behalf of the generals. And why would the govt even think of showing what cards they have in their hand to the media?? Sometimes I think that any potential enemies India has is better informed than the common man of India about the armed forces battle plans just through the newspapers. Ahh the wonders of 15 and a half seconds of fame......

How would these divisions stop a supposed PLA assult from the line of control? The Air force must have greater control of the more vital assests. But the Indian navy has no role in sudden massive assult on disputed territory. They could cut plan from the malaca straits however this would only increase escaltion and chinese navy ships attaking indian trade shippings in the pacific

India has no military options vis-a-vis China apart from the suicidal use of nuclear weapons.

US > China >> India.

The Chinese are actually closer to the US in overall strength than the Indians are to the Chinese.

This relative Chinese power advantage will only increase in the next 2 decades.

Any strategist knows that a successful assault requires a 3:1 ratio attackers to defenders, India is not and probably will never possess the manpower to launch an assault on China from the land, but damned if she wont have the resources to hold them to a stalemate. And do not discount the Indian Navy in a few years, they would be an integral part of any battle plan as long as India has strategists that plan based on reality and not on threats that are imaginary. And why the **** are we discussing about war? Didn't we learn our lesson from our mutual buddy the yanks?

What The Indian navy needs to worry about is that Kilo type subs may pass through the malaca straits and distroy naval bases. Does IN has advance ASW system and Anti Missle weapons to prevent Hapoon like ASM hitting there tarhet.

Not in strength but in numbers of unproven, over-rated combat systems operated by an army that does not have any real experience of fighting a war.

India is being Under Estimated here. India has been able to bridge the gap in almost every field related to Military sciences. The Armed forces preparedness has increased many folds. The Joint operational command has also increased our chances in an Amphibious terrain.

India has over come Technological Barriers, Logistical Barriers, Mobility barriers. India is indeed a force to recon with. Nuclear weapon is not a child's play and India has a policy of no first use, it is why India is being accused of an Arms race instead.

You name major military fields where china and India share a big gap. It is not an open challenge, but an opportunity for myself to learn.

We will soon acquire Boeing P-8I Poseidon , best ASW aircraft in world which is capable to fire mark 48 torpedoes and harpoons. We have Barak missiles on most of the ships for anti air roles .
