The Russians are smart - you paid them 400 million for a used Aircraft carrier that they magically converted into over 2 billion.

It is 2.5 b$ and counting... We never know with Russians how much they will raise the price when they will not get MMRCA. I really hope UK approves selling its carrier to India - that should be be a good one.

It not likely to happen....The price has been fixed at $2.5b after series of negotiations...It will be stupid of Russia and even more Stupid for GOI to pay a single penny more than that...As far as MMRCA is concerned its definitely not going Russia way and they have already bagged as a defence partner for a decade(2020)....

I really hope UK approves selling its carrier to India - that should be be a good one.

Neither...It was just a bad contract and lesson's have been learnt on both sides..Though hard way...Also as far these customers are concerned so they are the only people who have the luxury to buy state of art weapons from Us-EU-Israel-Russia so rest assured about their smartness....

Secondly can you point any other AC in South Asia which can add the same capabilities that Gorkshov is going to add for IN??? If not than $2.5B is still worth a deal...Here is what our naval Chief has to say about it...

Incorrect. The deal was that India would receive ownership of the Gorshkov carrier free of charge, provided it would be overhauled and modified in Russia at a cost initially estimated to be 400 million. The overhaul then turned out more expensive then initially estimated. That may sound like semantics to the casual reader, but is a small but crucial difference (a modified but only partially overhauled - and thus not 100% functional - carrier is of no practical use).

India had also asked of too many upgrades as well. Plus all the innards of the carrier were of no use because of laying in the dock for so long--except for the engine.

On 17 November 1997, Russia and India signed a USD $1 billion contract, for three Krivak III Class multi-purpose frigates.

The Cabinet Committee on Security (CCS) approved the purchase of three Krivak III Class frigates, on 06 July 2006, at a cost of a cost of Rs 5,114 crores (USD $1.1 billion). According to Yantar JSC, the construction of three ships is being carried out within the contract between India and Russia signed on 14 July 2007.
The cost of the contract is about 1,6 Billion USD. Note that this figure is very different from that in the preceding paprgraph.

About $330-350 million per ship irrespective of batch I'ld say, perhaps plus some additional costs for design changes from batch I or II and/or training and/or spares and/or depreciation of the dollar.

By comparison:

• A 054A costs around $200-250 million depending on the conversion rate.
  
• Singapore paid about $1 billion for 6 Formidable class ships back in early 2000s although that only includes the ToT, weapon systems and the first unit.
  
• The most recent order of 4 FREMM class by Italy cost 1.4 billion EUR -> 350 million EUR per or about 500 million USD depending on the conversion we use.

Commissioning of F-22P frigate held in Shanghai

ISLAMABAD, Dec 19 (APP): Commissioning of F-22P frigate for Pakistan - PNS Shamsheer - was held on Saturday at Shanghai, China, where Chief of Naval Staff Admiral Nauman Bashir was the chief guest.Speaking on the occasion, Admiral Nauman said “Pak-China friendship is deep rooted, everlasting and is further bolstering day by day. This exemplary friendship has always remained a source of close cooperation in the strategic and other defence fields.”

The Frigate is 2nd ship of the Sword class series and commissioning of this ship has marked yet another pinnacle of this project which demonstrates untiring and total commitment of all those involved in the project.

Admiral Nauman said that warship construction is a very complex activity requiring high precision, quality assurance and safety standards. PNS Shamsheer is a very potent addition to the Pakistan Navy fleet and is to form as mainstay of Pakistan Navy surface assets with her other consorts.

The Admiral appreciated all Chinese Engineers and Technicians for their expert and unending efforts in the success of this mega project. He said that the project is progressing smoothly and all required objectives associated with it are being achieved within stipulated time-frame.

Named as PNS Shamsheer, the ship is second in series of the four F-22P Ships. Work on design and construction of F-22P ships started in year 2005 after signing of a contract between Ministry of Defence Production and China Ship trading Company (CSTC) for construction of three ships in China. One Ship is being constructed at Karachi Shipyard under Transfer of Technology arrangements.

First F-22P ship, PNS Zulfiquar was delivered to Pakistan Navy in August 2009 and is already an integral part of the Pakistan Navy Fleet.

F-22P Frigates are equipped with state of the art weaponry and sensor. They also carry Z9EC Helicopters onboard. Addition of these new ships will not only strengthen the PN Fleet with much needed potential but will also contribute in enhancing country’s shipbuilding capabilities.

Commissioning ceremony of PNS Shamsheer was attended by various dignitaries including high ranking officials from Pakistan Navy, PLA (Navy), management of CSSC, HZ Shipyard and CSTC.
