I think a cruise missile should easily be targeted with a BVR because it cannot sharply maneuver itself during flight path and sub sonic speeds make it even more vulnerable but the art is still with the detection team.

Tomahawk/ALCM is not very stealthy, my friend, only newer version of medium range cruise missile are stealthy like JASSAM/Scalp (storm shadow)/ SOM/Turus/RA'Ad etc etc

russia has limitations to export jets and other equipment due to u.s sanctions but u.s has no such restrictions,downing cruise missile is best suited for fast moving fighter jets like mig31 but f16 is less faster than mig31 so chances for interception and detection as well as more response time will be more in case of mig31
