No, re-positioning the radar system, and decreasing size makes a difference. It is true that the changeover from PESA to AESA consumes much more power and leads to bulking up, but within AESA sets, there have been weight reductions.
If China is a colony it wouldn't be called Middle Kingdom. Chinese are very proud of the fact China has never been colonized.
