You are right. But, quite often, different people and countries interpret such conventions and laws, or a part thereof, differently, both with bonafide or malefide intentions and reasons. That appears to be case here, as well.

Imagine one minute that USA or any other country would have let the captured terrorists, (who took oath with AQ, ISIS,etc ) meeting their handlers ?

In our case the terrorist is kulbhushan yadav and the handlers is India.

As long as Pakistan is a signatory, it must abide by the provisions of the Vienna Convention. Of course, if it wants to leave it, then it should declare it to be so.

That is merely one more document, that is the decision of the ICJ, to be considered and accounted for. Most probably, you would see in the coming days that this decision, in conjunction with other applicable laws and conventions, would again be interpreted and construed differently, by India and Pakistan, particularly in the matters of details.

I can accept the disagreement, but please be aware that denying consular access on the basis of national security after the ICJ verdict will raise its own issues, that is all.

Will be time to make improvements in the Vienna agreement. Isn’t it ? After all western countries are known to changes laws when situation, stakes evolves. It is up to us to start.

Of course Pakistan is free to suggest "improvements" in the Vienna Agreement. Let us see how much support it can gather for such changes, specially after the fact.

We won’t get support because it doesn’t suit to the powerful countries when we are in a period if geopolitical alliances shifting. But it does not meat that we should not have and expose our stand.
