Before American Afghanistan's Takeover, there was a place called "Ilaqa Ghair" Here criminals, drug dealers, used to operate. And this place was there for even before pakistan. Life had no moral values here. They used to take kids, boys, just for the ransom. Let me present to you a hypothetical scenario. OK. Because you don't know much about our lawless land called Tribal areas.

So one terrible day,

People in Mumbai barricade their city. And kill all the policemen or kick them out.

Indian police/law enforcement agencies try try try again to enter the city but fail.

then some mumbanikars start using a city block to export drugs, launch cyberattacks on other countries.

Other countries ask Indian gov to kick out the criminals.

Indian gov says sorry, my police cannot go inside the city.

So other governments start sending their airplanes to bomb mumbai block that is source of trouble.

Then the same trouble makers in Mumbai start complaining that oh ho, Indian gov doesn't care about us.
Indian government should shoot down the planes because they are violating Mumbai/Indian sovereignty.

Remember not all mumbanikars are exporting drugs, but all of them were involved in kicking the Indian police out.
