The Type 99 MBT is in shortage for chinese army, we would like to equip to our army first.
Such MBT is not needed to dealing with ISIS terrorist, some MRLS would send them to hell.
99 is our most sophisticated tank, highly classified, consider the special relationship between iraq and US, we would not sell them.

Type 99 isn't an export tank. We have a different mbt 2000 for now, and mbt 3000 just came on line some time this year and haven't had any orders yet.

At most it's these two, though they are based on the Type 99 and 96.
