In Pakistan, an estimated 5000 women are killed per year from domestic violence, with thousands of others maimed or disabled. In 1988 a survey showed that 800 women were killed amongst dowry-related violence, bride burnings (also known as stove deaths), in 1989 the number rose to 1100, and in 1990 it stood at 1800 estimated killings. Newspapers in Lahore in a six-month period (1997) reported on average 15 attacks a month. Women's eNews reported that 4,000 women had been attacked in this manner in Islamabad's surroundings over an eight-year period, and that the average age range of victims was between 18 and 35, with an estimated 30 percent being pregnant at the time of death.
Between 150 and 400 cases of acid attacks are reported in Pakistan every year. As many as 80 per cent of the victims are women, and almost 70 per cent are below 18. Such attacks are not used to kill the victim but to cause disfigurement, and can often cause blindness, hearing loss and physical and mental pain. The attacks are often the result in an escalation of domestic abuse. As many as 98 per cent of the cases filed by acid attack victims are never decided due to existence of various loopholes in the law.
I am sure a lot of men get killed as a result of violence and crime in Pakistan too.Yes we have a serious crime problem in our society and thats because we dont have a properly working justice system and police force.The common man cant get justice. The only way to end such violence is to ensure the perpetrators get punished, so punishment can act as a deterrent against would be criminals.For instance in case of acid attack on some woman(or man for that matter),if a proper investigation is done and it is established based on evidence without any reasonable doubt who did the crime then its just a matter of imposing punishment on the perpetrator ,maybe putting the same acid of the same concentration/quantity on his/her face as he/she did on the victim(yes it sounds harsh but the crime is equally harsh).
This can only be done if the menace of corruption and nepotism that has been plaguing this society is dealt with, which is not likely to happen anytime soon as the very beneficiaries of such a system are the rulers("democratic forces")
Note that these measures are not general and only come into effect for protection of the victim against possible harm, injury or death.
Regardless, cases of misuse of this law are unlikely to be successful since the court would need to have some evidence before convicting and the courts simply don't hand out blind judgements
"If the Court is satisfied that the complaint prima facie shows that the defendant
has committed an act of violence or is likely to commit an act of violence, it may issue an
order on the basis of an affidavit of the aggrieved person or any other material before the
Court."
Prima facie. Latin for "at first sight." Prima facie may be used as an adjective meaning "sufficient to establish a fact or raise a presumption unless disproved or rebutted;" e.g., prima facie evidence.
In common law jurisdictions, prima facie denotes evidence that, unless rebutted, would be sufficient to prove a particular proposition or fact.
In other words the court will
assume that that the man is guilty unless he rebuts it with evidence or in other words, guilty until proven innocent.
That "guilt" may be just a slap; that, together with the observation that further violence might occur in the future and thats it, the man is done for, there goes his property, his dignity down the drain.
This law would would be like a sword hanging over mens necks all the time, they misbehave but a little,get angry and say something rash,slam the table and before he knows it hes "likely to commit an act of violence" and that sword falls straight through.
Its just an attempt to re engineer the social/economical/moral fiber of this society under the guise of protecting women by artificially establishing women as overlords whose approval men must have in order to keep their property and dignity or else "likely to commit an act of violence".Its like a virtual castration.
