Because Kargil happened in territory that was rightfully in Indian part according to agreements signed with Paksitan .

OTOH , the border b/w china and India is not demarcated correctly .

And no firing in LAC is due to agreement b/w India and China . That is why when Indian and Chinese troops face-off in LAC , there is kabadi matches happening instead of firing .

Indian troops suspend patrols at Chumar - Times Of India

NEW DELHI: Apart from dismantling a SET of strategically-located bunkers at Chumar as part of an arrangement to end the standoff at Depsang Bulge in eastern Ladakh, the Indian troops seem to have suspended patrols to the Line of Actual Control (LAC) in Chumar, at least for now. Senior officials briefed by personnel on the ground said the Army has discontinued the round-the clock patrolling it was undertaking in the area for the last few months.

We get it cheap and we use it well. You guys are the biggest arms importer in the world and even with that cannot intimidate Pakistan, a country 7 times smaller. So 1 Pakistani for every 7 Indians if not 10 is really true, last 68 years have proven it.
