There has been a 10% decline in the number of Chinese transgressions this year, a senior government official told The Hindu.

The official said the presence of Chinese troops along the Line of Actual Control (LAC) has also reduced by around 30%. The manpower has been substituted with powerful surveillance equipment, he said.

Minister of State for Defence Subhash Bhamre informed the Rajya Sabha on February 5 that the number of transgressions was 426 in 2017.

The official claimed that the transgressions dropped after the 73-day standoff between the Indian Army and the Chinese People’s Liberation Army at Doklam on the China-Sikkim-Bhutan tri-junction near Nathu La last year. “The transgressions continue to take place due to the difference in perception of the actual boundary. But after Doklam, the diplomatic manoeuvring and dialogue with the counterparts at the border ensured there was no steep increase,” he said.

According to him, there was enhanced cooperation along the China border and many incidents were not being reported.

Sorting out disputes
“There are many incidents of border transgressions that are not being recorded by both sides. If it’s reported, then it becomes part of the official record. The troops on both sides are communicating more and sorting out the differences,” said the official.

As per an internal report accessed by The Hindu, from August 1-19, as many as 19 incidents of transgressions were reported, out of which 13 were in the Leh sector.

At least three intrusions were reported in Leh, Uttarakhand’s Barahoti and the strategically sensitive Asaphila in Arunachal Pradesh on August 15 when the two armies held a special Border Personnel Meeting at Nathu La in Sikkim.

An analysis of the report reveals that the transgressions are anywhere from 300 metres to 19 km in the Indian territory.

The official claimed that there were only 10-12 locations along the China border which saw dispute.

Incursion by the Peoples’ Liberation Army (PLA) along the 3,488km Line of Actual Control (LAC) between India and China has reduced significantly in 2018 as compared to 2017, according to government officials familiar with the matter.

This development – attributed to the ‘Wuhan spirit’ — is expected to inject positivity into the forthcoming Special Representative talks and a possible meeting between Prime Minister Narendra Modi and Chinese Premier Li Keqiang on the sidelines of East Asia Summit in Singapore this November, the officials say.

Incursion figures available with South Block – where the defence and foreign ministries are housed – show that there have been a total of 137 PLA incursions this year till September 20. This is nearly 20% less than 170 incursions recorded till the same date in 2017. These incursions are mainly attributed to the difference in perception over land boundaries between the two sides.

Officials credit the unprecedented informal summit between Modi and Chinese President Xi Jinping in Wuhan this April for the dip. They also point out that incursions in 2017 were high even in comparison to 2016, possibly a manifestation of the 73-day-long Doklam standoff between the Indian Army and China.

India and China continue to build on their relationship, which has warmed significantly since the chill of the Doklam face-off, which was resolved in August 2017 when the two sides agreed to withdraw troops from an area under Chinese control but claimed by Bhutan, and Beijing indicated that it had halted work on a road that triggered the row.

Experts say the India-China border has largely been peaceful and tranquil after Wuhan due to the strategic guidance provided by Modi and Xi to their respective commanders of militaries.

“The border management this year has been efficient with the two militaries resuming exchanges including meetings at the defence minister level. The two militaries are communicating with each other in a frank and candid manner and strategic communications among military commanders is also taking place,” said a senior official who asked not to be named.

The two sides are now working on setting up a hotline between the two defence ministers.

The Indian Army and the Indo-Tibetan Border Police have noticed that a majority of incursions this year are in the western sector or eastern Ladakh in areas of Daulet Beg Oldi, Trig Heights, Depsang and Pangong Tso, an official said. Another aspect that has come to notice of Indian intelligence, the official added, is infrastructure buildup across the LAC – including barracks for PLA troops and underground tunnels for faster deployment of troops and material.

However, with snow already beginning to fall in the Himalayas, experts expect incursion to dip further.

The Chinese incursion incident according to officials in the Indian Army and the Jammu and Kashmir State Administration occurred at Demchok village.

At least 11 men in civilian clothing in Chinese held Indian territory on Friday morning drove close to the Line of Actual Control (LAC) in J&K’s Ladakh region from the Chinese side and displayed a banner apparently “to counter celebrations in a nearby village on Indian side”.


“People in civvies drove three Chinese number plates vehicles and came opposite to the village where celebrations were held and unfurled a long red banner, reading ‘Ban all activity to split Tibbat’,” said the officials.

They said the local villagers were celebrating the birthday of a famous Indian Warrior, when the Chinese raised the objection, though unclear if they were armed or not.

The officials said there was no attempt to intrude or “violate the sanctity of the LAC”. “Festival organised on the birthday of a famous Indian Warrior is a regular feature in Ladakh,” another official said.

An official said it was an attempt at ‘intimidating’ the locals. However, many parts of Ladakh observed the celebrations. Sources said the Chinese Patrol vehicles took aggressive stance and resorted to gestures to scare away the villagers on the border area.
