Has such a system been tested on the previous orbital lab ? Is it safe ? I don't know about the ISS but how often will the Chinese space station come below its safe orbital line ?

The ISS is typically moved by having the resupply ships simply fire their engines after docking. There's no fuel tank holding 10's of thousands of kilos of fuel.

US Space shuttle is also innovative but we all know it's a failure as exorbitant cost that make it useless.

Surely Chinese can be innovative but we don't spend blindly like US space. Precisely, spacex rising is due to its ability to control and bring cost down for per mission. But spaceX has yet to really demonstrate the feasibility of stage 1 rocket retrieve as cost is still very high compare to one time used rocket with 5 times reuse instead as promise of 25 times.

CNSA has lesser funds than NASA but we accomplished more with limited funds. That is the reason for our rapid success.

And the stagnation of NASA is due to uncontrollably cost and spending that hinder US space progress.
