yes you are correct..H-6 is based on Tu-16, it served good in PLAAF, since there have been over 3 decades of no introduction of new bomber, so it is pragmatic way to upgrade old platform to extend its service length, I believe it will take 10 more years for new bombers to be mature for PLAAF, we need to find some cheap and quicker way to fill that void
