China has 22,000 miles of high-speed rail lines; the United States has essentially none.
China opened its first freeway in 1998 and by the end of 2019 it had built 93,000 miles while the United States had under 67,000. Moreover, China is building about 4,000 new freeway miles a year while the United States has built fewer than 800 miles a year.

Of course you need many roads and rail systems. China has 4x the people. China has enemies or historical enemies on all sides. Fought with the Khans of the Mongol hordes. Had border conflicts with Russia and India. Conflicts with Japan and Vietnam. Chinese need to be able to quickly move their soldiers and weapons of war to fight their current and future enemies.
China also needs to amuse the masses of factory worker people. Other nations don't want hordes of foreigner beggar men (I say beggar because nations want the brilliant and special) swarming in. China doesn't want to lose it's people. Best to keep Chinese amused in China.
