Problem is their budget is not big enough. They are already struggling to tackle the problems posed by the regions affected by this year's tsunami, let alone help both India and Vietnam build up their countries. Not that I am against their investments. It's almost like asking a 50's Vietnam to help develope China and its neghbours. It's a lot if not too much to ask.
