With Trump willing to mend ties with Russia, this partnership is in serious jeopardy. Given a chance, Russia will look towards Europe and US than Asia. Russia never though itself as a Asia power.

That's an unrealistic assessment. Russia is not to be so easily swayed at the first sign of good will from the US. Besides, Russia is a European power, first and foremost, not a US-oriented one, strategically and economically. Hence, Russia's influence over Europe is an asset in the growing China-Russia Eurasian cooperation.

No wonder Russia factors heavily in the OBOR.

Russian economy depends a lot on West. Western sanctions have halved Russian economy. Anything that relives this pressure will be welcomed by both arms by Russia.

I agree they have huge trade with Europe, not with the US. Especially on energy, EU-RS they have strong interdependency. This is not a bad news for China. Russia's getting closer to Europe "again" is welcome news because China needs complete understanding between the two side to ensure that the OBOR links across Central Asia and Russia into Europe would not be put in jeopardy due to hostilities between various OBOR actors.

Furthermore, it was not wise for Europe to join the US to sanction Russia. Russia became more independent and diversified its energy engagement (with China, mostly) while Europe still the same dependent Europe for energy on Russia.

China, Russia pledge to enhance military cooperation

Xinhua, November 23, 2016

China attaches great importance to military cooperation with Russia and is ready to strengthen bilateral strategic mutual trust, said top political advisor Yu Zhengsheng on Wednesday.

Yu, chairman of the National Committee of the Chinese People's Political Consultative Conference, made the remarks when meeting with Russian Defense Minister Sergei Shoigu in Beijing.

This year is the 15th anniversary of the China-Russia Treaty of Good-Neighborliness and Friendly Cooperation and the 20th anniversary of the China-Russia strategic partnership of coordination.

China-Russia ties are at their best in history, said Yu, adding that the partnership not only benefits the two peoples, but meets the needs of safeguarding regional and world peace and promoting international justice.

He called on the two countries to boost all-round cooperation and jointly work for world peace, stability and development.

Shoigu said strengthening the strategic partnership of coordination with China is a priority of Russia's foreign policy.

The close contact between leaders of the two countries have guaranteed the high-level cooperation between the two countries and the two armed forces, he said.

Russia will actively advance exchanges and cooperation with the Chinese armed forces in accordance with the consensus reached by the two leaders, he added.

Russia-China military ties ‘at all-time high,’ no threat to other states

Military cooperation between Russia and China poses no threat to other states, but is aimed instead at countering global threats and challenges, including international terrorism, according to Russian Defense Minister Sergei Shoigu.

Bilateral military cooperation [between Moscow and Beijing] is not directed against other states, does not pose a threat to them, but contributes to peace and stability on the Eurasian continent and beyond,” Shoigu said at a meeting with his Chinese counterpart Chang Wanquan in Beijing on Wednesday. He is there for the 21st meeting of an intergovernmental commission on military and technical cooperation between the two states that will look into the fragile situations in Syria, Libya, and Iraq.

The conflicts in Central and Eastern Asia don’t end, the wounds won’t heal, especially in Northern Africa and the Middle East. I certainly keep in mind the ongoing events in Syria, Iraq and Libya,” Sergei Shoigu said ahead of the meeting.

He also noted that cooperation between the two countries “is at an all-time high” and “continues to steadily expand each year.” It is especially apparent in the economic sphere. Last year, trade between China and Russia was about $68 billion while the projects for the next 4 years is $200 billion.

China has been an active buyer of Russian defense technology. Just this month, Russia announced the delivery of S-400 defense systems to China by 2020. Beijing has also become the first state in the world authorized to buy the one of a kind system. According to media reports, the transaction amounted to around $3 billion.

Moscow and Beijing… provide an example of a balanced and responsible attitude towards international problems. Russia and China cooperate effectively in various multilateral formats, such as the UN, BRICS, and SCO,” Shoigu added.

The Minister noted that Russian President Vladimir Putin and his Chinese counterpart Xi Jinping have met on five different occasions this year alone, and that every meeting resulted in crucial decisions.

Shoigu also said that “the expansion of ties with China in the area of defense is an absolute priority” for Russia. The two countries have been closely cooperating in defense, having held a number of joint military drills since 2012, with the most recent taking place in September this year.

The ambitious drills, which lasted eight days, took place in the air, coastal, and maritime zones of the disputed sea. In total, two submarines, 13 surface combat ships, more than 20 planes and helicopters, 12 armored personnel carriers (APC) and armored amphibious equipment took part in the drills from both sides. The drills included anti-submarine warfare, vessel rescue, joint air defense, and taking an island with amphibious and airborne troops. Both countries were keen to show off their military might, with a number of warships, including a missile destroyer and anti-submarine vessels, on display.

Yet, with relations between Moscow and the West deteriorating over the past two years due to the Ukraine crisis and the sanctions that followed, Russia has seemed content to increase cooperation with its Chinese neighbor, and the entire region has profited from it, some experts believe.

The development of China-Russia ties ensured stability in the region” for the past 20 years, which should serve as an example “for everyone else in the world” in terms of international relations, Li Yongquan, Director of the Institute of Russian, East European and Central Asian Studies at the Chinese Academy of Social Sciences (CASS) said.

Together we can become a center that can influence global processes,” Boris Titov, Russia’s ombudsman for entrepreneurs’ rights, told RT on the sidelines of the Russia-China: towards a New Quality of Bilateral Relations international conference in June.

Titov said that close cooperation between Russia and China is an irritant for the US, which has prompted its attempts to thwart a Russia-China strategic alliance. However, “both Chinese and Russian leadership understand that we are better together and we are not so worried about America and its attitude to this issue.”

Well, there are more important actors such as Syria and Egypt before it comes to Turkey.

I realize that the Syrian crisis added a new extra regional dimension to China Russia strategic collaboration.

Russian involvement in Syria seems benefiting China because USA,s attention from the south China sea is temporarily diverted, this is the right time for China to speed up its development specially to narrow the technological gap between USA and China, projected target of attaining it in 2024 needs to be speeded up ,2024 is bit for away,

Actually the US is committed as much as it can be. But it is simply China's natural scale that weathers US incursions. Since the fake arbitration, the US attempted to aggressively provoke and intimidate. But it failed and perhaps backfired.

Russia Turns to China for Help Building Its Own “Great Firewall” of Censorship

The Kremlin has struggled for years to gain control of the Internet within its borders, but there are signs that is starting to change.

Russian President Vladimir Putin and Chinese President Xi Jinping shake hands at the G20 meeting in China in September.

Russia wants to step up its ability to censor the Internet, and it’s turning to China for help.

China’s “Great Firewall” is the envy of the Putin regime, which has long feared that the rise of online political activism could loosen its grip on power. The government has spent years building a system for filtering the country’s Internet—but it is incomplete, and many U.S.-based Internet companies have thumbed their nose at the Kremlin’s rules.

That’s now changing. In June, the Russian government passed a series of measures known as Yarovaya’s laws that require local telecom companies to store all users’ data for six months, and hang on to metadata for three years. And if the authorities ask, companies must provide keys to unlock encrypted communications. Human rights watchdog groups were aghast at the measure. Edward Snowden, who is holed up in Russia, called the package the “Big Brother law.”

There has been some skepticism as to whether such laws would—or even could—be enforced. In the past, Putin has gone so far as to say the Russian government doesn’t have the authority to block websites—and even if it did, some have argued it doesn’t have the technical ability to do so.

But earlier this month Roskomnadzor, Russia’s communications regulator, blocked all public access to LinkedIn, arguing that it violated a 2015 law that requires Internet companies to store users’ personal data on servers located in Russia.

Sign up now.

What’s more, it is now clear that Russia has been working with authorities in charge of censoring the Internet in China to import some aspects of the “Great Firewall” that have made it so successful. According to the Guardian, the two countries have been in close talks for some time, and the Chinese digital equipment maker Huawei has been enlisted to help Russian telecom companies build the capacity necessary to comply with Yarovaya’s laws.

Whether such moves represent politically motivated censorship or a broader attempt to bring foreign Internet firms in line with Russia’s sense of “digital sovereignty” is unclear. And in some ways, it doesn’t matter—they’re two sides of the same coin. Putin and his lieutenants are clearly trying to exercise more control over the digital lives of Russian citizens. Something that, interestingly enough, there is broad public support for in the country.
