China, Russia vow to strengthen cooperation, promote world stability

RIO DE JANEIRO, July 26 (Xinhua) -- Chinese and Russian foreign ministers on Friday expressed the willingness to strengthen practical cooperation of their countries while vowing to maintain stability of the world.

During his meeting with Russian Foreign Minister Sergey Lavrov, Chinese State Councilor and Foreign Minister Wang Yi said that Chinese President Xi Jinping made a historic visit to Russia in June and, together with Russian President Vladimir Putin, upgraded the bilateral relations to a comprehensive strategic partnership of coordination for the new era.

The two sides should work together to implement the important consensuses reached by the two heads of state, yielding more results and enriching the China-Russia relations, he said at the meeting held on the sidelines of the Formal Meeting of the BRICS Ministers of Foreign Affairs.

He also said the two sides should stand ready for more high-level exchanges, consolidate political mutual trust, strengthen people-to-people exchanges, and expand practical cooperation, especially in the fields of advanced technology and energy.

Noting that the world is undergoing profound changes unseen in a century, Wang said the China-Russia relationship has become increasingly strong and resilient, serving as a stabilizer for the world faced with more uncertainties.

China is willing to work together with Russia on international affairs to safeguard the legitimate rights and interests of the two countries as well as the international fairness and justice, and jointly promote regional and world peace and stability, Wang added.

Echoing Wang, Lavrov said Russia stands ready to work with China to implement the consensuses of the two heads of state and promote a steady development of their comprehensive strategic partnership of coordination for the new era to achieve more practical results.

Under the current situation, the comprehensive and strategic nature of the Russia-China cooperation is becoming more prominent, Lavrov said.

The two countries should strengthen coordination and cooperation on regional and international affairs to inject more stability into the world, he said.

Lavrov said that the Russia-China strategic coordination has a strong inherent dynamism and will not be affected by external factors, adding that any attempt to undermine their bilateral cooperation is doomed to fail.

The two sides also exchanged views on international issues of common concern such as the Iran nuclear issue and the situation in Venezuela.

Vietnam said it has extended the work schedule of an oil rig on Vanguard Bank, showing no sign of backing down from a confrontation with Beijing over drilling operations in the South China Sea.

The Vietnamese foreign ministry said it would protect its sovereign rights as the stand-off between Hanoi and Beijing entered its fourth week.

A notice issued on Thursday by the Southern Vietnam Maritime Safety Assurance Corporation said the Hakuryu-5 rig’s operations – a joint venture with Russia – would be extended from July 30 until September 15, Vietnamese newspaper Tuoi Trereported.


The notice also urged vessels to stay away from the rig as a matter of safety.

China’s foreign ministry spokeswoman Hua Chunying said on Friday that Vietnam had been violating China’s sovereign rights to Vanguard Bank since May.

“China has already expressed its stance and is keeping in touch with the Vietnamese side,” she told a press conference. “We call on Vietnam to properly handle the incident.”

Hakuryu-5, which belongs to the Tokyo-based Japan Drilling Company, was hired by Russian state-owned oil company Rosneft to look for oil and gas in Vanguard Bank, the westernmost reef in the resource-rich Spratly Islands. Its operations began on May 15.

Putin and Xi See Mutual Support Amid Pandemic as Proof of Special Bilateral Ties - Moscow

Earlier in the day, the Kremlin stated that the Russian president and his Chinese counterpart had held a telephone conversation.

Russian President Vladimir Putin and Chinese President Xi Jinping believe that their mutual support in the fight against COVID-19 is evidence of the special nature of the Russia-China partnership, the Kremlin said on Thursday.

Putin praised Beijing's effective actions to stabilise the epidemiological situation during the coronavirus epidemic, the Kremlin added.

"In the course of a thorough exchange of views on the situation around the coronavirus pandemic, it was emphasised that mutual support in the fight against this global threat is more convincing evidence of the special nature of the Russian-Chinese comprehensive strategic partnership", the statement says.
Putin and Xi reaffirmed their commitment to cooperation, including through the exchange of experts and the supply of medical equipment, the Kremlin said.

China’s Central Television, in the meantime, quoted President Xi as saying that the growth of the country’s trade with Russia was particularly valuable in the context of a global economic downturn. According to Chinese customs, Russia-China trade increased by 3.4 percent to $25.4 billion in the first quarter of 2020.

Earlier this month, Moscow and Beijing agreed on a new deal that would see China supply Russia with 1.05 million protective suits and 80 million medical masks to combat COVID-19.

Similar humanitarian aid was provided by Russia to China when the latter was the epicentre of the world’s COVID-19 outbreak in February.

Where China & Russia meet: Cross-border railway bridge over Amur River nearing completion

The two parts of the long-awaited railway bridge linking Russia and China across the Amur River, will be connected on March 20-23, according to the project’s chief engineer Li Huachao.

The 2,209-meter-long (1.4 miles) structure will link Russia’s Far East with China’s northernmost Heilongjiang province. The Nizhneleninskoe (Jewish Autonomous Region) to Tongjiang (Heilongjiang province) bridge will become the first railway bridge between the two countries. China has already completed the construction of its part.

“It is expected that Russia will complete the installation of the last steel beam with a length of 132 meters on March 20-23, which will officially mark the linkage of the two sides of the bridge,” said the engineer.

He added that full completion of the cross-border bridge (railway and highway parts) is scheduled for July. It is expected to be commissioned in 2019.

Russia plans to export iron ore, coal, mineral fertilizers, lumber, and other goods via the link to China. Construction of the cross-border bridge officially started in 2016, following 28 years of negotiations between the two countries.

The new bridge and its corresponding infrastructure will cost more than $300 million and will be 20km (12.5 miles) long. Some 6.5km (4 miles) of the bridge and road junctions will lie in China, and the remaining 13.5km (8.5 miles) in Russia, according to China’s CNS agency. The length of the main suspension bridge will be roughly 1,300 meters (0.8 miles) and its width 14.5 meters.

The highway section of the bridge will be ready for traffic this year. Traffic capacity is expected to exceed three million tons of cargo and be used by 1.48 million people a year by 2020. It will greatly facilitate trade between the two countries, since the route will be roughly 3,500km (2,175 miles) shorter.

It would solve China first and second island chain dilemma and earn Russia transit income.

Not from what I am aware, this is the first time I ever heard about the idea.

That area used to be part of Qing dynasty and was ceded to Russia, and is political sensitive to some people in China.

FYI, China has the right of navigation to that section of Amur river by treaty but it is frozen for at least half of the year.

Currently the Amur isn’t linked with the Bohai sea; it would require a new canal (to link up existing rivers, as well as riverine icebreakers (due to icing issue you mentioned)

Maybe its the politics on both sides that has prevented it from happening in the past, but perhaps they are considering it, as both countries would benefit under the current pressures aligned against both nations.

Putin has been mentioning something about Canals and China a few months ago. Perhaps this is it? Or maybe Putin meant something else, either way, Russia wants to promote the Arctic Route and this could really jump start those efforts.

He said Russia is not worried about the topics hyped by the West, such as China's growing military strength, including the development of hypersonic weapons, and modernizing its nuclear arsenal. Putin believes China has the right to do so. He also praised the "unprecedentedly high level of bilateral ties" between China and Russia, noting Russia will not adjust its China policy based on the interests of a third party.

Putin's remarks have echoed positively in China. It is believed that Putin's resolute attitude toward China has a wide popular base in Russia. It is fortunate for both countries and the world that China and Russia are cooperating at the best level of their relationship in history. As Putin put it, China-Russia relations are vital to keeping world peace and stability.

In recent years, many forces in the US and the West want to drive a wedge between China and Russia. They have focused on Moscow in an attempt to make a breakthrough from it. In the eyes of those forces, China and its power are growing rapidly, and since China and Russia are land neighbors with long national borders and complex historical relations, Moscow's strategic doubts about Beijing can be ignited easily. But these forces have failed every time.

The strategic guidance of the Chinese and Russian heads of state has played its due role in the stable development of the mutual relations. So has Moscow's strategic sobriety. The US and the West have never been truly friendly to Russia since the end of the Cold War. They have always regarded Russia as an outsider and have a strategic goal of further weakening it. External debt of Russia is 3700 USD per capita, external debt of Windsorland is 127000 USD that is by 2 orders of magnitude higher than that of Russia.

Russia and China will develop shared financial structures to enable them to deepen economic ties in a way that foreign states will be unable to influence, the Kremlin has announced following talks between the countries’ leaders.
The move appears to be a response to a series of warnings that Western nations could push to disconnect Russia from the Brussels-based SWIFT financial system as a form of sanctions.
The payment platform underpins the vast majority of international transactions. During the talks on Wednesday, Russian President Vladimir Putin and his Chinese counterpart Xi Jinping called for increasing the share of national currencies in mutual settlements and expanding cooperation to provide Russian and Chinese investors with access to stock markets, said Yuri Ushakov, Putin’s foreign policy advisor.
Ushakov said “particular attention was paid to the need to intensify efforts to form an independent financial infrastructure to service trade operations between Russia and China.”
“We mean creating an infrastructure that cannot be influenced by third countries,”
the Kremlin aide added.
Ahead of the video summit, Kremlin Press Secretary Dmitry Peskov hinted that economic discussions were likely to be on the agenda for the two heads of state.
Both Russia and China are said to be increasingly looking to move away from using the US dollar as the main currency of international trade, instead using their own denominations to underpin the booming volume of Moscow-Beijing trade.
Last week, US Under Secretary of State Victoria Nuland said that the White House, along with a number of Western European nations, was mulling completely isolating Moscow from the global financial system should Russian troops dare to invade Ukraine.

Russia and China will develop shared financial structures to enable them to deepen economic ties in a way that foreign states will be unable to influence, the Kremlin has announced following talks between the countries’ leaders.
The move appears to be a response to a series of warnings that Western nations could push to disconnect Russia from the Brussels-based SWIFT financial system as a form of sanctions.
The payment platform underpins the vast majority of international transactions. During the talks on Wednesday, Russian President Vladimir Putin and his Chinese counterpart Xi Jinping called for increasing the share of national currencies in mutual settlements and expanding cooperation to provide Russian and Chinese investors with access to stock markets, said Yuri Ushakov, Putin’s foreign policy advisor.
Ushakov said “particular attention was paid to the need to intensify efforts to form an independent financial infrastructure to service trade operations between Russia and China.”
“We mean creating an infrastructure that cannot be influenced by third countries,”
the Kremlin aide added.
Ahead of the video summit, Kremlin Press Secretary Dmitry Peskov hinted that economic discussions were likely to be on the agenda for the two heads of state.
Both Russia and China are said to be increasingly looking to move away from using the US dollar as the main currency of international trade, instead using their own denominations to underpin the booming volume of Moscow-Beijing trade.
Last week, US Under Secretary of State Victoria Nuland said that the White House, along with a number of Western European nations, was mulling completely isolating Moscow from the global financial system should Russian troops dare to invade Ukraine.

At the end of November, the boss of Russia’s state-run oil giant Rosneft, Igor Sechin, accused Washington of manipulating the dollar to further its own interests and said the currency was losing its appeal due to the US Federal Reserve’s policy of quantitative easing – essentially flooding the global economy with an excess supply of money.

Earlier this year, Russian Foreign Minister Sergey Lavrov suggested that Beijing and Washington “need to move away from the use of Western-controlled international payment systems.” The top diplomat also accused the US of seeking “to limit the technological development opportunities of both the Russian Federation and the People’s Republic of China.”

China already has the yuan payment clearing system (CIPS) to replace the dollar payment clearing system (CHIPS).

In addition to yuan payment clearing, the CIPS has the ability to do financial messaging too. This means no need for SWIFT financial messaging service.
