But earlier this month Roskomnadzor, Russia’s communications regulator, blocked all public access to LinkedIn, arguing that it violated a 2015 law that requires Internet companies to store users’ personal data on servers located in Russia.

Their country, their rules. Asking companies to store Russian users' data on servers within Russia is reasonable.


Putin and his lieutenants are clearly trying to exercise more control over the digital lives of Russian citizens. Something that, interestingly enough, there is broad public support for in the country.

The Russian citizens support this law and is all that matters. They know it's good for their country.

No wonder Huawei is not allowed to enter the US market, but then again their country their rules.

St. Petersburg cultural forum highlights China-Russia culture cooperation

ST. PETERSBURG, Dec. 3 (Xinhua) -- The fifth St. Petersburg International Cultural Forum held from Thursday to Saturday has highlighted a series of fruits yielded in the China-Russia cooperation in culture.


In a meeting with Russian President Vladimir Putin before the opening ceremony of the forum on Friday, Chinese writer Wang Meng said that the China-Russia cooperation in culture is vital for the long-term mutual trust, understanding and dialogue established by both countries on the basis of equality.

Speaking at the forum, Wang called for preserving and developing cultural traditions so as to build a beautiful cultural landscape featuring globalization, modernization, pluralism and integration of ethnic and regional characteristics.

On Thursday, eight Chinese universities and 18 Russian universities signed an agreement on establishing the China-Russia Association of Culture and Arts Universities.

On the same day, the Sino-Russian Fund of Culture and Education, Russia's Lenfilm studio and Glavkino studio signed an agreement on the remaking of Russian film "Amphibian Man," in which the roles will be played by Chinese and Russian actors, and the famous song "Sea Devil" will be translated into Chinese.

On Friday, Moscow's Mayakovsky Academic Theater and four other Russian theaters joined the Silk Road International League of Theaters, which was initiated by the China Arts and Entertainment Group.

During the forum, Russian Culture Minister Vladimir Medinsky met with the representatives of a bilateral cooperative project on circus.

Under the project, Dacheng Shanshui Hotel in Zhang Jiajie, a scenic area in China's Hunan Province, will cooperate with the Great Moscow State Circus to build a circus city, the biggest of its kind in the world with 10,000 seats. The construction of the venue will begin in March 2017.

Representatives from more than 80 countries and regions participated in the forum, which organized 275 events. The Chinese delegation was the largest foreign delegation.

Russia and China on Monday vetoed a UN Security Council resolution calling for a seven-day ceasefire in the embattled Syrian city of Aleppo.

Venezuela also voted against the text, while Angola abstained. The 11 other member nations on the council cast their votes for the text.

The vote marked the sixth time that Russia blocked a council resolution on Syria since the conflict began in March 2011, and the fifth time that China did so.

The last time Russia vetoed a Security Council resolution on Syria was in October, when it vetoed a UN draft resolution demanding an end to the bombing of Aleppo.

Moscow, a close ally of Syrian President Bashar Al-Assad, had expressed strong reservations about the text it vetoed on Monday, which was the subject of weeks of negotiations.

In an eleventh-hour effort, Russia tried to postpone the vote until at least Tuesday, when a meeting was set to take place in Geneva between the Americans and the Russians.

But Paris, London and Washington -- the main backers of the text – decided to go ahead anyway.

Russia says the Geneva talks concern a plan for all rebel fighters to withdraw from eastern Aleppo, under siege by the regime. But the rebels have rejected the plan.

The two sides "are close to an agreement on the basic elements," said Russia's ambassador to the UN, Vitaly Churkin.

But deputy U.S. envoy Michele Sison suggested there was no deal, accusing Churkin of using a "made-up alibi."

"We will not let Russia string along the Security Council," she added.

Had the resolution been adopted, it would have been a "fragile glimpse of hope" and allowed to "save lives," French ambassador Francois Delattre said.

The draft text demanded that "all parties to the Syrian conflict shall cease... any and all attacks in the city of Aleppo."

It also demanded that the parties "allow urgent humanitarian needs to be addressed," meaning permitting emergency services to enter and serve tens of thousands of residents in the besieged areas.

The temporary ceasefire aimed to pave the way for a cessation of hostilities across Syria, though that would not apply to military operations targeting "terrorist groups" such as the Islamic State (ISIS) group or ex-Al-Qaeda affiliate Fateh al-Sham Front, previously known as Al-Nusra.

China Russia’s Main Partner, Level of Trust Between Beijing, Moscow High

Russian President Vladimir Putin stated that Russia and China have similar positions on major international issues or even, as diplomats say, views of the countries are identical.

MOSCOW (Sputnik) – China is the main Russian partner with the level of political trust between Russia and China being high, Russian President Vladimir Putin said.

"Absolutely," Putin told the Nippon TV channel and the Yomiuri newspaper, answering the question whether China is Russia’s most important partner. The president characterized Russian-Chinese relations as a special strategic partnership.

"We have never had such a level of trust with China before. China is our major trade and economic partner among foreign states. We implement joint multi-billion projects," the Russian leader said. He praised Russian-Chinese cooperation in such spheres as nuclear energy and space. "We have wide-ranging joint projects in the nuclear energy sphere, logistics, machine building and trade as a whole. We have good joint projects in the helicopter and aircraft manufacturing industry. We are considering cooperation and are actively cooperating in space. There are good prospects there," Putin said.

He noted that the countries were engaged in political cooperation not only within the UN Security Council but also within such regional organizations as the Shanghai Cooperation Organization, and BRICS.

"We have similar positions on major international issues or even, as diplomats say, our views are identical. We often have shared positions on key issues of the modern international agenda. We have very close humanitarian contacts, wide-ranging youth exchanges, educational and regional contacts, and all of them continue to develop. We are expanding and improving the infrastructure of our relations," Putin added.

China's Silk Road Fund To Acquire 10% Of Russia's SIBUR

China's Silk Road Fund, a US$40 billion state-owned investment vehicle to foster increased investment along the silk road, has agreed to acquire a 10% stake in SIBUR Holding, Russia's largest gas processing and petrochemicals company.

No financial details were announced. As part of the deal, the Silk Road Fund will be able to nominate its representative to SIBUR's board of directors.​

"The fact that a financial institution as large as the Silk Road Fund became a shareholder of SIBUR confirms the investor appeal of the company and strengthens its positions in the international market," said Leonid Mikhelson, chairman of SIBUR, in a statement.​

The transaction, which is expected to complete in January 2017, follows Chinese state petrochemical company Sinopec's acquisition of a 10% stake in SIBUR at the end of 2015.​

The deal, initially announced in November, is also China's largest investment in Russia in 2016, the Silk Road fund said in a statement.​

The establishment of the Silk Road Fund was announced in 2014 by Chinese president Xi Jinping to foster increased investment in countries along the One Belt, One Road economic initiative.

The US$40 billion vehicle aims to invest in infrastructure projects in Asia with an aim to upgrade trade and transportation networks between China, Central Asia and Europe.

The fund has previously acquired 9.9% of Russia's liquefied natural gas project Yamal LNG. It also co-invested with Chinese state-owned enterprises in their purchases of Italian tyre company Pirelli and a hydropower project in Pakistan.​

Leading Chinese oil and gas producer China Petroleum and Chemical Crop, popularly known as Sinopec, and Sibur, Russia’s biggest gas processing and petrochemical firm, has entered into a strategic partnership, the company announced today. The Chinese state-owned firm agreed to acquire 10% minority stake in Russia’s oil and gas major. In the recent past, Sinopec has invested on many projects around the world. Earlier this year, it invested on a LNG projects in Australia. Likewise, it also invested in the US shale projects, when it decided to diversify its business and shift towards shale exploration.

The China-Russia relationship has been maintained at a high level since the beginning of 2016. The all-round cooperation on all fronts has not only brought benefits to the two peoples, but played a positive role in ensuring regional stability and world peace. The strategic collaboration between China and Russia has become the ballast stone in maintaining world peace and stability.

The main function of the ballast stone is to stabilize an object and keep balance. Starting from the beginning of this year, the international situation was riddled with complicated challenges and hidden turmoil, leading to dozens of “black swan” events. Under such circumstances, propositions made by China and Russia, featuring positive influence and great energy, have played a crucial role in their respective development and international peace.

The importance of the China-Russia relationship to world peace and stability equals that of mutual trust in China-Russia relationship.

Chinese President Xi Jinping and his Russian counterpart Vladimir Putin held five meetings this year. Such frequent high-level communications, which were rarely seen in the international society, have charted the course of the China-Russia relationship and cement mutual trust in politics and strategies.

By using the 15th anniversary of the signing of the Treaty of Good-Neighborliness and Friendly Cooperation as well as the 20th anniversary of the establishment of strategic partnership of coordination as platforms, China and Russia have launched all-round exchanges and cooperation based on an ever-lasting friendship.

They prioritize each other in diplomacy, regard each other as critical for development, support each other on issues concerning core interests, back each other in choosing the right development path suitable to respective national conditions, and contribute to the prosperity of both countries.

The ongoing cooperation in various fields has added momentum to the bilateral relationship. This year, both nations officially started the negotiation on economic and trade agreement of China and Eurasian Economic Union (EEU), marking an early achievement in connecting the “Belt and Road” and the EEU.

During President Putin’s state visit to Beijing in June, the two countries enriched the cooperation fruits from alignment of the “Belt and Road” and the EEU by reaching important consensus on building “Eurasian partnership”.

Moreover, both countries, based on a package of cooperation and balanced interests, have promoted comprehensive, pragmatic and mutually beneficial cooperation in the nuclear field, furthered pragmatic cooperation in investment, finance and energy fields, pioneered collaboration on SMEs, agriculture and technological innovation, and also launched strategic projects such as long-range wide-body plane and heavy transport helicopter (HTH).

Thanks to the joint efforts, bilateral trade volume of China and Russia has picked up and the trade structure has been improved.

More and more personnel exchanges have given bilateral ties a personal touch. Over 200 events were held under the framework of the year of media communication. An exhibition hall on the site of the 6th National Congress of the CPC was completed and opened to the public as scheduled, becoming a new symbol of China-Russia friendship.

With more and more Chinese tourists going on the “tour of revolution”, China will continue to be the biggest source of overseas tourists for Russia. A Shenzhen-based university was officially established by Lomonosov Moscow State University (MSU) and the Beijing Institute of Technology (BIT), showing that the cultural and personnel exchanges between the two countries have moved to the joint management of schools and improvement of soft power.

The ice cream that was presented by Putin to Xi became popular among the Chinese in a short time.

China and Russia also play a stabilizing role by guarding peace and justice. Both permanent members of the UN Security Council, China and Russia share similar standpoints and perspectives in international affairs, strongly oppose Cold War mindset and zero-sum games, and devote to international justice and world peace.

This year, both heads of state released a joint declaration on global strategic stability and development of information cyberspace, and their foreign ministers also issued statements to promote international law. Such efforts have lifted China-Russia international cooperation to a new high and generated widespread positive influence on the international society.

Attaching great importance to the security and stability in Korean Peninsula, Central Asia and other neighboring areas, both countries opposed the possible deployment of Terminal High Altitude Area Defense (THAAD) system in South Korea, and accelerated the resolution of hotspot political agendas such as Ukraine and Syria crises.

Both countries have made their voices heard loud and clear in the international affairs and contributed their solutions to address challenging issues in the world arena.

Looking into the next year, the international situation may become even more complicated, thus posing greater challenges for the development of both China and Russia. With the joint efforts and cooperation, the China-Russia comprehensive strategic partnership of coordination will continue to serve as a ballast stone in order to further promote prosperity in both countries and enhance world peace and stability.

Spotlight: Chinese businesses actively participate in development of Russia's Far East

VLADIVOSTOK, Russia, Dec. 16 (Xinhua) -- Russia's development strategy for its Far East in recent years has yielded opportunities for local cooperation with China and for investment from Chinese enterprises.

The deepened China-Russia political ties and mutually complementary markets, among other factors, have also contributed to a broad prospect for win-win cooperation between the border regions of the two neighbors.

This is believed to be the consideration that has led to a recent visit here by a Chinese business delegation, along with massive investment and cooperation projects.

PRAGMATIC TRIP

The delegation included representatives from more than 10 big Chinese corporations, including the state-owned food giant COFCO.

Notably, entrepreneurs from both northeast China and the southern Chinese city of Shenzhen took part in the trip to Russia's Primorsky Territory.

They aimed to expand local cooperation with China's northeastern provinces, and to introduce the new concept in administrative regulation of the Shenzhen special economic zone, said He Zhenwei, secretary-general of the China Overseas Development Association, which co-sponsored the trip.

Primorsky officials discussed investment projects with and briefed the delegation on local preferential policies for foreign investors in Russia's Advanced Development Territories, among others.

Yuri Trutnev, Russia's deputy prime minister and presidential envoy to the Far Eastern Federal District, said the massive arrival of major Chinese businessmen with specific projects is a good sign for local economic development.

"We have already come to the point where discussions have been completed and projects found to satisfy both sides. In the future we expect to start the practical implementation of these projects," Primorsky Vice Governor Evgeny Polyansky told Xinhua.

PROMISING OUTLOOK

According to COFCO Vice President Chi Jingtao, the company is ready to open a branch in the Far Eastern port city of Vladivostok.

Its investment will be focused on a farm produce and food processing plant, which is expected to supply products for the Russian, Chinese and international markets.

Developing high-end tourism and commercial real estate at the cultural and tourist attractions of Russia's Far East is the other major part of the company's investment plan.

The development of the Slavyanka port is expected to be a major project for Lukang Fazhan, a construction company of ports and roads based in Changchun, capital of China's northeastern province of Jilin.

The company's long-term goal is to build a China-Russia intermodal logistics center in the port area, on the shipment route of goods from South China to Central Europe.

Guo Wei, a Chinese finance corporation, plans to build an exhibition center in Vladivostok to host the annual Eastern Economic Forum, while contributing to the development of a local tourist complex.

For the seafood company Venlian from Dalian, in China's Liaoning Province, it is part of a business plan to invest in a seafood processing plant and a refrigeration and logistics center in Primorsky, providing high-quality seafood products to Chinese markets.

NEW COOPERATION MODEL

With the establishment of a comprehensive strategic partnership of coordination between China and Russia, bilateral political exchanges and cooperation have reached a high level.

In the field of trade and economic cooperation, the two countries have planned to increase trade turnover to 200 billion U.S. dollars by 2020.

According to He, the first investment of a China-Russia fund for regional development in the amount of 10 billion yuan (1.43 billion dollars) will be sent to Russia's Far East to attract Chinese enterprises and stimulate the construction of a free trade zone in the region.

In the meantime, for the realization of large joint cooperation projects, assistance will be provided during the companies' registration process, as well as for finding partners and legal advice.

For the future of the stability of far east, it is important that far east of Russia get developed, and more Russian will move to the far east to settle down. so Russian will not be paranoia that the far east will be taken over by China.
How to make Sino-Russia relationship long, stable, and prosperous is key for the future of Chinese development. In the long run, if China can make their education system/ innovation world class, then the relationship with Russia is more important than the one with USA.
 
China-Russia strategic integration has made mind-boggling improvement over the years. Currently, Russia is China's most strategic all-round partner from energy geopolitics to global governance and Eurasian integration.

Contrary to what fake news media outlets (US corporate propaganda) claim China and Russia have long history of friendly relations:
The reality is that Russia and China have for obvious reasons of history, culture and above all geography faced through most of their history in different directions: China towards Asia (where it is the supreme east Asian civilisation) and Russia towards Europe. That should not however disguise the fact that their interaction has been very prolonged (since the 1680s), – longer in fact than that of China with any of the major western powers – and generally peaceful and mostly friendly. Periods of outright hostility have been short lived and rare. Despite sharing the world’s longest border all-out war between the two countries has never happened. On the two occasions (in the 1680s and 1960s) when it briefly appeared that it might, both drew back and eventually sought and achieved a compromise. For China Russia’s presence on its northern border has in fact been an unqualified benefit, stabilising and securing the border from which the greatest threats to China’s independence and security have traditionally come.

Western perceptions of the China Russia relationship are in my opinion far too heavily influenced by the very brief period of the Sino Soviet conflict of the 1960s and 1970s. Across the 300 or so years of the history of their mutual interaction the 15 or so years of this conflict represent very much the anomaly not the rule. Given this conflict’s idiosyncratic origins in ideological and status issues that are (to put it mildly) extremely unlikely to recur again, to treat this conflict as representing the norm in China’s and Russia’s relations with each other seems to me frankly farfetched. The past is never a safe guide to the future. However on the basis of the actual history of their relations, to argue that China’s and Russia’s strategic partnership is bound to fail because of their supposed long history of suspicion and conflict towards each other is to argue from prejudice rather than fact.

Highway bridge linking N China, Russia to start construction

HARBIN, Dec. 22 (Xinhua) -- A highway bridge connecting China and Russia over the Heilongjiang River will start construction Saturday, about 28 years after it was first proposed, local authorities announced Thursday.


The 19.9 kilometer highway bridge, the first connecting the two countries, stretches from Heihe, a border town in northeastern China's Heilongjiang Province, to the Russian city of Blagoveshchensk.

At an estimated cost of 2.47 billion yuan (355.6 million U.S. dollars), the bridge will open to traffic in October 2019, according to Pan Yang, an official at Heilongjiang traffic department.

Governments from both sides plan to set up a joint venture company to take charge of operation, maintainance and toll fee management, said Tian Lin, head of Heilongjiang highway construction bureau.

The first highway bridge connecting China and Russia over the Heilong River is expected to trigger a development boom in the cross-border economic corridor - with positive effects for Mongolia, as well - as the flow of cargo and people increases.

A joint venture company will start construction of the bridge on Saturday, 28 years after it was first proposed. The model may prove instructive for the construction of other cross-border infrastructure, officials said at a news conference on Thursday.

The19.9-kilometer bridge about one-third of which is in China - stretches from Heihe, a border town in Heilongjiang province, to the Russian city of Blagoveshchensk.

At an estimated cost of 2.47 billion yuan ($355.6 million), the bridge will open to traffic in October 2019, according to Pan Yang, a Heilongjiang traffic department official.

Pan said his department organized 33 rounds of talks with the Blagoveshchensk side after 2013. An agreement for construction of the bridge was signed in September last year.

Russian employees of the joint venture company have begun their work in China, and their Chinese colleagues will also start their work in Russia, said Tian Lin, head of the Heilongjiang highway construction bureau.

The joint venture company will operate for a concession period of 20 years, and toll fees collected will be used to pay back the construction loan.

By 2020, the bridge is expected to be transporting more than 3 million metric tons of cargo and 1.48 million passengers annually, officials said at the news conference.
