The United States has 11 aircraft carrier battle groups.
Yet, the US never tried to stop China from reclaiming and militarizing its South China Sea islands.
Why?
If the US Navy attempted to stop Chinese island construction, China's PLA would most likely have marched into Outer Mongolia with its ICBMs. Since Outer Mongolia is the size of four Californias, China can build a 1,000 mile Underground Great Wall to emplace 500 DF-41 ICBMs.
Each DF-41 ICBM has 10 MIRVs. This means Outer Mongolia would become the world's most powerful base with 5,000 Chinese thermonuclear warheads.
I believe the United States will not interfere with China's South China Sea activities, because it doesn't want to face the problem of 5,000 Chinese thermonuclear warheads in Outer Mongolia.

China has 7 new military bases in S. China Sea: U.S. | ABS-CBN News (February 16, 2018)
"The commander of the U.S. Pacific Command has warned of China's growing military might, saying Beijing has unilaterally built 'seven new military bases' in the South China Sea.
'China is attempting to assert de facto sovereignty over disputed maritime features by further militarizing its man-made bases,' Adm. Harry Harris said in a congressional hearing on Wednesday.
Harris told the House Armed Services Committee the seven new facilities included 'aircraft hangars, barracks facilities, radar facilities, weapon emplacements (and) 10,000-foot runways.'"
