where do RAF - rapid action force fall in this new organisation structure?

Rapid Action Force (RAF) or Quick Reaction Force (QRF) or Immediate Reaction Force (IRF) are just a group of dudes who are placed at a short notice near/within a sensitive location/cantt/HQ etc to react promptly to any untoward situation. i dont think they have anything to do with active operations.

I clearly remeber they were deployed in SAWAT in 2007. Just after Red Mosque Fiasco, one of QRF convoy came under attack in sawat and was claimed to be a revenge attack of red mosque.. I think at that time QRF was mix of SSG and Elite Force commandos deployed to act quickly at that time because of Limited operation in SAWAT in 2007.
 
COAS visits Mehfooz Shaheed Garrison at Lahore Cantt

RAWALPINDI: July 27(APP): Chief of the Army Staff (COAS), General Ashfaq Parvez Kayani on Wednesday visited Mehfooz Shaheed Garrison at Lahore Cantonment to witness troops engaged in various training activities.

The COAS witnessed a demonstration by combat group of Light Commando Battalion. He also visited firing range and saw troops marksmanship in small arms.

He appreciated their combat efficiency, physical fitness, agility and morale and stressed the need for rigorous training to attain optimum level of professional competence.

Earlier on arrival at Lahore, the COAS was received by Lieutenant General Rashad Mahmood, Corps Commander Lahore Corps.

QRF/IRF are temporary arrangements where you group troops, equip them just everything from a pistol to an RPG and transportation. They stay at peace locations and only react when something happens, they are like reserves. They has nothing to do with SSG or LCBs, just regular soldiers kept on duty to react when something goes bad - this can happen in Lahore and it can happen in Swat, it doesnt matter, because QRF is not a Corps or an Arm.

This was stated by the Chief of Army Staff General Ashfaq Pervez Kayani while addressing the inaugural ceremony of Garrison Sports Complex and Quetta Institute of Medical Sciences here at Quetta Cantonment on Monday. Balochistan Minister for Sports and Culture Mir Shahnawaz Marri, Health Minister Ainullah Shams, Minister for Revenue Abdul Khaliq Achakzai, Education Minister Tahir Mehmood, Commander Southern Command Lieutenant General Javed Zia, tribal notables and civil and military official were also present. “The masses in Balochistan are patriotic Pakistanis and possess great attachment with their motherland, COAS reiterated adding it is our combine responsibility to assist government and Army in their efforts to develop Balochistan and foil the nefarious designs of the people who have nothing to do with the prosperity of the country. He emphasized that the Pak Army was striving hard to extend full cooperation to the provincial government for the completion of the uplift schemes launched in Balochistan. Several projects have been launched in the fields including health, education and sports to provide best facilities to the people of Balochistan. General Kayani maintained that the initiation of Quetta Institute of Medical Sciences and Garrison Sports Complex is yet another landmark achievement which would usher new era of development in the arena of sports and medical sciences here. About five hundred students would be accommodated in the second medical college of the province established by the Army for the youth of Balochistan, he said and added in view of the need in the education sector, 80 percent quota has been earmarked for the youth of Balochistan. In the field of education presently 23,322 students from Balochistan are studying in Army- run schools, over 4000 Baloch youth are getting benefit from Chamalang Beneficiary Education Program, while over 1700 students have been taught technical education in BITE, he added. He stressed that the Kasa marbal project is the continuation of Pak Army’s endeavors for the development of Balochistan, adding in line with the Kasa Marble project , Mosakhail Coalmine project would also be launched before 14 August in Balochistan. Balochistan Minister for Health Ainullah Shams on the occasion lauded the efforts of Pak Army for the development of Balochistan. “Be it a catastrophe or development work Army has always assisted provincial government,” he added. He also extended his gratitude to the Prime Minister of Pakistan Syed Yusaf Raza Gilani for his announcement of two medical colleges for Balochistan. Earlier, Commander Southern Command Lieutenant General Javed Zia gave detailed briefing on the Garrison Sports Complex and Quetta Institute of Medical Sciences projects. QUETTA: Chief of Army Staff General Ashfaq Parvez Kayani outrightly rejected involvement of army and intelligence agencies in disposing of mutilated bodies in Balochistan, Express 24/7 reported on Monday.

He said no army operation is being carried out in any part of Balochistan.

The Army chief was speaking to journalists on the eve of the inauguration of the Garrison Sports Academy and the Institutes of Medical Sciences in Quetta.

In a recent report, Human Rights Watch accused soldiers, police and intelligence agencies in Pakistan of torturing and killing activists in a campaign to quash a separatist movement in Balochistan.

The rights group’s report, entitled “We Can Torture, Kill, or Keep You for Years”, documented cases of uniformed paramilitary troops, police and the much-feared ISI intelligence agency being involved in the abductions.

General Kayani said maintainence of law and order is the responsibility of the provincial government, and the army is there for assistance.

Regarding the newly established institute, that cost Rs5 bn, he said 80% of the seats will be reserved for the people of Balochistan.

Kayani inaugrates Institute of Medical Sciences, Garrison Sports Complex

QUETTA, Aug 1 (APP) - Chief of Army Staff General Ashfaq Pervez Kayani inagurated Quetta Institute of Medical Sciences and Garrison Sports Complex on Monday terming it another landmark achievement which would usher in new era of development in the respective fields.About 500 students would be accommodated in the second medical college of the province established by the army for the youth of Balochistan. Speaking at the inaugural ceremony General Kayani said that in view of the need in the education sector, 80 percent quota has been earmarked for the youth of Balochistan.He emphasized that the Pakistan Army was extending full cooperation to the provincial government for the completion of the development schemes launched in Balochistan.
Several projects have been launched such as health, education and sports to provide best facilities to the people of Balochistan, he said.

Kayani rules out army’s hand in Balochistan


Chief of Army Staff General Ashfaq Parvez Kayani Monday dispelled the impression of any military action in Balochistan, saying no operation was being conducted in any part of Balochistan. He also said that the army and its subordinate organisations were not involved in the issue of missing persons and recovery of mutilated bodies.
“Army, ISI, MI and any other subordinate institution has noting to do with the matters related to missing persons and mutilated bodies,” he said, adding that the army had not been deployed anywhere in Balochistan. He expressed these views while addressing the inaugural ceremonies of Quetta Institute of Medical Sciences (QIMS) and Garrison Sports Complex, and later talking to journalists in the provincial capital. “Democratic order is in place in the country; therefore, army has no authority to hold direct talks with those putting up resistance in Balochistan and these powers rested with the democratic government only,” he explained.
He went on to say that the people of Balochistan were patriotic. “Balochistan and Pakistan are correlated. A strong and prosperous Balochistan is a guarantor of stable Pakistan,” he added. The COAS noted that the provincial government was responsible for improving law and situation in Balochistan and it could seek help from the FC and other law enforcement agencies to achieve the aim. He said that the army would aid the government whenever it was asked to do so.

Defining the scope of the military’s engagement in Balochistan, Army Chief General Ashfaq Pervez Kayani on Monday said the army cannot directly hold talks and negotiations with “angry Baloch nationalists” since it is the job of the democratic government.

Gen Kayani also defended the much criticised role of intelligence agencies and the Pakistan Army in Balochistan and said that the armed forces were not involved in killings and dumping of mutilated bodies in the province.

The army chief was speaking to journalists at the inauguration of the Garrison Sports Academy and Institute of Medical Sciences in Quetta on Monday.

“The army has nothing to do with mutilated bodies being recovered in Balochistan and no military operation is being carried out in any part of the province. It is the responsibility of the provincial government to maintain law and order in the province and the army is there to assist them,” he told reporters.

Baloch nationalists, as well as family members of the ‘missing persons’, usually blame security forces and spy agencies for whisking away political opponents whose bodies are later found in desolated parts of the province.

Besides nationalists, human rights group have also criticised the role of security forces in Balochistan. In a report published in June this year, the Human Rights Commission of Pakistan blamed Frontier Corps for the abductions and killings in the province and said the provincial government seemed non-existent.

New York-based rights group Human Rights Watch, in a report this week, also reported that security agencies are involved in abductions, torture and extrajudicial killings in the province.

Gen Kayani said the people of Balochistan are patriotic and the army will leave no stone unturned to develop the province. “Strengthening Balochistan is linked to a strong Pakistan and all efforts are being made to protect the rights of the Baloch people,” he added.

The army chief said the sports complex and institute of medical sciences is a gift for the people of Balochistan, adding that 80% of the students admitted to the institute will be Baloch.

Kayani’s was the second statement from the Pakistan Army in two weeks in response to the allegations of target killings. Earlier, Quetta Corps Commander Lt Gen Jawed Zia also defended the military and said the army and intelligence agencies were not responsible for the killings and dumping of bodies of Baloch missing persons.

However, the judicial commission on missing persons in its report said: “In order to put an end to the issue of enforced disappearances/missing persons, the intelligence agencies should be restrained from arbitrarily arresting and detaining anyone without due process of law.”

Responding to Kayani’s statement, Information Secretary of Balochistan National Party (BNP) Agha Hassan said: “The denial of the security forces’ involvement is regrettable.”
