Actually---making a nuc is much easier than making a current day nuc sub---but keeping that aside---when it comes to weapons systems--pak and india are on the opposite side of the spectrum. India always goes for re-inventing the wheel---while pak uses a different approach---.

The point is that you don't become a Naval Power overnight. Pakistan has never been a strong Naval Power and if we want to have a strong Navy we have to go for a concerted effort and it may take a generation or two for it to yield results.
