the Pakistan Cricket Board threatened to pull out of the forthcoming ICC World Twenty20 if they are not guaranteed foolproof security and a "public statement" about its participation in the mega-event by the Indian government.

Even as uncertainty refused to die down over the fate of the high-profile match - scheduled to be held in Dharamsala on March 19 - with Himachal Pradesh's ex-servicemen league protesting against hosting the game, PCB chairman Shaharyar Khan called for India to publicly acknowledge Pakistan's participation in the tournament.

"We have told the ICC that there is only one step that the Indian government needs to take and that is to issue a public statement that they are ready to welcome Pakistan and ensure full security for our team, which hasn't come as yet," Shaharyar said.

"We have already been given permission (to travel) and we want to come, but we need reassurance and they should give a statement that will create a sense of security among us. I spoke to the BCCI and they are giving us a private assurance, claiming that it's all about internal politics, nothing else, and that Pakistan should come.

"But a public statement is important and it should come, as there are threats and we can see them. We have written to the ICC that they should come forward and we've asked the Indian government to assure us and give a statement. If they won't give the statement, then I see it's very difficult to go to India. There is no deadline in making the decision but we will have to monitor till the end and can even pull out at the eleventh hour."

Referring to the match, ex-servicemen league's state chief Maj Vijay Singh Mankotia said that the "matter is non-negotiable", a day after Himachal Pradesh chief minister Virbhadra Singh advised BCCI secretary Anurag Thakur to sort out the issue of holding the game with families of martyrs and ex-servicemen who lost their lives in the Pathankot airbase terror attack in January.

"We have concerns and the threats are Pakistan-specific. Even now, the Himachal Pradesh chief minister has also said that they will not guarantee the security," Shaharyar said during a press conference at the Gaddafi Stadium here.

"We have been informing the ICC on a daily basis about these threats which is not encouraging for us."


The PCB has been keeping a tab on the developments in the northern state.

Shaharyar said, "Although our government has already given permission, these latest threats need to be taken seriously. Political parties like Shiv Sena (threatened us), now even the Congress has also said they will not let us play along with some other groups. Those are the ones creating agitation."

Pakistan have received government clearance to travel to India and participate in the World Twenty20, bringing to an end a period of uncertainty about their involvement in the tournament.

The trip will involve Pakistan's first matches on Indian soil in more than three years, and comes after the Pakistan Cricket Board had raised security concerns with the ICC.

However, Shaharyar Khan, the PCB chairman, confirmed on Thursday that the Pakistan government had given its consent for the team to travel to India for the tournament, where they are due to play the hosts in Dharamsala on March 19.

"I am pleased that our government has given its consent," said Shaharyar. "As a duty of care, we have asked the ICC to put in place special arrangements for the Pakistan cricket team while in India. We will also be expecting visa facilitation and other arrangements for the Pakistani fans wishing to visit India for the ICC World T20 2016."

Pakistan have not played Tests in India since 2007, and their last series in India featured limited-overs matches between December 2012 and January 2013.

In October 2015, talks between the India and Pakistan boards for a proposed series in December were put on hold after protests from the Shiv Sena, a regional political party. Following the protests, the ICC withdrew Pakistani umpire Aleem Dar from the last two ODIs of the South Africa series [the fifth match was held in Mumbai] and former Pakistan cricketers Wasim Akram and Shoaib Akhtar, who were in India on commentary duty, also returned home early.

In the World T20, none of Pakistan's league games will be played in the state of Maharashtra. Pakistan will start their tournament with a match against the first-round qualifier on March 16 in Kolkata. After the match against India, they will play their remaining group matches - against New Zealand and Australia - in Mohali. Should Pakistan qualify for the semi-final, they will play that match in New Delhi, regardless of whether they finish first or second in their group; the other qualifier from their group will play the semi-final allotted to Mumbai.

Pak Foreign Ministry confirms cricket team's participation in World T20

Pakistan's Foreign Ministry spokesman Nafees Zakaria on Thursday confirmed that the Pakistani cricket team will be participating in the World T20 to be played in India.

Addressing a weekly briefing here, Zakaria said, "Regarding the cricket team, I will say that, as you obviously know, Pakistan believes in people-to-people contact, and sports also afford an opportunity for people to people contact. Pakistan team will participate, actually, in T20 World Cup, and it is the responsibility of the Indian government to provide them the security. But if you need more details about the team and their schedule, PCB (Pakistan Cricket Board) will be able to tell you."

The confirmation comes in the wake of concerns expressed by Pakistan authorities over the Indian response regarding provision of security to the Pakistani cricket players during the upcoming World T20.

On Wednesday, in a statement issued from the Interior Ministry, Interior Minister Chaudhry Nisar Ali Khan said the players could be granted permission for the visit only after getting solid assurance from Indian side regarding their foolproof security.

The World T20 match between the arch-rivals is scheduled for Saturday (March 19) in Dharamsala.

However, uncertainty now surrounds the event as Himachal Pradesh Chief Minister Virbhadra Singh has refused to provide security to the Pakistan team.

In the statement, Khan said that after holding consultation with the Pakistan Cricket Boardchairman, a report will be presented to Prime Minister Nawaz Sharif on this expected visit to India.

"Besides Indian authorities, it is also the responsibility of the International Cricket Council to ensure security to the players," the statement quoted Khan as saying.

Expressing disappointment over the recent statement of Indian Defence Minister, Manohar Parrikar, saying the terrorists involved in Pathankot airbase attack had backing from Pakistan, Zakaria said the blame game over the Pathankot attack was highly unfortunate.

"Pakistan believes that all nations need to co-operate with each other to defeat the menace of terrorism. Pakistan condemned the incident, Prime Minister called to assure co-operation, Pakistan took all necessary measures on the basis of preliminary information provided by India regarding Pathankot terrorist attack. JIT has been formed and modalities are being worked out for the visit of the team to India. Co-operation and understanding is the need of the hour. Blame game is unfortunate and unhelpful," Zakaria said.

The January 2 attack on the Pathankot air base, in which seven Indian security personnel were killed, has stalled hopes of revived peace talks between the nations after Prime Minister Narendra Modi made a surprise visit to his counterpart Nawaz Sharif in December, 2015.

In reply to a question about investigation of Mumbai attacks, the spokesman agreed that Pakistan's Foreign Secretary had told his Indian counterpart that his government was still awaiting solid evidences from India.

"Yes, the foreign Secretary had written to his Indian counterpart regarding evidence required for the Mumbai trials. These are those pieces of evidence that Pakistan had sought earlier also, and this issue was also discussed in the meeting between the Advisor and the Indian External Affairs Minister on the Heart of Asia Conference in December 2015. Additional evidence from India is awaited which is required to conclude the Mumbai trials," Zakaria said.

New Delhi has maintained that it has supplied sufficient information and evidence to nail the accused in the 2008 attack in Mumbai that left 166 people dead.

BCCI is an autonomous body registered under the Societies Registration Act. And not a government body.
Why should govt interfere in private transaction between BCCI and PCB and comeout and say we invite pakistan team and will provide xyz security etc etc. Its PCB cricket team and not some elected or government representative visting indian state government. If your PM comes here, govt of india can make statement in welcoming or providing security otherwise there are 1000s of people moving here and there who are by default covered under Indian security umbrella.

It has been reported that Virbhadra, who heads the Congress government in the northern state, wrote to the Indian Ministry of Home Affairs (MHA) saying that the match should not be played in Dharamsala. Virbhadra's concerns were regarding the prevailing local sentiment in Himachal over recent terrorist attacks in Pathankot, which lies close to the Pakistan border near the intersection of the states of Punjab, Himachal Pradesh, and Jammu & Kashmir.
