Here is a better idea. Offer them a chance at getting citizenship, through joining a sort of mini foreign legion. Those whom agree can help man the border, police refugee areas, and sat the end of 2-3 years of service, gain citizenship (4-5 years to keep any sort of financial or medical benefits that they gain). Those that refuse, and have no way to contribute to Pakistan's future, can be sent back. Of course, this would be done in accordance with international laws, but its a good way for Pakistan to benefit.

This will also help decrease violence, and crime committed by refugees, as they would have a reason to work with Pakistan, instead of against it. This would also pressure the Afghan government to hurry up the repatriation process, as the refugee population would start resenting Afghanistan, and increase their loyalty towards Pakistan.

Of course this is a pipe dream, and will probably never happen. It's also more complicated than I'm making it out to be.

I was shocked to know some years back that Afghanistan even being our Next Door Neighbour and having strong Cultural and Religious ties with Pakhtuns on this side of the border,still didnt recognize us as an Independent State even after decades...
