US army has started preparations to land US forces in Karachi. This is NO joke!!! As Pakistan starts to collapse, the US army is aggressively building a Command and Control Center (TCOC) at Karachi airport to act as the forward base to seize and control the airport for US troops landings.

Of course, the cover story is that the entire might of the US army is being deployed for anti-narcotics operations, as if we are all idiots here. US Marine Corp has also been practicing landing of Marine amphibians divisions on Makran coast just a few years back - again under the drama of anti-drug operations.

Once the anarchy gets out of control in Karachi, a local political party would facilitate US military landing, just as NATO did in Libya. The last phase of the 5thGW being deployed aggressively. For years, we had been warning the nation but those destined for punishment seldom do tauba.

The U.S. Army Corps of Engineers (USACE) Middle East District intends to solicit a Request for Proposal (RFP) W912ER-13-R-0016 to construction firms or Joint Ventures (JV) experienced in working in the Middle East region who are interested in submitting a proposal for the Design and Build of a Tactical Command and Operations Center (TCOC) compound at the Jinnah International Airport (JIAP), Karachi, Pakistan.

This compound will provide the Pakistan Customs Drug Enforcement Cell a nerve center for exchanging information concerning smuggling activities. It will support the officers, staff, and equipment of the Pakistan Customs Drug Enforcement Cell and Rummaging and Patrolling Sections. The project will enable coordinated quick-response to constantly evolving narcotics and contraband smuggling tactics. The contractor shall comply with all country agreements. All facility design and construction shall comply with local building codes.

PROJECT SCOPE: This project includes the design build construction of a new two story Tactical Command and Operations Center (TCOC) consisting of a main block and a cell / interrogation building placed separately within the same compound having an approximate area of 7,000 Square Feet (SF) (with a paved courtyard in the center) and a 900 SF building, respectively. Supporting work includes provisions for a new perimeter wall, two gates in the new perimeter wall with barrier security facilities, guard shacks for access to the main external highway, and removal of existing wall and gate. Paving, landscaping, shifting of existing generator and its fuel tank and connection to existing utilities are included.

ADDITIONAL REQUIREMENTS: The contractor must be licensed to conduct business in the country of Pakistan. (See required surety and registration)

TYPE OF CONTRACT AND NAICS: This RFP will be for a construction design build Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220 - Commercial and Institutional Building Construction.

TYPE OF SET-ASIDE: This acquisition will be UNRESTRICTED, Full and Open, Best Value Competition, No Set-Aside.

CONTRACTING PROCESS: This is a design build acquisition. Proposals will be evaluated and awarded based upon the best value procurement method in accordance with FAR (Federal Acquisition Regulation) Part 15. The Best Value, Lowest Price Technically Acceptable (LPTA) will be used to evaluate all proposals. The evaluation criteria will be conveyed within the RFP. One or more of the items in the project scope may appear in the solicitation as an option item. The contract will be awarded on a firm-fixed price basis only.

PROPOSAL/PREFORMANCE PERIOD: The tentative date for issuance of RFP# W912ER-13-R-0016 is April 01, 2013. The tentative date for receipt of proposals is May 01, 2013. The performance period will be 365 days from issuance of Notice to Proceed (NTP).

CONSTRUCTION MAGNITUDE: The magnitude of this construction project is between $1,500,000 and $2,000,000.

REQUIRED SURETY/COUNTRY REGISTRATION: Performance and Payment Bonds are required and must be sufficient to cover 60% of the stated estimated annual maximum contract value. All costs associated with bonding shall be included in the coefficient. All of the work will be performed outside the United States. All firms must be capable of being registered to work in the country of Pakistan, in accordance with all Karachi, Pakistan laws and regulations. Firms must be able to attain a commercial business license for construction with the ministry of business and trade.

SITE VISIT: Information for a site visit will be provided in the Solicitation/RFP announcement.

REGISTRATION/SUBMISSION REQUIREMENTS: Offerors must have and must maintain an active registration in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity must have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM data base, the Government reserves the right to award to the next prospective Offeror.

There is long power cuts even after power is restored. Power restored at 8 Am. Again went out at 11 am and came back at 5 PM.
 
All the Grids are not Active even now , and some are tripping , & are causing cascade effect on other thus power is going out for a very long time , it will take at least 24hrs more to fix every thing . so dont be surprised if power goes for long time like 5-6 hours.
 
The entire powergrid is interlinked. Today 70% of the country was in a power blackout. Makran division of Balochistan was saved because its electricity comes from Iran.

what it mean is that nawaz sharif govt never though of making any dams..they invested heavily in ghazi brotha project, though still a good step, but at that price a dam good have been built upper parts of pakistan...but again punjab would have not been getting the huge royality that its getting from ghazi brotha project...ghazi brotha project is situated mostly in KPK but they get no royalities out of it


i dont know why its an issue..i dont feel a difference..its same routine loadshedding they just renamed to cover it
