Beijing unlocks doors for Indian Navy

01/26/2010

India and China may eye each other suspiciously along the Line of Actual Control, but Beijing seems eager to unlock the doors to advance maritime cooperation.

The People’s Liberation Army Navy (PLAN) rolled out the red carpet for the current batch of officers attending the prestigious Naval Higher Command Course (NHCC) at the College of Naval Warfare, Karanja (Maharastra).

Perceived to be potential leaders in the Navy’s future hierarchy, the 29 officers were granted access to the PLAN headquarters in Beijing, the Naval Command College in Nanjing and the Shanghai naval base under the East Sea Command during the visit from Jan 15-19.

The PLAN, however, made sure that its indigenous aircraft carrier programme at the Shanghai naval base was kept off-limits for Indian officers. Sources said, “They accepted they were building a carrier but were hush-hush about the details.”

China plans to deploy aircraft carriers as it currently lacks robust blue-water power-projection capability to deploy forces far away from its shores. The Pentagon estimates that the PLAN may not have a domestically produced aircraft carrier before 2015, but China has begun training its future carrier pilots. It may begin operating Varyag — a Russian carrier bought in 1998 — as a training ship in around two years.

Navy sources said, “The PLAN tried to project an image different from popular western perception. But ... China is beginning to turn the corner in terms of modernising its navy.”

India is worried about China’s navy modernisation, particularly its presence in high seas surrounding the country.

In 1991, after the Soviet Union fell, the second full-size aircraft carrier for the Soviet Union, the Varyag-sister ship to the Kuznetsov, was under construction in the Ukraine. The Ukraine idid not have the financial resources to complete her. In 1992 a Chinese delegation visited the Ukraine in the hopes of coming to terms on a purchase price of the unfinished vessel. A suitable purchase price was not agreed upon. Later, in 1998, the Chong Lot Travel Agency, a supposed Macau firm, bought the Varyag from the Ukraine for $20 million dollars with the stated intention of making the Varyag a casino for commercial profit. As it turned out, Chong Lot had no offices in Macau and was simply a front company for a Hong Kong firm called Chinluck Holding Co. Ltd. As it also turned out, the managing directors of Chinluck had strong ties to the Chinese Navy, the PLAN. It took three years for the front firm, Chong Lot Travel, to get permission to tow the Varyag through the Istanbul Straits and on to China. That permission was finally granted in 2001 and the following pictures document what has occurred to the Varyag since.

Wow, aircraft carrier for $20 million!!

I misunderstand it,apologize for that

Is it really a 'misunderstanding'? Some members here are so intent on glorifying anything negative wrt to China/Chinese. You've noticed a lot of Chinese members voluntarily left this forum because that very petty, small-minded, cheap attitude. And yes, some Chinese members got upset and lost their cool. But for the most part most of us are genuinely good hearted and have been extremely tolerant and forgiving. Orientals are very forgiving and kind in nature, but don't exploit us.

This is not necessarily concerning Indians. This is a general comment. Please open up your hearts and don't fear people outside your own community/race/religion.

Thanks buddy!

Relations are not too bad but aren't good either. Most of our defence related developments happen keeping China in mind. And we still have border issues. Still, looking the way Beijing and New Delhi are headed, we will be having very good relations in the future.
