They gave up on using the impotent IAF and had to resort to escalating to strategic nuclear capable Brahmos missiles. Essentially they lost faith in their conventional and tactical level capability against Pakistan

Okha was bombed in retaliation. The soviet-esque suicidal meat grinder you describe is not a good idea when the enemy has numerical superiority in every domain.

According to that logic, Pakistan didn’t retaliate after surrendering en mass in 1971.

Harbors were bombed - a destroyer sunk

They are pretty much in process of repeating the same. This time they won't enter Pakistani waters. They are inducting one heavy Frigate and one Destroyer and soon Submarines with VLS. Plus, they are working on 1000 KM Brahmos and other 1000 and more range cruise missiles. Which would be carried in those and fired in dozens on Karachi, Gawader and other important areas in south.

There was a retaliation from Pakistan against the attacking missile boats, but unfortunately it was against their own frigate PNS Zulfiqar, which suffered 27 casualties, as the result of the strafing.
