Sindh follows Balochistan in power theft with its recovery ratio as low as 30 to 50% during the last fiscal year.

Khyber-Pakthunkhwa (K-P) follows suit in power theft with a recovery ratio of 17.5%. The ratio, however, has been improved by a relatively more efficient Peshawar Electric Supply Company during the last fiscal year.

Punjab’s performance with regard to recovery of payments from consumers is stunning. Its power distribution companies maintained a recovery ratio of 95.8 to 98.5% in 2011-2012

I am sorry for earlier reply as I shouldn't have targeted you by name.

Zaki, we have only one problem. Tax collection, and guess which province harbors majority of these tax evaders?

Agreed that we need tax reforms and double the tax collection to get rid of budget deficits. But it is still not enough, we need institutional reforms in every sector. Major chunk of your budget will still be wiped off in repayment of foreign loans and subsidies. You will still need money/loan/private investment to generate electricity as your budget is still too little to get rid of this petty issue and then we talk about education, health, transportation, infrastructure, terrorism, security and stable economy.

This Saudi package will have a gazillion catches, and in all probability we will have to pay dearly for it.

If it does comes with strings attached, we will have to assess what it is. IMF loans also comes with strings attached but the only positive development of this bailout package is, it's not cash, you are not paying interest on top of it, you have 3 years to use the money and then pay off later when we are hoping to be in much better position. 3 years deferred payment means, the oil you will receive in 2013 will be paid in 2016, the oil you get in 2015 will be paid in 2018.

A very high percentage of this "LOAN" will end up in some get-rich crazy-arsed-cathcy-yellow-cab-like-scheme and then when the party is all over, only thing standing will be "ROSHAN LAHORE", rest of the country wouldn't have changed at all.

Try not to jump to conclusions so fast.

If that was true, PML-N wouldn't get 240 seats out of 297 in Punjab and would have been seized to Lahore only. Just like PPP was seized to Sindh. I am not their fan, just being realistic.

If the 15 billions dollars are coming in expense of Iran-Pak gas pipeline then Saudis can keep it to themselves. If it is for other sake as a loan similar to 1998-2001 - then most welcome and highly appreciated

Don't worry, if we are able to get 15 billion dollars (if true but i think it is very unlikely news/rumour). This 15 billion dollars can solve so many problems of Pakistan. Think out of the box by not having any allegiance with the political party. You are in danger, you have extremely low growth rate in economy, you have a big chunk of industry shut, you have unemployment etc. One electricity can drive the so many wheels on... and you might have the industrial circle running again, decrease in unemployment meaning father will be able to bear the cost of his child's education fee, you have higher export, cheaper electricity as compared to generators etc...

So on...

By the time it is 2018, you might have few problems resolved if not many. It's a loan so we will have to return it back to them... But 3 years of deferred payment is something unbelievable right now. If you have madrissah's promoting violance it's your fault... Shut them up.. if Saudi's make a issue out of it.. lets face it... but so far we haven't done anything against it a part from babbling about it.

Electricity can solve so many problems of Pakistan, from higher growth rate to education and health and larger tax collection to basic problems of our country.

If you were able to stop corruption and put your own house in order, you would save a lot more than $15 billion.

All aid has some kind of price tag.

In the 1980's Pakistan was able to get a lot of aid in return for facilitating the anti-Soviet Jihad, among other things. Although many Pakistanis were very enthusiastic about that Jihad, the question is whether the long term impact on ordinary Afghans and Pakistanis was positive or negative.

You will have to consider whether there will be any attached strings which will influence domestic policies (including appointment of Army chiefs), and policies towards the neighbourhood.
