Kashmiri Mujahids being hunted down in Pakistan

Any smart man would know that rearing of snakes to bite the neighbours is not a good idea. One loose snake can create havoc for the rearer.

Zia started this policy of using non-state actors (terrorists) in the neighbourhood to create fassad. He thought that he would always exercise adequate control over these elements. Multiple rulers in Paksiatn continued to have these fallacies and created more such actors who were active in Afghanistan.

Presuming that India is behind these killings is far fetched. Such groups have infighting all the time and they kill each other to gain control.
The problem is not non-state actors, the problem is the growing conventional imbalance economically and technologically. + Pakistan's own instability being held as ransom.

Otherwise keeping non-state actors is not difficult.
 
In Pakistan litrary 10s of agencies are working. Please keep in mind that although raw is not lumber 1 agency, it has proven itself very effective many times in past. And to be honest if an agency can do this with the people who go against its national interests then such agency is nothing but patriot.
So I will say, clapping for raw for achieving this success.
RAW is incredibly capable and constantly improving.

The name itself is simple and straightforward, indicative of its founders and work culture.

All these have to be factored in while making such plans. The quantum of these is also a factor. The large scale that Paksiatn tried was too big a number to be controlled tightly for many decades. There were bound to be fissures and splinters and eventual fallouts. Which has happened now and is in fact affecting them badly.

For sure, RAW has been spanking it's ISI rival going as far back as the 60's when they built up Mukti Bahani and used E. Pakistani hindus to indoctrinate ethnic identity and bigotry and used it to perfection in order to sow differences with the center, though our Punjabi dominated establishment played its part, but without the seeds sowed by RAW/India it would have been difficult to get the Bengalis to revolt.
 
I somewhat doubt this is a RAW movement.
It would make sense that state policy on Kashmir has changed without informing the general public, hence the quiet killings of people who may pander anti-state elements in the future (when the state has changed to a point that these people would've been disquieted)
