ঢাকায় নিযুক্ত মার্কিন রাষ্ট্রদূত ড্যান মজিনার অকস্মাৎ দিল্লি সফর রাজনৈতিক মহলে নানা কৌতূহলের জন্ম দিয়েছে। আজ দিনের কোনও এক সময় দিল্লি রওয়ানা হচ্ছেন প্রভাবশালী এই কূটনীতিক। একাধিক কূটনৈতিক সূত্র এ তথ্য নিশ্চিত করেছে। সূত্র মতে দু’দিন তিনি সেখানে অবস্থান করবেন। তবে কি কর্মসূচিতে অংশ নেবেন, কোথায় কার সঙ্গে বৈঠকে মিলিত হবেন সে সম্পর্কে তাৎক্ষণিকভাবে বিস্তারিত না জানা গেলেও নানা কূটনৈতিক সূত্র দেশের এই সঙ্কটকালীন সময়ে মজিনার এই সফরকে অত্যন্ত গুরুত্ব দিয়ে দেখছেন। তারা বলছেন, আঞ্চলিক ভূ-রাজনৈতিক কারণে এই সফর অত্যন্ত তাৎপর্যপূর্ণ।

এদিকে গতকাল দিনের শুরুতে ঢাকায় নিযুক্ত ভারতীয় হাই কমিশনার পঙ্কজ শরণের সঙ্গে ঘণ্টাব্যাপী বৈঠক করেছেন মার্কিন রাষ্ট্রদূত। ভারতীয় হাই কমিশনারের গুলশানের বাসভবনে দুই দূতের রুদ্ধদ্বার ওই বৈঠক নিয়ে গতকাল দিনভর রাজনৈতিক ও কূটনৈতিক অঙ্গনে নানা জল্পনা ছিল। সন্ধ্যায় মার্কিন রাষ্ট্রদূত গণমাধ্যমের মুখোমুখি হলে বৈঠকের বিষয়ে জানতে চাওয়া হয়। কোন রাখ-ঢাক না করেই রাষ্ট্রদূত বলেন, বাংলাদেশ-ভারত সম্পর্কের প্রায় সব বিষয় নিয়েই আলোচনা হয়েছে তাদের। হাই কমিশনারের সঙ্গে প্রায়ই তার দেখা হয় জানিয়ে রাষ্ট্রদূত বলেন, আজকের বৈঠকে বিশেষত বাংলাদেশ-ভারত সম্পর্ক নিয়ে কথা হয়েছে। দু’দেশের বাণিজ্য কিভাবে বাড়ানো যায়, এর সঙ্গে যুক্তরাষ্ট্র কিভাবে যুক্ত থাকতে পারে তা নিয়েই মূলত আলোচনা হয়েছে। সাংবাদিকরা যা প্রত্যাশা করছেন তার সব বিষয়ই আলোচনায় স্থান পেয়েছে বলে জানান মার্কিন রাষ্ট্রদূত। বৈঠক নিয়ে গতকাল রাতে মানবজমিন-এর সঙ্গে আলাপকালে এক পেশাদার কূটনীতিক বলেন, মার্কিন রাষ্ট্রদূতের দিল্লি সফরটি অবশ্যই গুরুত্বপূর্ণ। তিনি তার প্রায় সব বক্তৃতায় প্রতিবেশী রাষ্ট্র বিশেষ করে ভারতের সঙ্গে বাংলাদেশের সম্পর্ক বাড়ানোর কথা বলেছেন। সমপ্রতি বিরোধীদলীয় নেতা বেগম খালেদা জিয়ার সঙ্গে বৈঠক করে সাংবাদিকদের সঙ্গে আলাপেও বাংলাদেশের প্রতিবেশীদের সঙ্গে সুসম্পর্ক প্রত্যাশা করেছেন।’
মার্কিন রাষ্ট্রদূত গতকাল দিন শুরু করেছেন ভারতীয় হাই কমিশনারের সঙ্গে বৈঠক দিয়ে। এরপর থেকে সন্ধ্যা অবধি তিনি একের পর এক বৈঠক ও কর্মসূচিতে ব্যস্ত সময় কাটিয়েছেন। ভারতীয় হাই কমিশনারের সঙ্গে বৈঠক সেরে পশ্চিমা চার কূটনীতিকের সঙ্গে মধ্যাহ্ন ভোজে যোগ দেন। হোটেল সোনারগাঁওয়ে অনুষ্ঠিত ওই ভোজ-বৈঠকে ঢাকায় নিযুক্ত বৃটিশ ও কানাডার হাই কমিশনার, ইউরোপীয় ইউনিয়ন ও ডাচ্* রাষ্ট্রদূত অংশ নেন। সেখানে অন্যান্য বিষয়ের সঙ্গে দেশের বিদ্যমান রাজনৈতিক পরিস্থিতি আলোচনায় স্থান পেয়েছে বলে কূটনৈতিক সূত্রে আভাস মিলেছে। এরপর মার্কিন রাষ্ট্রদূত হোটেল রূপসী বাংলায় তৈরী পোশাক শিল্পের শ্রমমান উন্নয়নে আন্তর্জাতিক শ্রম সংস্থার উদ্যোগে সরকারের নেয়া কর্মসূচির উদ্বোধনীতে অংশ নেন। সেখানে অর্থ, পররাষ্ট্র ও শ্রমমন্ত্রী ছাড়াও বৃটিশ হাইকমিশনার ও ডাচ্* অ্যাম্বাসেডর উপস্থিত ছিলেন। সন্ধ্যায় সচিবালয়ের স্বরাষ্ট্র মন্ত্রণালয়ে বাংলাদেশ-যুক্তরাষ্ট্র সন্ত্রাসবিরোধী সহযোগিতা উদ্যোগের সমঝোতা স্মারক সই করেন ড্যান মজিনা।

1. The report saus US Ambassador Mozena is leaving for Delhi for 2/3 days. He has stated quite candidly that this about the current political mess in BD. He has been meeting close-door with his Indian counter part and later with the amabassadors of EU,UK and Neth.

2.The Delhi-Washington pressure on Hasian is now out in the open. But Hasina will not compromise because she has killed and looted for which she will not be spared. Come what may, she will not leave the throne.

স্টাফ রিপোর্টার: একের পর এক নাটকীয় ঘটনা। দৃশ্যপট বদল। হঠাৎ আলোর ঝলকানি। নিমিষে কালো মেঘের ঘনঘটা। রাজনৈতিক পরিস্থিতি টালমাটাল। বিরোধী দলের ভাষ্যমতে ২৪শে অক্টোবরই বর্তমান মন্ত্রিসভার শেষ দিন। যদিও এ নিয়ে বিতর্ক আছে। আগামী ২৪ ঘণ্টায় তাই ঘটতে যাচ্ছে অনেক নাটকীয় ঘটনা। রাজনীতিবোদ্ধারা বলছেন, যেহেতু বিরোধী দল ২৪শে অক্টোবর পর্যন্ত সরকারকে, মন্ত্রিসভা ও সংসদকে বৈধ মানছে তাই আজ-কালের মধ্যেই তারা সংসদ থেকে পদত্যাগ করতে পারে। একই দিকে হাঁটতে পারে সরকারের শরিক জাতীয় পার্র্টিও। ইতোমধ্যে মন্ত্রিসভায় জাতীয় পার্টির সদস্য জিএম কাদেরের পদত্যাগের প্রস্তুতি চলছে। এ নিয়ে দলের নেতারা আজ এক দফা বৈঠক করেছেন। যে কোন সময় দলটির পক্ষ থেকে নাটকীয় ঘোষণা আসতে পারে। শুধু জিএম কাদেরের পদত্যাগই নয়। মহাজোট ছাড়ার মতো বড় ঘোষণাও দিতে পারেন দলটির চেয়ারম্যান হুসেইন মুহম্মদ এরশাদ। শেষ মুহুর্তে অস্বস্তিকর পরিস্থিতিতে ক্ষমতাসীন আওয়ামী লীগ। নির্বাচনকালীন সরকার নিয়ে কোন সুরাহা হয়নি। প্রধানমন্ত্রীর পেশ করা সর্বদলীয় সরকারের প্রস্তাবে সাড়া দেয়নি বিরোধী দল। বিরোধী নেত্রী বিকল্প প্রস্তাব দিয়েছেন। এ প্রস্তাবকে স্বাগত জানিয়েছে বিভিন্ন মহল। সর্বশেষ বিরোধী নেত্রীর প্রস্তাব নিয়ে আলোচনার জন্য বিএনপির ভারপ্রাপ্ত মহাসচিব মির্জা ফখরুল ইসলাম আলমগীর আওয়ামী লীগ সাধারণ সম্পাদককে চিঠি দিয়েছেন। ওই চিঠি পাওয়ার পর সৈয়দ আশরাফ ফোনে কথা বলেছেন মির্জা ফখরুলের সঙ্গে। গতকাল রাতে মির্জা ফখরুলকে টেলিফোন করে বিরোধী দলের বিকল্প প্রস্তাবকে স্বাগত জানিয়ে তাকে ফোন দেন জাতিসংঘের সহকারি সেক্রেটারি ফার্নান্দেজ তারানকো। তিনি সৈয়দ আশরাফের সঙ্গেও ফোনে কথা বলেছেন বলে খবর প্রকাশ হয়েছে। গতকাল ইউরোপীয় ইউনিয়ন অর্থবহ আলোচনার জন্য দুই দলের প্রতি আহবান জানিয়ে বিবৃতি দিয়েছে। সব মিলিয়ে প্রচন্ড চাপে সরকার। অস্বস্থিকর অবস্থায় ক্ষমাসীন দলের নেতারা। বিরোধী দলের একের পর ধির স্থির সিদ্ধান্তে করনীয় নির্ধারণে তারা চিন্তিত-বিচলিত। জানাগেছে সর্বশেষ পরিস্থিতিতে দলের নেতাদের ওপর নাখোশ আওয়ামী লীগ সভানেত্রী শেখ হাসিনা। গতকাল থেকে কয়েকজন নেতা চেষ্টা করেও তার সাক্ষাৎ পাননি। গতকাল দীর্ঘ সময় দলের সাধারণ সম্পাদক সৈয়দ আশরাফুল ইসলামের সঙ্গে সার্বিক পরিস্থিতি নিয়ে আলোচনা করেছেন। এমন অবস্থায় দলের পক্ষ থেকে ডাকা সংবাদ সম্মেলন গতকালই স্থগিত করা হয়। আওয়ামী লীগের এ সিদ্ধান্তকেও বার্তাবহ মনে করছেন অনেকে। বিকালে জোটের শরিক ১৪ দলের নেতাদের সঙ্গে বৈঠকে বসছেন আওয়ামী লীগ সভানেত্রী। সেখান থেকেও আসতে পারে গুরুত্বপূর্ণ সিদ্ধান্ত। শেষ মুহুর্তে প্রতিবেশী দেশ ভারতের মনোভাবেরও পরিবর্তন দেখছেন রাজনৈতিক বিশ্লেষকরা। বোল-চালে পরিবর্তন শীর্ষ প্রশাসন থেকে সব স্তরে। চলমান ঘটনাপ্রবাহ বলে দিচ্ছে সামনের মুহুর্তগুলোতে অপেক্ষা করছে আরও অনেক নাটকীয়তা। পট পরিবর্তনে, দৃশ্যবদলে রাজনীতির ময়দানে যোগ হতে পারে নতুন মাত্রা।

Mozena, Pankaj meet, hope for dialogue

US Ambassador Dan Mozena and India High Commissioner Pankaj Saran yesterday discussed Bangladesh’s present political challenges and the dialogue process that has begun between the two major political parties.
Officials of the two embassies termed the meeting a regular and pre-fixed one.
But it was considered politically significant since it took place against the backdrop of proposals from the prime minister and the leader of the opposition for finding a solution to the political impasse.
Held at the residence of the Indian high commissioner, the meeting between the envoys of the two influential countries discussed varieties of issues. But Bangladesh’s political situation, upcoming election, proposals for election-time government and offer of dialogue on the issues figured prominently at the meeting, sources concerned said.
Talking to The Daily Star, a senior official of one of the embassies said the prevailing political stalemate and the holding of election were discussed elaborately.
Mozena and Pankaj hoped for a political dialogue between the two major parties to resolve the issues of election-time government and free, fair, transparent, credible and inclusive polls, the official added.
Asked, the US ambassador said they discussed Bangladesh-India cooperation.
Talking to journalists after singing a counter-terrorism deal at the home ministry, Mozena said, “We talked about increasing trade between the two countries… We talked about how US can play role to facilitate expanded trade between Bangladesh and India.”
Asked about the meeting, US embassy spokesperson Kelly S McCarthy said Ambassador Mozena regularly meets with counterparts in the diplomatic community, civil society members and officials of Bangladesh government as part of his normal day-to-day activities.
None could be contacted for comments at the Indian high commission.

Mozena and US could not convince KZ. India advised Mozena to talk to China to convince KZ. That is first reason.

By consulting Indian policy makers on Bangladesh matter US exposed its position that they operate Bangladesh policy with Delhi's consent. Which essentially shows US has relegated Bangladesh as indian subservient as oppose to treating as an independent country. Mozena by going to China trying to put a deceptive mask that US also talk to China about Bangladesh. This is second reason.

US and India had been working against Chinese and Bangladesh interest for that matter. In last 5 years, deep sea port and Bangladesh eastward connectivity were put in the cold storage according to indian advise. Chinese policymakers are not naive, they will be asking why should we entertain US and Indian interest by harming ours??

KZ on the other hand needs to listen to voice of the street not these US, sushils and awami media echo chambers.
