Hostility from state and attack from terrorist groups are differentiated and are 2 things according to India.

Just because he said it after the former mentioned point after talking about Pakistan doesnt necessarily mean he related Pakistan to terrorism.

If this terrorism is inside the state, then using terrorism to counter this terrorism means doing terrorism inside the state. And even if we are to give him the benefit of semantics, he admits to using terrorism. It doesn't matter if you're using terrorism against terrorism, terrorism by definition is the targeting of civilians to create fear. Otherwise the whole idea of using ''terrorism to fight terrorism'' is bull. If you're going to selectively target 'terrorists', you might as well just call it ''fighting'' or ''warfare''.

But since he didn't say ''fighting'' and instead used the specific term ''terrorism'', that means the killing of innocents with the hope that a few terrorists will be caught in the middle - which is pretty much what the Taliban do.

I am pretty sure RAW will try its very best to harm Pak China & Pak Afghan relationship. The recent statements from India proves that they are desperate & unhappy with Pak China & Pak Afghan relationship. ISI & IB will have to work really hard to make sure Indian evil intentions are crushed.

No matter how much you cry innocent. If any nuclear leak happen in USA, and if Nuclear-fingerprint track back to Pakistan. We all know what USA will do with Pakistan...

Or Even USA find that Pakistani are involved (so called non state actors) then also we know what USA will do with Paksitan.

Whatever RAW is capable of, ISI can do it too. Therefore, status quo will be achieved after one or two miscalculations by the Modi administration. Let's just hope that the miscalculations are not blunders of gigantic proportions, cause that would fry everyone in the subcontinent.

As ISI's illustrious history will tell you, that's hardly true. The history of ISI (and PA) has been a mix of desultory tactical brilliance mixed in with staggering strategic blunders. The only front where it has been able to present itself competently, and admirably at that, is maintaining a semblance of control over the infinite number of militias and mujaheddin outfits.

In every strategic confrontation save for the Afgan front of the 1980s, ISI (and PA to which it reports) have suffered crushing defeats. Case in point would be the Khalistan movement and the Kashmir Jihad.

In short, the assumption that ISI and RAW are roughly equal in capabilities, is dubious at best, and outright scandalous at worst. And I'm not even comparing the technical intelligence capabilities of the two. Managing a few militia is not the same as being a competent intelligence organisation.
