I won't answer the part about IOK or UN resolution since I consider it to be irrelevant. Now since you have accepted that Pakistani state isn't involved in this incident I would talk about the inactive part of your post. How did you realized the inaction of the Pakistani state. It is Pakistan among all the 50+ muslim states which has supported China on Xinjiang issue. It is Pakistan which extradite all the most wanted militants of ETIM back to China. As the member Chines Dragon said it is because of Pakistani state that China is low on terrorism risk index. Even the religious organizations like Jamat e Islami opposed any militant movement in Xinjiang. In short Pakistani state had done more action against ETIM than all the verbal bla bla of the Indians on this thread.

Obviously no. Since it is some Chinese citizens who were involved in this incident and state of Pakistan is more than willing to quell any such group who is involved in such incidents. China knows how to make it safe and it knows bombing someone else territory is not the way to make itself safe.

Bottom line, China is "low risk" on the Terrorism Risk Index, and India is "high risk".

Umm.. maybe best to list down things with you. Matter gets lost and clearly so does the import. Anyway nothing is "alleged" when China is claiming it on Pakistan so why let the semantics confuse us (even when it sounds reasurring for you). So let us move away from the "alleged" part of it.
1. China claims terrorist trained in Pakistan so deduction that terrorist training camps exist in Pakistan.
2. Terror camps exist means that government has not been able to remove them (that considering that state is not allowing these wilfully).
3. This is what India has been claiming that terror camps exist in Pakistan with our without (matter of perspective) the complicity of the state.
4. China Vetoed resolutions on India centric terror emanating from Pakistan (non-state if it pleases you more) in the UN.
5. This event puts paid to the morality of China on the next such event because it is now claiming itself to be victim of terror emanating from foreign lands (exactly the pain that India claims surprisingly Pakistan is common in both cases).
There is no disputing that Pakistan could have worked against ETIM (that is where the bhai mulk Turkey versus bhai mulk China sacdwich dilemma sets in). However, that was the exact same scenario with US too (good and bad assets) and look what US finally dug up in Abby town! Certainly not bla bla
