You are absolutely right that the one issue the IN is facing right now is that the Indian shipyards are absolutely full with orders for the next decade. Capacity is certainly a very real issue now and this is the only real reason the IN would look abroad for frigates.
As for production delays in India, this is being addressed significantly and won't be present in the future ships the IN receive thanks to upgraded shipyards with far greater capacity and industry best practices such as modular construction.
You need to correct that. The DPSU yards are full of orders, and while they are expanding capacity; are still bottle-necked. However the Private yards have sufficient spare capacity.
Now to the question of the OP: there is practically no chance of India ordering any Frigates or Surface ships from Russia now. WRT Subs, there is a possibility of leasing another SSN and then the P-75I SSK project, which will certainly be "made in India" and may not even be Russian at that.
