Why would people publish Scramjet designs and research that can directly be used to make weapons?

Those basic designs in publications are not enough to build anything. Most of the technology is already known yet only a handful of countries have managed to build those vehicles and weapons.

It's like publishing what a fishing pole does, but not telling how to actually catch a fish.

And in particular, I see that Chinese have a rather big propensity to publish what I would consider sensitive data in open access journals.

As Gotterdammerung said: we all know how a car works. We can literally buy a BMW, dissect it completely, look through company logs to find BMW's steel suppliers, etc. We can buy the exact steel pressing equipment BMW uses. We can even look through old BMW design blueprints. That does not mean we can build a BMW.

At the end of the day capability is the most important thing. In engineering projects, knowing how to do it and actually doing it are two very different phenamenons. You should have a team of experienced engineers and proper project management to realize designs. However there are still some unshared specs, certain ic designs, and actual synthesis process of some chemical compunds like armours or radar absorbent materials are not published.

It's not just the Chinese. Yes, if you look hard enough on the internet, there are all sorts of information available that can lead to sensitive material. Good material to read is open-source intelligence:

In fact, vast majority of intelligence gathering comes from open source material. Much of the rest comes from extrapolation from open source data and only a very small percentage of material is actually coming from clandestine operations such as hacks or spying. (BTW, this is one of the reason the media portrayal of obtaining key technologies from hacking is rather unrealistic. In the real world, much larger percentage of technological transfer comes from open sources.)

The thing is, there is a big gap between design theory to actual engineering. For example, the theory on atomic weapon design is pretty much open source information at this point. Heck, any student that paid attention in high school physics class can tell you the basic principle of nuclear weapons, but even today there is less than ten nations with nuclear arms on this planet and out of these countries, only five of them can miniaturize them enough to be fitted onto a missile.
