How would it be illegal if this is not a gun. Are there any separate Flamethrower law? No, Hong Kong law only provision is firearms restriction, then if you think Flamethrower is not a gun, hence not a firearms, and there are no "Prohibit Flamethrower Ordinance" then it will be legal.
