As again and again pointed out by webby as well, "its an open war", if bombing a mosque or wedding to be called collateral dammage, then i would call those people bombing the markets the same. "Collateral damage".
The only difference is in way of fighting and available resources.
No it isnt, Primary Targets of any Army is not Markets or Civilian Population; But Targets which will achieve them their Objectives, While Terrorist do that for creating fear and anarchy, which actually is counter-productive to a miliatry if they does it. Their Nations can be Held responsible and punished,While loosely organized men can get away with it.
