Border killing has been a thorny bilateral issue for Bangladesh and India
India’s Border Security Force (BSF) has shot and killed another Bangladeshi – this time along the Chapainawabganj border.

Another Bangladeshi citizen has been wounded in the BSF firing on early Monday at Gomostapur upazila’s Rokonpur border.

Both men were part of a group of cow smugglers.

Radhanagar Union Parishad’s Chairman Mamunur Rashid said the Indian border guards opened fire on the group when they were entering India through the border at Rokonpur union.

Shahlal was killed on the spot while Nuhu was injured.

Gomostapur police station’s in-charge SM Zakaria said Shahlal was hit in the waist, adding that the body had been sent for a post-mortem examination.

Border Guard Bangladesh’s Rokonpur border outpost camp commander said they had written to their Indian counterpart protesting against the killing. The two sides later held a flag meeting.

Border killing has been a thorny bilateral issue. Despite Delhi’s assurance, Bangladeshi nationals keep losing their lives along the border.

1,391 Bangladeshis killed by Indians along border in 45yrs

Since the independence achieved from Pakistan with the help of India on December 16, 1971, the Indian Border Security Force (BSF) and nationals have, till the end of last month, killed a total of 1,391 Bangladeshi civilians and personnel of Border Guard Bangladesh, formerly known as Bangladesh Rifles (BDR), along the border between the two neighbors.

According to statistics available from different government sources including BGB, during this period, a total of 1,206 Bangladeshi civilians and 22 BGB personnel were injured by BSF and Indian nationals.
Even in the last month, 2 Bangladeshis were killed by the BSF while 1 met the death in the hands of Indian national/nationals. And, the BSF injured one Bangladeshi in January.

The year of 1973 was the only year when no Bangladeshi was killed by BSF or Indian nationals while the year 2006 saw the killing of the highest number of Bangladeshis along the border. In that year, 106 Bangladesh citizens were killed along the border by the Indians.

During the period covering 4 decades and a half, BGB also killed over 36 Indian nationals and BSF personnel of which 16 BSF men were killed in 1999. Less than 50 Indian civilians and BSF men were injured by Bangladeshis during this period.

Two Bangladeshis were killed along the border in 1972, the very next year after the independence while the first Indian civilian was killed by BGB in 1990.

Decade-wise, 103 Bangladesh nationals were killed from 1972 to 1981 by the Indian side. From 1982 to 1991, 179 Bangladeshi civilians and 4 BGB personnel were killed. From 1992 to 2001, 264 Bangladeshi civilians along with 10 BGB men met their death along the border. From 2002 till 2011, the Indians killed 666 civilians and 2 BGB personnel. In the half decade from 2012 to 2016, the border has witnessed killing of 178 Bangladeshis.

The statistics shows that a significant number of Bangladeshis were killed and injured by the Indian civilians along the border. For instance, from January 2001 till January 31, 2017, a total of 165 Bangladeshis were killed and 207 were injured by the Indian civilians.

The position of Bangladesh regarding the killing of its nationals along the border is of serious concern. Joint India-Bangladesh Guidelines for Border Authorities 1975 states that illegal border trespass should be dealt with preferably without resorting to fire.

BSF was requested to exercise maximum restraint and in the event of compulsive situation to open blank fire or fire at the lower portion of the body. In various meetings, both sides agreed that killing of unarmed persons is unacceptable and inhuman and emphasised that the legal system prevalent in both the countries does not permit these killings either.

It was underscored that despite the excellent relations with India, this issue remained as a source of irritation among the public in the country and a reason of embarrassment for the Bangladesh government.

The Indian side has been urged to make every effort and to adopt mechanisms to stop such deaths. The Indian side informed that the BSF had been instructed to exercise restraint in opening fire. The Bangladesh side was repeatedly assured that the BSF would continue to exercise the utmost restraint and to make all-out efforts to prevent such incidents. It was also informed that BSF was also implementing plans to induct non-lethal weapons on an experimental basis, and if successful, this would be replicated in other areas.

The Bangladesh side made it known to the Indians that because of its sensitive nature, even a single incident was enough to damage months of painstaking progress in other areas.
Dhaka appreciated the repeated assurance given by the Indian side on the ‘zero tolerance’ for killing of innocent civilians, and requested that the political will should travel down to the level of the BSF jawans.

Despite all the assurances and talks from the Indian side, the killing of Bangladeshis along the border continues although the number of deaths saw a downward trend in the last 5-6 years.
But, Bangladesh is pushing for zero killing along the border.

Well that is Extremist propaganda from your country - I'm afraid. That we've 'driven out' Hindus through religious persecution. Your current govt. thrives on propaganda like this because that is their political mantra and platform. That they are the sole saviors of oppressed Hindus everywhere. Reality however - is different.

Hindus have left Bangladesh for the same reasons Muslims (Muhajirs) have gone to Pakistan or come to our country before and after 1971 - better opportunity and a better shake at the future. I have known people like this all along.

No one is oppressing Hindus in Bangladesh in organized manner to my knowledge. Hindus are a minority here however the majority (especially the educated majority) and of course the govt. is sensitive to their situation and makes accommodations as I've posted above. Most of the large organizations have Hindus as board members, the Sup. of Police in every mofussil town is more likely a Hindu, many high-ranking members of the judiciary as well as the Chief Justice happens to be a Hindu, and my favorite model Bidya Sinha of course is a Hindu herself (see below) like many Hindus in public media. Bangladesh is not a Hindu-oppressing country, far from it, I'd argue. Hindus enjoy very special status in Bangladesh.

Recently the number of Hindus has grown by one per cent to 1.70 crore in one year constituting 10.7 per cent of the population by the end of 2015. These are Hindus who have decided to come back to Bangladesh because they did not like it when they moved to India and now find that opportunities are better in Bangladesh that it is rapidly moving up the ladder of development.

Seven Indian companies supplying components to ISIS: Report

Seven Indian companies are among those from 20 countries named in a list whose components were used by the ISIS to make explosives, a EU mandated study, suggesting that more work needs to be done to track the flow of chemicals and other items to the terror group.

The study by Conflict Armament Research (CAR) showed that 51 companies from 20 countries such as Turkey, India, Brazil, and the US produced, sold or received the over 700 components used by ISIS to build improvised explosive devices (IEDs).

Turkey topped the list of countries with a total of 13 firms involved in the supply chain. It was followed by India with seven companies, CAR said in a statement. The study was completed in 20 months.

Seven Indian companies manufactured most of the detonators, detonating cord and safety fuses. Under Indian law, transfer of this material requires a license. Those were all legally exported under government issued licenses from India to entities in Lebanon and Turkey, the CAR said.

According to the report, the terror group mostly uses Nokia 105 mobile phone for remote detonation.

Companies from Brazil, Romania, Russia, the Netherlands, China, Switzerland, Austria and Czech Republic were also involved, it said. The study said that governments and firms need to do more to track the flow of cables, chemicals and other equipment.

CAR's executive director James Bevan said, "these findings support growing international awareness that ISIS in Iraq and Syria are very much self sustaining acquiring weapons and strategic goods, such as IED components, locally and with ease.

The report said that CAR gained access to the components through partners including the USbacked Kurdish YPG in Syria, the Iraqi Federal Police, the Kurdistan Region Security Council and forces of the Kurdistan Regional Government. These components were seized during battles in the Iraqi towns of al Rabia, Kirkuk, Mosul, and Tikrit and the Syrian town of Kobani.

Even pork is openly available for Christian consumption in Bangladesh and Muslims enthusiastically visit Pooja mandaps and Hindu festivals in major urban areas. Religious rights are guaranteed - by armed intervention if need be....

‘No Hindus will be left after 30 years’

Eminent economist and researcher Dr Abul Barkat says that there will be no Hindus left in the country three decades from now.

“The rate of exodus over the past 49 years points to that direction,” the Dhaka University teacher says in his book Political economy of reforming agriculture-land-water bodies in Bangladesh published yesterday.

Barakat was addressing the book launching ceremony at Senate Bhaban of Dhaka University.

From 1964 to 2013, around 11.3 million Hindus left Bangladesh due to religious persecution and discrimination, he said. It means on an average 632 Hindus left the country each day and 230,612 annually.

From his 30-year-long research, Barkat found that the exodus mostly took place during military governments after independence.

Before the Liberation War, the daily rate of migration was 705 while it was 512 during 1971-1981 and 438 during 1981-1991. The number increased to 767 persons each day during 1991-2001 while around 774 persons left the country during 2001-2012, the book says.


DU teacher Prof Ajoy Roy said the government grabbed the properties of the Hindus during the Pakistan regime describing them as enemy property and the same properties were taken by the government after independence as vested property.

According to the book, these two measures made 60% of the Hindus landless.

Retired Justice Kazi Ebadul Haque said the minorities and the poor were deprived of their land rights. For example, when a shoal rises in a river the local leaders register them in the name of poor people, but the same leaders file a case and take the land under the possessions showing the court’s stay order.

The deprived people remain deprived, he said, adding that the land management system should be reformed.

Dhaka University teacher Prof Farid Uddin Ahmed said that the government has to ensure that the indigenous people would not be affected or harmed. “The government must ensure that the people do not think about leaving the country for once.”

No accurate estimation of indigenous people
Discussing on a separate book of Prof Barkat Political Economy of Unpeopling of Indigenous People: The case of Bangladesh published yesterday, former NHRC chairman Prof Mizanur Rahman said that there was no accurate estimation of the indigenous peoples living in the country.

He mentioned that at least 22 indigenous groups had disappeared from the country.

Prof Mizanur also urged Jyotirindra Bodhipriya Larma alias Santu Larma to inform the indigenous peoples of the Chittagong Hill Tracts about the 1997 Peace Accord.

In his speech, Bangladesh Adivasi Forum President Santu Larma agreed that the implementation of the Peace Accord was not the only solution to the crises in the CHT region.

He added that the current stance of the ruling party would not solve the disputes through different reform programmes, rather they want to hinder the process. “We need a people-oriented government. But the reality of state mechanism does not allow this to happen.”

Santu Larma, also chairman of the CHT Regional Council, claimed that over 50 indigenous groups were on the verge of extinction, but they want to live with dignity with the remaining indigenous groups.

Prof Ajoy Roy observed that in his book Prof Barkat had used the word adivasi even the government does not recognise them as indigenous peoples.

Prof Barkat dedicated the book to his childhood friends who belonged to “Buno” indigenous group, but now remain traceless, Prof Ajoy Roy said, adding that he too had met the group in a small forest in Faridpur.

“I have not heard about them since long … May be they were forced to leave the place by the land grabbers and have gone to India and took a different name.”

Prof Mizanur said although the prime minister had taken stance in favour of the indigenous peoples, the ruling party leaders were involved in heinous activities against them.

Addressing the programme as chief guest, Civil Aviation Minister Rashed Khan Menon urged rights activists to stand by the side of the indigenous peoples.

The fugitive chief recruiter for the ISIS in the Indian subcontinent, Mohammed Shafi Armar, has been recruiting youths from Bangladesh, India and Sri Lanka.

He has been using Facebook and other personal messenger services to contact, brainwash and recruit youths from the three countries, reports NDTV.

Armar, a native of Bhatkal in Karnataka, has been named a ‘Specially Designated Global Terrorist’ by the US on Thursday.

The US State Treasury Department, in a statement, said the ISIS recruiter had cultivated a group of dozens of ISIS sympathisers who are involved in terrorist activities across India.

An Interpol Red Corner notice is also pending against the 30-year-old man.

Armar has many aliases like ‘Chhote Maula’, ‘Anjan Bhai’ and ‘Yousuf al-Hindi’.

Armar was said to have left for Pakistan along with his elder brother after the crackdown on Indian Mujahideen cadres. After a fight with Bhatkal brothers, Armar is believed to have created jihadist organisation Ansar ul Tawhid, which later pledged its loyalty to the ISIS.

An Indian intelligence agency had filed charge-sheet against him for allegedly conspiring to carry out terror strikes in the Indian capital and also in Haridwar.

His links to the ISIS were also the highlight of the interrogation of Yasin Bhatkal, who was arrested near the Nepal border in 2013.

Armar first came on the radar of investigation agencies when the National Investigation Agency (NIA) was probing suspected ISIS cadres in Ratlam of Madhya Pradesh.

During the interrogation of alleged IS operatives, it emerged that Armar was motivating and radicalizing Muslim youths in India. He was said to have been recruiting youths for the Jund ul Khalifa-e-Hind through online radicalisation.
