Police are clueless as to how Samiun Rahman alias Ibne Hadan, the British militant recruiter who was arrested in Dhaka three years ago, managed to get out of Bangladesh when his passport had been seized by police.

The 31-year-old British citizen of Bangladesh origin, who received bail only in April this year, was arrested by Indian law enforcement authorities in Delhi on Sunday.

Police said they were now working to find out if the militant arrested in Delhi is the same as the suspect arrested in Dhaka.

If they are the same person, police will look into how he was granted bail and left the country.

The Detective Branch of police arrested Samiun in Kamalapur, Dhaka on September 28, 2014. He was granted bail by the High Court in April.

Police believe he crossed over to India illegally, sources told the Dhaka Tribune.

Meanwhile, the Counter-Terrorism and Transnational Crimes (CTTC) unit of police, who investigate all militancy-related cases in the country, said they had not been notified of Samiun’s bail.

“If a high-profile militant or suspect receives bail, we are supposed to be informed of that. But in this case, we did not receive any such information,” CTTC chief Monirul Islam told the Dhaka Tribune on Thursday night.

“We are also working to confirm if the militant arrested in Delhi is the same person as the militant our law enforcement authority picked up in Dhaka in 2014,” he added.

Samiun was arrested in Dhaka for trying to recruit members for international militant organisations Islamic State and the Nusra Brigade, also known as al-Nusra Front.

He came to Bangladesh on February 25, 2014 and set up base to gather fighters to send to Syria for a so-called jihad.

Before Bangladesh, he had visited Syria, Turkey and Morocco with the same mission.

He was actively trying to recruit militant operatives for Islamic State and al-Nusra Front in Sylhet, Habiganj and Dhaka districts, the Detective Branch said following his arrest.

Detectives received the information from two suspected members of banned militant outfit Jama’atul Mujahideen Bangladesh (JMB), Asif Adnan and Fazle Elahi, who had been arrested in Dhaka only four days before Samiun.

Asif and Fazle were also the first to inform the Detective Branch that Samiun, inspired by al-Qaeda chief Ayman al-Zawahiri’s plan to expand the terrorist organisation’s operations in South Asia, had been trying to set up an international militancy network named al-Qaeda in the Indian Sub-continent (AQIS) in Bangladesh and Myanmar.

Court sources said Samiun had petitioned a lower court for bail once before, but it was rejected.

Police also submitted charge sheet against him before a trial court.

Samiun also petitioned the High Court to quash the case against him, filed under the Anti-Terrorism Act 2009, which is currently on trial.

In India, he was allegedly setting up base in Delhi, Mizoram and Manipur to radicalise and recruit young Muslims to wage a war against India and Myanmar, reported the Times of India.

“He was setting up a base in Delhi and two northeastern states and preparing the recruits to carry out strikes in India and fight the Myanmar army,” said Deputy Commissioner Pramod Kushwah of Special Cell, Delhi police.

“He was being assisted by al-Qaeda cadre in Delhi, Hazaribagh and other places in India, who are being identified.”

Saimun was carrying a voter ID card carrying the name of Shumon Haq, a resident of Kishanganj, Bihar when he was arrested, Kushwah said.

During interrogation, Samiun revealed to the Delhi police that he had crossed over to India in July this year, and his task was to raise funds and incite youths to fight for the cause of Rohingya Muslims and facilitate their entry into Myanmar from northeastern states, the Times of India reported.

India using chilli sprays, stun grenades to dissuade Rohingya influx

India has stepped up security along its largely porous eastern border with Bangladesh and is using "chilli and stun grenades" to block the entry of Rohingya Muslims fleeing from violence in their homeland of Myanmar, officials said on Friday.

Border forces in Hindu-majority India, which wants to deport around 40,000 Rohingya already living in the country, citing security risks, have been authorised to use "rude and crude" methods to stop any infiltration attempts.

"We don't want to cause any serious injury or arrest them, but we won't tolerate Rohingya on Indian soil," said a senior official with the Border Security Force (BSF) in New Delhi.

"We're using grenades containing chilli spray to stop hundreds of Rohingyas trying to enter India ... the situation is tense," added the official, who declined to be identified as he was not authorised to speak to media.

More than 420,000 Rohingya have fled to Bangladesh since Aug. 25, when a coordinated attack by Rohingya insurgents on Myanmar security forces triggered a counteroffensive, killing at least 400 people, mainly militants. The United Nations has called the assault a "textbook example of ethnic cleansing".

Densely populated Bangladesh is struggling to shelter all the refugees desperate for space to set up shacks, sparking worries in India that the influx could spill into its territory.

RPS Jaswal, a deputy inspector general of the BSF patrolling a large part of the border in India's eastern state of West Bengal, said his troops were told to use both chilli grenades and stun grenades to push back the Rohingya.

A chilli grenade makes use of a naturally-occurring compound in chilli powder to cause severe irritation and temporarily immobilise its target.

Prime Minister Narendra Modi's Hindu nationalist government is growing increasingly hostile towards the Rohingya in India, with Home Minister Rajnath Singh calling on Thursday for their deportation as illegal migrants.

Seeking to get legal clearance for the deportation plan, the home ministry told the Supreme Court this week it would confidentially provide it with intelligence information showing Rohingya links with Pakistan-based militants.

Most of the peaceloving refugees had no link to criminal activity, two Rohingya men protesting against the deportation move told India's top court on Friday.

An official of India's federal investigations agency said it was seeking help from Muslim religious leaders to step up surveillance of the Rohingya.

Police have arrested a suspected al Qaeda member they believe was trying to recruit Rohingya in the country to fight security forces in Myanmar. More than 270 Rohingya have been in Indian jails since 2014.

"Our investigations have revealed that Al Qaeda wants to use India and Bangladesh as their base to start a religious war against Myanmar," said New Delhi police official Pramod Singh Khuswah. "Clearly they are a threat to our security."

হাই লেভেলের চাকরির বাজার করে রেখেছে বিদেশীরা।যার অধিকাংশই অবৈধ।ইউরোপ সহ উন্নত দেশগুলির অভিবাসীরা বৈধ পথে আসলেও বাংলাদেশের সঙ্গে তিন দিক থেকে ঘেরা ভারত থেকে যারা আসছেন তাদের৯৯% অবৈধ।যার সংখ্যা রীতিমত চমকে দেয়ার মত।২০১০ সালের হিসাবেই বাংলাদেশে ১২ লাখের বেশি অবৈধভারতীয় শুধু বসবাস করছেন যা এখন ১৫ লাখের অধিক ছাড়িয়েছে। তারা শুধু বসবাসই করছে না, দেশেরউচ্চপদের চাকরির ৯০% তাদের দখলে। ভাষা এবং সংস্কৃতির সাথে মিল থাকায় তাদের বাংলাদেশী হিসেবে বাসকরতে কোন সমস্যা হচ্ছেনা।
These foreigners, who all have infiltrated as high-level executives in our country comprises mostly of illegal entrants’. It needs to be noted that the Immigrants from the developed countries including Europe are, rather trough legal procedures. However, 99% of those coming from India, surrounding Bangladesh from the three sides of are illegal’s. Their ever increasing numbers are rather intriguing.

As of 2010, their number was more than 12 lack illegal Indians residing in Bangladesh, which has now exceeded to more than 15 lacks. They are not just only residing here, but are occupying 90% of the country's high level jobs, as they are not facing any difficulties in integrating themselves as Bangladeshis, due to the similarity of our language and culture.

দেশের গার্মেন্টস থেকে হোটেল-রেস্টুরেন্ট, বিজ্ঞাপনী সংস্থা এবং মোবাইলফোন কোম্পানি পর্যন্ত নানা ধরনের প্রতিষ্ঠানে কর্মরত রয়েছে অবৈধ ভারতীয়রা। উচ্চ পদে শুধু নয়, অনেককে এমনকি নীতিনির্ধারকের অবস্থানেও দেখা যাচ্ছে। বছরের পর বছর ধরে চাকরি করছে তারা অবৈধভাবে। অনেকে ট্যুরিস্ট ভিসায় দু’মাসের জন্য এসে চাকরিতে ঢুকে পড়েছে, অনেকে আবার ওয়ার্ক পারমিট নিয়ে এলেও সে পারমিট আর নবায়ন করেনি। সবকিছুর পেছনে রয়েছে সরকারি সংস্থাগুলোর গাফিলতি। অবৈধ বিদেশীদের সংখ্যা এবং তারা কোথায় কোন্ ধরনের চাকরি করছে এসব বিষয়ে সরকারের কাছে কোনো তথ্য-পরিসংখ্যান নেই। থাকলেও তা প্রকাশ করা হয় না। এ অবস্থারও সুযোগ নিয়ে থাকে বিদেশীরা।

These Illegal Indians are employed by various types of business firms, starting right from Garment Sector, Hotel-Restaurants, Advertising companies, Mobile phone operators, etc. Not only are they occupying high positions, but have also managed to involve themselves in numerous Policymakers' positions. They have been working illegally since many years. Many have entered with tourist visas valid for two months and later obtained temporary work permits, but after expiry of their permits they did not renew their permits. The Bangladeshi Government’s concerned agencies have rather intentionally neglected these issues.

The Government states that they have no correct Statistics/information or figures on the exact number of illegal foreigners and their employers, even if the agencies are aware of the whereabouts, the figures, they are not being disclosed/ or published. Thus, these Foreigners are, availing the full advantages/ opportunities of the situation.

As a result of these illegal entrants, employments, the numerous educated youths of our country are being deprived of finding decent jobs, whereas on the other hand, they are causing serious security threats for the country's overall security. It is to be noted that almost all the foreigners are legally residing with the exceptions of the illegal Indian nationals

তারা আরো বেশি সংখ্যায় চাকরি নিয়ে ঢুকে পড়ে বাংলাদেশে। এর ফলে একদিকে শিক্ষিত তরুণ-যুবকরা চাকরি পাওয়া থেকে বঞ্চিত হচ্ছে, অন্যদিকে দেশের নিরাপত্তার জন্য সৃষ্টি হচ্ছে মারাত্মক হুমকির। উল্লেখ্য, স্বল্পসংখ্যক ছাড়া অবৈধ বিদেশীদের প্রায় সবাই ভারতীয় নাগরিক।
In our country where millions of educated young people are desperately searching for employment and the numbers of unemployment rare are drastically climbing. As per information, more than 1.2 million foreign nationals are engaged in illegal employment, this is not only critical issue, but a rather objectionable and unacceptable one. This is nothing short of sheer intentional cruelty by the government for our unemployed youths. The government's failure/negligence is the main reason for creating such an adverse situation.
দেশের ভেতরে লাখ লাখ শিক্ষিত তরুণ-যুবক যেখানে চাকরি পাওয়ার জন্য হা-পিত্যেশ করছে, বেকারের সংখ্যাও যেখানে হু হু করে বেড়ে চলেছে সেখানে ১২ লাখের বেশি ভারতীয়র অবৈধভাবে চাকরিতে নিয়োজিত থাকার তথ্য শুধু আশঙ্কাজনক নয়, যথেষ্ট আপত্তিকরও। একে বেকারের দেশে নির্মম নিষ্ঠুরতা ছাড়া আর কিছু বলা যায় না। সরকারের গাফিলতিই এমন অবস্থার প্রধান কারণ।
On investigation, it was detected that thousands of Indian Hindus, without any Passports/documents, cross the land border in an unauthorized manner, neither are the Law enforcing agencies are aware, even the Police do not even bother to inquire about those Indians who all cross over without passports.

This tantamount to the government failure for not having any kind of monitoring system in place, regarding these foreign illegal nationals. Whereas, it’s the duty of the government to detect the presence of foreigners or illegal Indians, ascertain what they are doing or participating in any anti state activities. The Government is pledge bound, to investigate these sensitive issues through the concerned Law Enforcing and our Intelligence agencies.

After the expiry of the valid visa, all these foreigners are bound to return back, anyone overstaying, is fined or detained after the expiration of the visa, they are also liable to face legal actions, including imprisonment.

The present government is neither carrying out her responsibilities, on the other hand the government in many ways, are paving open the doors for illegal Indian nationals entry and their employment in Bangladesh .Glaring examples could be seen in the Garments Buying House, Mobile Operators, etc.

Despite any investments, especially among the Indian Hindu illegal entrants are remitting more money back to their country. They are also sending money through unofficial channels, commonly known as “Hundi” back to India.

As a result, Bangladeshis are not getting jobs even though they are qualified, whereas on the other hand, the country is not benefiting from the Indian investments due to ‘Hundi”. In this fashion, especially in sectors like garment and mobile phones are being occupied by the Indians. The security aspects of the country are also being compromised due to neglect and non-monitoring of these issues.
Vital Data regarding our national security are being transmitted on a routine basis.
অনুসন্ধানে দেখা গেছে, স্থল সীমান্ত পথে পাসপোর্ট ছাড়া যে হাজার হাজার ভারতীয় হিন্দু আসছে তাদের তো খবরই নেই, পুলিশ এমনকি সেই সব ভারতীয় সম্পর্কেও কোনো খোঁজ-খবর করে না, যারা পাসপোর্ট নিয়ে আসে। অর্থাৎ বিদেশীদের ব্যাপারে সরকারের কোনো রকম মনিটরিং নেই বললেই চলে। অথচ বিদেশীরা তথা অবৈধ ভারতীয় কোথায় কি করছে বা কোনো ধরনের তৎপরতা চালাচ্ছে এসব বিষয়ে পুলিশ ও গোয়েন্দাদের মাধ্যমে খোঁজ-খবর রাখা সরকারের কর্তব্য। ভিসার মেয়াদ শেষে বিদেশীরা ফিরে যাচ্ছে কিনা- তা মনিটর করার পাশাপাশি ভিসার মেয়াদ উত্তীর্ণ হওয়ার পর কেউ থেকে গেলে তাকে বহিস্কার বা গ্রেফতার করাসহ আইনত ব্যবস্থা নেয়াও সরকারের কর্তব্যের মধ্যেই পড়ে। অন্যদিকে সরকার সে কর্তব্য পালনের ধারে-কাছেও যাচ্ছে না। আরো অনেকভাবেও অবৈধ বিদেশীদের জন্য দরজা খুলে দেয়া হচ্ছে। বায়িং হাউস ও মোবাইলফোন কোম্পানিগুলোর উদাহরণ লক্ষ্য করলে দেখা যাবে, বিনিয়োগের আড়ালে বিশেষ করে ভারতীয় হিন্দুরা তাদের দেশ থেকে বেশি বেতনে লোকজন নিয়ে আসছে। তারা বেতনের টাকাও হুন্ডির মাধ্যমে দেশে পাঠাচ্ছে। ফলে একদিকে যোগ্যতা থাকা সত্ত্বেও বাংলাদেশীরা চাকরি পাচ্ছে না, অন্যদিকে হুন্ডির কারণে ভারতীয়দের বিনিয়োগে দেশও উপকৃত হচ্ছে না। এভাবে বিশেষ করে গার্মেন্টস ও মোবাইলফোনের মতো খাতগুলো বরং ভারতীয়দের দখলে চলে যাচ্ছে। বিদেশীদের ব্যাপারে মনিটরিং না থাকায় দেশের নিরাপত্তার দিকটিও উপেক্ষিত হচ্ছে। তথ্য পাচার হয়ে যাচ্ছে প্রতি মুহূর্তে।
Although our Hon’ble Prime Minister had committed to provide jobs to every household, to fulfill her promise, it was an absolute requirement for her to return these illegal foreigners back to their country.

The simple truth is, finding no employment at back at home, these Bangladeshi youths desperately in search for employment, and are being compelled to brave death by undertaking hazardous journeys in the hope to find employment overseas, and trying to cross through the rough oceans, thereby, further diminishing the country's image and self esteem before the entire Global community.

According to several sources, thousands of these Indian illegal nationals are employed illegally from mid to top level positions by various organizations; they are further avoiding payment of government revenues. On an average every year, each illegal foreign national, earns from 01-15 million taka, moreover, they are avoiding payment of taxes of any kind.
ঘরে ঘরে চাকরি দেয়ার যে অঙ্গিকার মাননীয় প্রধানমন্ত্রী করেছিলেন তা পূরণের কিছুটা কাছাকাছি যেতে হলেও অবৈধ বিদেশীদের বিদায় করা দরকার। এই সহজ সত্যটুকুও বুঝতে হবে যে, দেশে চাকরি পায় না বলেই জীবনের ঝুঁকি নিয়ে বাংলাদেশীরা সমুদ্র পাড়ি দেয়ার চেষ্টা চালাচ্ছে এবং সে কারণেই বিদেশে দেশের সম্মান ক্ষুণœ হচ্ছে।

সংশ্লিষ্ট একাধিক সূত্রে জানা গেছে, রাজস্ব ফাঁকি দেয়ার জন্য হাজার হাজার বিদেশী নাগরিক বিশেষতঃ ভারতীয় নাগরিক অবৈধভাবে বিভিন্ন প্রতিষ্ঠানের মধ্যম পর্যায় বা শীর্ষ পদে চাকরি করছে। বছরে এক একজন বিদেশী নাগরিক গড়ে ১ থেকে দেড় কোটি টাকা আয় করলেও তারা কোনো কর দিচ্ছে না।
Concerned authorities have stated that the authorized number for BEPZA is around 5000 while the NGO Bureau has approval for foreigners are about 500. According to the existing Income Tax Ordinance, any foreign nationals employed in Bangladesh have to pay 30 percent tax on any of their income. If their stay is continuous for three months in Bangladesh or 180 days in a year, they will automatically falls under the income tax rules.
সংশ্লিষ্ট সূত্রে জানা গেছে, বেপজা’র অনুমোদিত সংখ্যা প্রায় ৫ হাজার আর এনজিও ব্যুরোর অনুমোদিত বিদেশী নাগরিক প্রায় ৫শ’। বিদ্যমান আয়কর অধ্যাদেশ অনুযায়ী, বাংলাদেশে কাজ করে এমন বিদেশী নাগরিককে তাদের যেকোনো পরিমাণ আয়ের উপর ৩০ শতাংশ হারে আয়কর দিতে হয়। একটানা তিন মাস বাংলাদেশে থাকলে বা এক বছরে ১৮০ দিন এ দেশে থাকলে তারা আয়করের আওতায় পড়বে।
In his recent budget speech, the Finance Minister stated that, "In spite of being a lot of unemployed youth in our country, foreign manpower is widely employed here. Many of them do not come under tax. We started the registration of foreign workers last year (in 2014). This has been done on regular basis. We are proposing to impose an additional tax of 50 percent of the income tax payers or 5 lacks (which is more than that) which are now illegally engaged in any organization. At the same time, we propose to withdraw all tax benefits of that organization. Jailed and fined for the exemplary punishment of these evil people will also be done.
সম্প্রতি বাজেট বক্তৃতায় অর্থমন্ত্রী বলেছে, ‘আমাদের দেশে যথেষ্ট বেকার যুবক থাকা সত্ত্বেও ব্যাপকভাবে বিদেশী জনশক্তি এখানে কাজ করে। তাদের অনেকেই করের আওতায় আসে না। বিদেশী কর্মরত লোকজনের নিবন্ধন গতবছর (২০১৪ সালে) আমরা শুরু করেছি। এবারে তাদের উপর নিয়মিত কর ধার্যের ব্যবস্থা করা হয়েছে। যারা এখন অবৈধভাবে কোনো প্রতিষ্ঠানের কাজে নিয়োজিত থাকবে সেইসব প্রতিষ্ঠানের উপর প্রদেয় আয়করের ৫০ শতাংশ বা ৫ লাখ টাকা (যেটি বেশি) অতিরিক্ত কর আরোপের প্রস্তাব করছি। একই সঙ্গে ওই প্রতিষ্ঠানের সব রকম কর সুবিধা প্রত্যাহার করার প্রস্তাব করছি। এই দুর্জনদের দৃষ্টান্তমূলক শাস্তি প্রদানের লক্ষ্যে জেল ও জরিমানাও করা হবে।’

এ অবস্থায় আগামী অর্থবছর থেকে এ ধরনের বিদেশী নাগরিকদের কাছ থেকে কর আহরণের পাশাপাশি তাদের অবৈধভাবে নিয়োগের বিরুদ্ধে মাঠে নামার কথা বলেছে জাতীয় রাজস্ব বোর্ড (এনবিআর)।
Under these prevailing circumstances, the National Board of Revenue (NBR) has stated that they would start implementing strict measures and initiating preventive actions against this illegal recruitment of foreign nationals along with their sources of earnings from various companies.

According to the existing rules, as approved, the Investment Board or the Ministry of Home Affairs necessary permissions are required beforehand, for the foreigners to assume their employment in Bangladesh.

Presently, the numbers of registered workers are ranging from 12 to 15 thousand. However, the concerned Governmental agencies, including NBR, are well aware that the number of Indian Hindus working in various institutions in the country is more than 12/15 lacks, illegally earning huge amounts in Bangladesh, moreover, they are transferring more than U.S $ 5(Five) BILLION annually, through illegal means through a process known as Hundi. Apart from this, many foreign nationals are jointly associated with many local entrepreneurs, including Buying Houses, etc

নিয়মানুযায়ী বিনিয়োগ বোর্ড অথবা স্বরাষ্ট্র মন্ত্রণালয়ের অনুমতিক্রমে যথাযথ নিবন্ধনের মাধ্যমে তাদের বাংলাদেশে কাজ করার কথা। বর্তমানে এমন নিবন্ধিত কর্মীর সংখ্যা ১২ থেকে ১৫ হাজার। কিন্তু এনবিআরসহ সরকারের সংশ্লিষ্ট প্রতিষ্ঠানগুলো মনে করছে, দেশের বিভিন্ন প্রতিষ্ঠানে কর্মরত ভারতীয় হিন্দুর সংখ্যা ১২ লক্ষাধিক। বাংলাদেশে বিপুল পরিমাণ অর্থ উপার্জন করে তারা হুন্ডির মাধ্যমে অবৈধ উপায়ে অর্থ নিয়ে যাচ্ছে। এছাড়া অনেক বিদেশী নাগরিক দেশীয় অনেক উদ্যোক্তার সঙ্গে যৌথভাবে পোশাক খাতের বায়িং হাউজসহ বিভিন্ন ধরনের প্রতিষ্ঠান গড়ে তুলেছে। এক্ষেত্রে বিনিয়োগ বোর্ডে নিবন্ধন নেয়ার কথা থাকলেও দেশীয় উদ্যোক্তাদের সহযোগিতায় তারা পার পেয়ে যাচ্ছে। পাশাপাশি নানা খরচ দেখিয়ে অর্থ পাচার করছে তারা। নিজেদের লভ্যাংশও ব্যাংকিং মাধ্যমে না নিয়ে হুন্ডির মাধ্যমে পাঠাচ্ছে। এক্ষেত্রে বিপুল অঙ্কের রাজস্ব হারাচ্ছে সরকার। বিশেষ করে তৈরী পোশাক খাতে এমন অবৈধ বিদেশী কর্মীর সংখ্যা অনেক বেশি বলে জানা গেছে।

এসব ব্যক্তির কাছ থেকে কর আদায়ে কঠোর পদক্ষেপ গ্রহণ করা দরকার। এরই মধ্যে ২০১৫ সালের অর্থ আইনে বিদেশীদের কাছ থেকে কর আদায়ে ১৮৮৪ সালের আয়কর অধ্যাদেশ সংশোধনের প্রস্তাব সন্নিবেশ করা হয়েছে। এতে বলা হয়েছে, কোনো ব্যক্তি তার প্রতিষ্ঠানে বিদেশী কোনো কর্মী নিয়োগ দিতে চাইলে অবশ্যই তাদের বিনিয়োগ বোর্ডসহ দেশের সংশ্লিষ্ট প্রতিষ্ঠানের কাছে নিবন্ধিত হতে হবে। আয় বর্ষের যে সময়েই কোনো বিদেশী একটি প্রতিষ্ঠানে কাজ শুরু করুক না কেন, তাদের কর দিতে হবে। আর কোনো প্রতিষ্ঠান যদি অবৈধভাবে বিদেশীদের কাজ করার অনৈতিক সুযোগ দেয়, তাহলে সেই প্রতিষ্ঠানকে স্বাভাবিকের তুলনায় ৫০ শতাংশ অতিরিক্ত কর দিতে হবে। অথবা ৫ লাখ টাকা জরিমানা করা হবে। এ দুটির মধ্যে যেটির পরিমাণ বেশি হবে, সংশ্লিষ্ট প্রতিষ্ঠানের কাছ থেকে সেটি আদায় করা হবে। আয়করের এ বিধান বাস্তবায়নে ব্যাপক কর্মতৎপরতা শুরুর পরিকল্পনা করছে এনবিআর।

উল্লিখিত শ্রেণীর বিদেশী কর্মী ছাড়াও দেশের বিভিন্ন বেসরকারি বিশ্ববিদ্যালয়ে ঢাকার অনেক বিদেশী দূতাবাস, হাইকমিশন ও মিশনগুলোয় কর্মরত কর্মকর্তারা খ-কালীন ক্লাস নিয়ে অতিরিক্ত অর্থ উপার্জন করে। কিন্তু এ অর্থ ট্যাক্সের আওতায় আসে না। অনেক সময় উপযুক্ত উৎসবহির্ভূত অর্থসহ বিমানবন্দরে বিদেশী নাগরিকের ধরা পড়ার ঘটনাও ঘটে। পাশাপাশি বিভিন্ন বেসরকারি হাসপাতালে অনেক বিদেশী চিকিৎসক খ-কালীন সেবা দিয়ে মোটা অঙ্কের অর্থ নিজ দেশে নিয়ে যায়। তারাও কোনো কর দেয় না। এ ধরনের চিকিৎসকের আয় থেকেও ট্যাক্স আদায়ের ব্যবস্থা করা দরকার।

প্রস্তাবিত অর্থ আইন-২০১৫এর মাধ্যমে অনিবাসী ব্যক্তিদের জেল-জরিমানার বিধান রেখে আয়কর অধ্যাদেশে ১৬৫সি নামে একটি ধারা সংযুক্ত করা হয়েছে। এছাড়া একই ধরনের অনিয়মের সঙ্গে জড়িত থাকলে ওই প্রতিষ্ঠানের করযোগ্য আয়ের অতিরিক্ত কর ৫০ শতাংশ অথবা ৫ লাখ টাকা জরিমানার করার বিধান করা হয়েছে। এজন্য আয়কর অধ্যাদেশের ১৬বি ধারাটি সংশোধন করা হয়েছে।

অবৈধ চাকুরেদের ঠেকাতে অর্থমন্ত্রীর বক্তব্য অথবা এনবিআরের পদক্ষেপ কোনোটাই যথেষ্ট নয়। বাংলাদেশে কোনো বিদেশী চাকুরে দরকার নেই। কারণ যেসব পদে তারা চাকরি করে ওই পদে চাকরি করার জন্য দেশেই অভিজ্ঞ লোকবল রয়েছে।
In these cases, even though the permission of the Board are mandatory, along with proper registrations with the Board. In reality, they illegal Indians are hiding themselves, with the assistance of local entrepreneurs. Besides, they are trying to hide the traces of the illegal earnings, by showing various costs. It has become imperative to enforce necessary lawful actions and to take strict measures to get tax from these individuals. Meanwhile, the 2015 finance law introduced the proposal for amendment of the Income Tax Ordinance, 1884, to recover taxes from foreigners. It states that, if any organization intends to appoint foreign workers in their organizations, they must obtain valid registrations from the respective Bangladeshi bodies/organizations including the Investment Board.

At any time of the year of employment, the foreigners’ those all starts working in a firm, they have to pay taxes. If any organization gives illegal access to foreign workers to work, then the company will have to pay 50 percent additional tax than usual. Or will be fined five lack rupees. The amount of which could be more, the same will be collected from the concerned firm. NBR has planned to start a massive work plan to implement these collections of income taxable system.

Apart from the foreign workers mentioned above, many foreign Embassies, High Commissioners and Missions and those employed in various Private Universities of the country earn extra money in the B-Class classes. Presently, these earnings do not fall under the taxation system. In numerous cases, foreign citizens being apprehended at the airports, while trying to smuggle out unauthorized sources of foreign currencies. At the same time, many Indian physicians are remitting huge amount of foreign currencies from Private Hospitals under their B-time service. They also do not pay any taxes. It is necessary to impose tax collection from such unauthorized income.

Under the proposed money laundering law-2011, under section 165C has been attached to the Income Tax Ordinance, with the provision of jail-fines for the non-resident persons. In addition to the same irregularities, the provision has been made to pay an additional tax of 50 percent or an additional tax of 5 lack rupees for the taxable income of the organization. For implementing these, the 16-B section of the Income Tax Ordinance has been amended.

The Finance Minister's statements along with NBR’s steps to prevent illegal employment are not sufficient enough. As there are no requirements for foreign workers for employment in Bangladesh due to the fact that we have sufficient and experienced citizens in our country for these jobs in which illegal Indians are employed.

In a remark that has triggered a fresh row, firebrand BJP leader Subramanian Swamy today called for efforts to unite Hindus and creating divisions in the Muslim community.

Speaking at an event in Delhi today, Swamy reiterated that the ancestors of Indian Muslims were Hindus. The BJP leader also took the opportunity to commend Shia Waqf Board for filing an affidavit in the Supreme Court stating that a temple of Lord Ram should be constructed at the disputed land in Ayodhya.

“Our strategy should be to unite Hindus and create division among Muslims… see Shias have proposed that even if the SC rules in their favour in Ram Janambhoomi case, they will hand over the land to Hindus for temple and that they will construct (Masjid) at other place,” Swamy said.

“They should keep this in mind that according to DNA analysis, the DNA of Muslims and Hindus are same. They all are converted Muslims,” the Rajya Sabha MP added.

Last month, the Shia Waqf Board had told the Supreme Court that a mosque should be constructed in a nearby Muslim-majority area which should be a little away from the dispute land. The board in its affidavit added that if both temple and mosque are constructed at the disputed land then it would lead to regular confrontation that should be avoided.

Swamy’s remark didn’t go down well with Muslim scholars who slammed him for creating tension in the society.

“It is a criminal offence. Police should take cognizance of the matter and act against him,” Zafarul Islam Khan, Chairman of Delhi Minorities Commission, said.

“He is a disturbed person. No one is giving him any value… He has got no posts… inside the party or government. He has got no responsibility. He speaks such things to get attention in media ,” Mufti Mukarram Ahmed, Imam of Fatehpuri Masjid, Delhi, said.

It has been more than six years since Nurul Islam had to witness the most brutal incident in front of his own eyes -- his daughter being shot dead.

Felani Khatun was only 15.

Nurul has been reliving the horror ever since.

On January 7, 2011, on her way home from India with her father, Felani was shot by the members of Indian Border Security Force (BSF) while crossing the border as her clothes got stuck in the barbed-wire fence at Aanatapur border point in Phulbari upazila, Kurigram.

The photo of her body hanging from the top of the fence triggered a global outcry and renewed the call for an end to border killings.

“I want justice…,” said Nurul. The resident of Kurigram's Nageshwari upazila was speaking at a press conference yesterday. The hearing on Felani murder case will be held on October 25 at Indian Supreme Court.

Nurul demanded that both the India and Bangladesh governments ensure justice for his daughter by handing down capital punishment to the alleged shooter --- Amiya Ghosh, a BSF constable, --- and punishing the other culprits.

Amiya faced two phases of trial in a BSF internal court. In both cases, he was acquitted.

“Amiya Ghosh killed my daughter in front of me. I could not save her…,” said an emotion-choked Nurul. “It has been six long years; we are still awaiting justice.”

The conference was organised by Nagarik Parishad, a civic platform, in front of Jatiya Press Club in the capital.

Speaking at the conference, Mohammad Shamsuddin, its convener, said, “They [Felani and her father] were innocent and unarmed, but the BSF killed her in the name of security threat.”

He said there would not be an end to border killings, if justice is not served in the Felani murder case.

The speakers also demanded stopping border killing, paying compensation to the family, observing January 7 as Felani Day, and naming the Anantapur border after her.

'Attempt on PM's Life': PMO bins Indian media report

The Prime Minister's Office yesterday trashed a media report that claimed an attempt on Prime Minister Sheikh Hasina's life was foiled on August 24.

Outright rejecting the media report, the PMO said it was completely "baseless and motivated".

"Some media outlets on September 23 published and broadcast a report about a failed attempt on the life of Prime Minister Sheikh Hasina, using a source of a foreign TV channel and an international online news agency," said a press release signed by Mohammad Ashraful Alam, deputy press secretary to the PM.

The PMO requested the media to “exercise caution and judgment” in publishing and broadcasting confusing information that goes against the interest of the country's security.

Though none of the print media outlets carried the news, a few TV channels hastily arranged heated talk shows on it on Saturday without verifying at home the very authenticity of the highly sensitive disclosure by Indian journalist Subir Bhaumik on September 22 on Myanmar news portal mizzima.com under the headline “Bangladesh's Hasina survives another attempt on her life.”

On the same day, the report of Bhaumik, once a BBC correspondent who now mostly freelance, was run by news portal lookeast.in, where he is an editorial director, with the headline “BNP-ISI nexus targets Hasina, but fails.”

A day later, the CNN-News18 (formerly known as CNN IBN), a partnership between TV18 (one of India's leading TV broadcast networks) and CNN International, reproduced the report with the headline “Jihadi Conspiracy to Assassinate Bangladesh PM Sheikh Hasina Foiled In The Nick of Time.” In the report, Bhaumik was credited as a contributor.

As if to give it more currency with a salt of “authenticity”, News18.com backed up its report by a reference to the Mizzima report penned by the same journalist.

Yesterday, a section of Bangladesh TV media followed suit. A Bangladeshi TV channel even went on to interview Bhaumik, consulting editor at Mizzima and also senior editor of a Dhaka-based news portal, live where he boasted of his 37-year journalism carrier and claimed that his report was authentic.

The PMO is disturbed by all these media activities.

"This is to inform all that the news of the so-called failed attempt [on PM's life] is completely baseless, confusing and motivated. It's not expected at all from any responsible person or conscious media organisation to publish or broadcast such a confusing report that goes against the interest of the country's security," read the press release.

The PMO also requested all the media outlets to be cautious about such "baseless and confusing news”.

Ironically, the state-run news agency Bangladesh Sangbad Sangstha (BSS) also gave in to the news, only to kill the dispatch within an hour.

Unfortunately though, vague comments of some ministers and TV talkers also gave some sort of weight to this “baseless” report.

On Saturday night, the CNN-News18 TV channel took Bangladesh information minister's comments over the phone.

Hasanul Haq Inu told the TV channel that Hasina and political parties are facing a conspiracy from forces like Pakistan and their friend, the Jamaat-e-Islami.

“[Members of] JMB and other militant outfits who have been arrested or killed have links with ISI and Pakistan-based terror networks,” the channel quoted Inu as saying.

The minister said Bangladesh would take up the matter with Pakistan.

“Pakistan is involved in terror activities in Bangladesh. And Khaleda Zia is toeing Pakistan government's policy. Khaleda Zia and her son are behind these attacks. They are hand in glove with Pakistan.”

About the so-called assassination plot, Inu said, “We are looking into the matter seriously. We are investigating. Reports are along these lines. Sheikh Hasina knows there is a threat to her life.”

Yesterday, Awami League General Secretary Obaidul Quader said a vested quarter is plotting to kill Hasina.

“Being envious of Sheikh Hasina's huge popularity, a vested quarter comprising local and foreign elements is plotting to kill her,” Quader, also road transport and bridges minister, told reporters while talking about the PM's efforts over the Rohingya issue.

Industries Minister Amir Hossain Amu, however, trashed the report on the so-called assassination attempt on Hasina.

He was talking to reporters after a meeting of the cabinet committee on law and order at the home ministry yesterday.

“This was not discussed [at the meeting]. We don't find any authenticity in it [such reports],” Amu said.

In his report, Bhaumik, consulting editor at Mizzima News of Myanmar, implicated Arakan Rohingya Salvation Army (Arsa), also known as Harakah al-Yaqin, in the so-called attempt on Hasina's life.

But it's not fathomable that a force like Arsa would involve itself in something that Bhaumik is suggesting at a time when the Bangladesh PM championed the cause of the repressed Rohingyas and is playing host to half a million refugees with global appreciation.

what crossing border illegally has to do with killing. If someone cross border illegally, there is civilized law to arrest and deport them. But indians using medieval barbarism, chest thumping and asking indiotic question? Is that indian al cowda terror school teaches indians?
