Come to think of it , that could actually be the case , Since Russia Intends to keep an inventory of 1300 Fighters/Bombers , while they have only confirmed order for 430 PAKFA and 200 4.5 gen aircrafts like Su35BM , Su34 and Su30mk , we can also add some 150 bombers to that equation
My guess is that rest 500 aircrafts could come from Mig

That is not exactly true.

the airframes would be new, longer life and new construction standards.
higher servicability and lower maintainance.

in broader terms however I think you are right in that is what IAF thought.

they probably said to themselves "we already have this plane" let's invest in something ... different.
