In any country you will see that some states/provinces will always be in debt while other states/provinces will always have surpluses.

If you look at China you will see that the provinces with mostly agriculture or food production will always be in debt while the ones that do manufacturing and exporting will always have a surplus.

Similarly China as a country having a huge surplus means that some other country will have a huge deficit.

A village would have to sell thousands of beers to afford one laptop, but people will only want to drink around 1 bear a day. So the people in province who produce food will never be able to afford laptops.

Its not a market economy, China has always had a planned economy.

Market economy is when you let the market control your pricing.

The entity that controls the pricing in China is the government NOT the market.3

Planned economies are in contrast to unplanned economies, i.e. the market economy, where production, distribution, pricing, and investment decisions are made by the private owners of the factors of production based upon their individual interests rather than upon a macroeconomic plan.

I'll try to explain this again, you have two workers each in a different province. One worker makes a laptop, the other worker makes a beer.

Now the person who wants the laptop wants to trade the beer for it, however the person would have to give the guy with the laptop many beers over a long period of time (because the laptop guy can only drink so much beer a day). So the guy who makes beer will always be in debt while the guy who makes laptop will always have a surplus.

This applies not only to china, but the united states. The farms in the USA are always bankrupt and in debt.

The chinese government can control these prices, because it controls the state controlled monopolies.
