When did they ask for 20 Billion $$ upfront ??

I think now they have agreed on TOT but sticking point still remaining is that India wants French to grantee the quality of parts manufactured by HAL. It's just like civil nuclear liability clause.

No one asks upfront, no one, at least for jets, unless you're a country that keep changing its mine, even then, they ask for deposits.

Not every country has budget like usa. India milktary budget is 30b, they can't just give 2/3 of it up front. Maybe they'll make big depoist and then pay 10 each as they come
