Says they will change politics

Prof Muhammad Yunus yesterday called for an alternative political stream in the country, saying politicians were failing to fulfil the aspirations of the people.

He said frustration over politics was deepening among the people. "People are not satisfied with the politicians. So, politics has to be pursued in new ways. Alternative political stream has to be introduced," said the microcredit pioneer.

The Nobel laureate's observations came at a get-together of development activists at the Gonoshasthaya Kendra in Savar.

Forty NGOs have organised the three-day event to mark 40 years of the nation's independence and the anniversary of Gonoshasthaya Kendra (Peoples Health Centre). On the first day yesterday, they accorded a reception to 40 distinguished individuals for their contributions to the Liberation War.

Yunus, founder of Grameen Bank, also shed light on the achievements from the Liberation War and the current situation.

He said, "Before 1971, all our potentials had been trapped under a cloak. The war blew off that cloak. And it did not happen on anyone's orders.

"After 40 years of independence, similar cloaks seem to have ensnared our potential for the coming days. The younger generation must remove the cloaks and tap the potential."

Yunus said, "The current stream of politics will come to an end in the next 20 years. I can guarantee it. The country will change automatically if the youths stand straight with their full inner vigour. They will have to lead the new stream."

Dr Zafrullah Chowdhury, executive director of Gonoshasthaya Kendra, said, "Muhammad Yunus too has responsibilities in changing the country's politics in future. Calling upon the younger generations is not enough; he [Yunus] has to lead. I will stand by him in his efforts toward change."

He urged the prime minister to take steps so that the Indian Border Security Force stops border killings in the next two years. "Realise a fair share of the Teesta waters and ensure healthcare for the people. You will be able to win the Nobel prize within two years."

Hossain Zillur Rahman, former adviser to a caretaker government, moderated the programme.

Brac chairman Fazle Hasan Abed, who was earlier scheduled to attend the open discussion on “Achievements of 40 Years of Independence, Challenges and Possibilities”, stayed away due to illness.

Taking part in the discussion, Prof Yunus said, “Although a lot has been achieved in 40 years of independence, still many things have remained unachieved. The dreams behind our joining the war of independence have largely faded away.”

Emphasising the formation of Gram Sarkar in order to take Bangladesh forward in the next 10 years, Yunus said the local government system has been turned into a farce. “Bangladesh will move ahead a long way in 10-20 years by making the local government system powerful,” he said.

Comparing the administrative structure to a car, he said the administration functions as per instructions of the politicians. “But the administration can't perform properly as politics has come into the administration. Politics is now also among university teachers and we are being stopped and interfered with everywhere due to weak politics.”

At the beginning of the discussion, Hossain Zillur Rahman said that the largest achievement of the liberation war was the revolution of the personality.

He said there are many drivers behind the revolution of independence of Bangladesh, prominent among them are people like Muhammad Yunus, Fazle Hasan Abed and Zafrullah Chowdhury. They have contributed a lot in social and economic achievements, but not in the political arena.

Hossain Zillur said the 40 years of independence were the first round. Terming the next 10 years the second round, he said, “Many thought we would say something about it today. They have got some hints from the speech of Prof Yunus.”

Those given reception included barrister Amir-Ul Islam, Maj (retd) Hafiz Uddin Ahmed, Shamsher Mobin Chowdhury, Shahidullah Khan, Kader Siddiqui, ASM Abdur Rob, Kazi Kamruzzaman, Shefali Bhoumik, Maj Gen (retd) Amin Ahmed Chowdhury and Maj Gen (retd) Mainuddin.

Leaders of Awami League, BNP, Jatiya Party, Gono Forum, Workers Party of Bangladesh, Jatiya Samajtantrik Jote, Bikalpadhara and Communist Party of Bangladesh are scheduled to take part in an open discussion at the re-union today.

What is wrong with defence minister. There should be civilian oversight on army all the time.
Independent judiciary and EC are okey, independent police is not. I am not talking about interference in posting/transfer etc but police should report to an elected body at highest level at least.

When BNP's in power, the police force becomes a pseudo chhatro dol.

When AL's in power, the police force becomes chhatro league goons.

And there's boundless corruption and partisan politics within the armed forces due to political interference.

That was my point. There is no dedicated post for defense minister. You will never hear something like "Defense Minister of Bangladesh".

A.K Antony for example is the defense minister of India, and doing good. And he's a civilian.

The current US secretary of defense, Leon Panetta was discharged from the US Army as 1st Lt. on 1966. Then he joined politics

Military people, both former and active make lousy politicians. They are only good at giving and receiving orders. Take that idiot Ershad as an example.

Your solution is only possible if there is army rule. Actively serving military people cannot take up positions in any civilian government. The armed forces must always be under control through channels by the civilian government. And implement both military and civilian laws where applicable.

Otherwise, they can be easily overthrown.

On another note, I do agree that this dynasty-like politics need to go. Those two netris are damaging the credibility of the Armed Forces of Bangladesh in the long term. This cannot possibly go on forever.

What if people does not want democracy ?

That means alot like ...
People are clue less to choose who is better for them ..
They are not ready to take responsibilities of social illness on them so they want someone who was not choosen by them

educated lot may feel frustrated with the leaders choosen by majority illiterates and make large antidemocratic noise

overall if what you are saying is true then also it will be a democracy with different model where people choose what is good for them
difficult to escape from the clutches of democracy right ?

ক্ষমতাসীন দল আওয়ামী লীগ কিংবা প্রধান বিরোধীদল বিএনপি নয়, এবার রাষ্ট্রীয় ক্ষমতা কুক্ষিগত করতে তৃতীয় রাজনৈতিক শক্তির উত্থান হতে পারে। একটি আন্তর্জাতিক গোষ্ঠীর এ দেশীয় এজেন্টরা এই উত্থান ফর্মুলা বাস্তবায়নে বেশ সক্রিয় হয়ে উঠেছে। "দেশের রাজনীতির বর্তমান ধারা খুব দ্রুত বদলে যাবে। আমি বলে দিচ্ছি, আপনারা লিখে রাখেন" সম্প্রতি নোবেলজয়ী অর্থনীতিবিদ ড. মুহাম্মদ ইউনূসের এমন বক্তব্যে নড়েচড়ে বসেছেন রাজনীতিবিদরা। শঙ্কিত হয়ে উঠেছে সরকার। ভাবিয়ে তুলেছে সাধারণ মানুষকেও। রাজনৈতিক বিশ্লেষকরা বলছেন, বিগত সময়ে ওয়ান ইলেভেনের সময়ে দেশের রাজনীতিবিদদের চরিত্র হরণের জন্য দেশের এমন বেশ কিছু বুদ্ধিজীবী উঠে পড়ে লেগেছিলেন। তারা এখনো তাই শুরু করেছেন। বিদেশি গোষ্ঠীর মদদে তাদের এ দেশীয় কিছু দোসর উসকানিমূলক বক্তব্য ও কর্মকা-ের মাধ্যমে একটি তৃতীয় রাজনৈতিক শক্তি প্রতিষ্ঠায় কাজ করছেন। দেশে অরাজক পরিস্থিতি তৈরি করে আরেকটি ওয়ান ইলেভেন সৃষ্টির পাঁয়তারা করা হচ্ছে বলেও আশঙ্কা করছেন তারা। তাদের মতে, বড় দুটি দলের মধ্যে আটকে পড়েছে এ দেশের রাজনীতি। আওয়ামী লীগ ও বিএনপির কাছে জনগণ গত ক' বছরে তাদের দায়িত্বশীলতার যে ভূমিকা আশা করেছিল তা পায়নি। তাই জনগণ এই বৃত্ত থেকে মুক্তি চায়। উন্মেষ ঘটাতে চায় নতুন কোন শক্তির। তবে এটা হবে এ দেশের জনগণেরই সৃষ্ট। আন্তর্জাতিক কোন গোষ্ঠীর মদদপুষ্ট নয়। সম্প্রতি সাভারের গণস্বাস্থ্য কেন্দ্র মিলনায়তনে অনুষ্ঠিত এক সভায় গ্রামীণ ব্যাংকের প্রতিষ্ঠাতা নোবেল বিজয়ী অর্থনীতিবিদ ড. মুহাম্মদ ইউনূস বলেন, দেশের রাজনীতির বর্তমান ধারা খুব দ্রুত বদলে যাবে। আমি বলে দিচ্ছি, আপনারা লিখে রাখেন। তিনি বলেন, দেশের রাজনৈতিক হানাহানি নিয়ে জনগণের মধ্যে ক্ষোভ দানা বাঁধছে। দেশের মানুষ কী চাচ্ছে, রাজনীতিবিদরা তা ধারণা করতে পারছেন না। এ অবস্থার পরিবর্তনের জন্য শুধু দাবি জানালেই হবে না। তরুণদের নতুনভাবে রাজনীতি করতে হবে। বিকল্প রাজনৈতিক ধারা গড়ে তুলতে হবে। স্বাধীনতার ৪০ বছরে দেশে উল্লেখযোগ্য সামাজিক পরিবর্তন আসলেও রাজনৈতিক পরিবর্তন তেমনটি আসেনি উল্লেখ করে ড. মুহাম্মদ ইউনূস বলেন, রাজনীতিবিদরা সচেষ্ট হলে দেশকে তারা আরও এগিয়ে নিয়ে যেতে পারতেন। আমরা এখন ভবিষ্যৎ আবছা দেখছি। সম্ভাবনাকে জাগিয়ে তুলতে না পারায় জাতির ওপর আজ ভর করেছে হতাশা। এ কারণে দেশ ছেড়েই চলে যাচ্ছেন অনেকে। এ অবস্থা থেকে দ্রুত ফিরে আসতে হবে। এসময় তিনি রাজনৈতিক তৃতীয় শক্তির উত্থানের ইঙ্গিত দেন। গণস্বাস্থ্য কেন্দ্রের নির্বাহী পরিচালক ডা. জাফরুল্লাহ চৌধুরী ইউনূসের ফর্মুলায় সম্মতি জানিয়ে আগামী দিনে দেশের রাজনৈতিক পরিবর্তনের ক্ষেত্রে মুহাম্মদ ইউনূসের নেতৃত্বে শুরু করতে যাওয়া আন্দোলনে পাশে থাকার প্রত্যয় ব্যক্ত করেন।
ড. ইউনূসের রাজনৈতিক তৃতীয় শক্তির উত্থান ফর্মুলা বাস্তবায়নের ঘোষণা মিডিয়ায় আসার পর রাজনৈতিক মহলে তো বটেই, সরকারি পর্যায়েও এ নিয়ে জোর আলোচনা হচ্ছে। তৃতীয় শক্তি আসতে পারে এমন আশঙ্কার কথা উড়িয়ে দিচ্ছেন না গোয়েন্দারাও। একটি আন্তর্জাতিক গোষ্ঠীর মদদে এ দেশীয় বিশেষ একটি মহল এ ফর্মুলা বাস্তবায়নে কাজ করছে বলে গোয়েন্দারা ইতোমধ্যেই সরকারকে কিছু তথ্য-প্রমাণ দিয়েছে। ক্ষমতাসীন দল আওয়ামী লীগের সাধারণ সম্পাদক সৈয়দ আশরাফুল ইসলামও সম্প্রতি একাধিকবার তৃতীয় শক্তির বিষয়ে সতর্ক সংকেত দিয়েছেন। তিনি বলেছেন, আওয়ামী লীগকে ব্যর্থ করার নানা চক্রান্ত-ষড়যন্ত্র চলছে। ইতোমধ্যে সরকারকে উৎখাত করতে ব্যর্থ সেনাঅভ্যুত্থান প্রচেষ্টার ঘটনাও ঘটেছে।
আওয়ামী লীগের সভাপতিম-লীর সদস্য অ্যাডভোকেট ইউনুফ হোসেন হুমায়ূন বলেন, বিগত সময়ে ওয়ান ইলেভেনের সময়ে দেশের রাজনীতিবিদদের চরিত্র হরণের জন্য দেশের বেশ কিছু বুদ্ধিজীবী উঠে পড়ে লেগেছিলেন। তারা এখনো তাই শুরু করেছেন। আওয়ামী লীগ ক্ষমতায় থাকলে স্বাধীনতাবিরোধী শক্তি ও তথাকথিত বুদ্ধিজীবীরা সরকারের বিরুদ্ধে বিষোদগার করেন। তাকে মদদ দিচ্ছে একটি আন্তর্জাতিক গোষ্ঠী। তবে জনগণ এবং সরকার তাদের এই নীলনকশা বাস্তবায়ন হতে দেবে না বলেও আশাবাদ ব্যক্ত করেন তিনি।
রাজনৈতিক বিশ্লেষকরা তৃতীয় রাজনৈতিক শক্তির উত্থান নিয়ে আশঙ্কা প্রকাশ করলেও জনগণের অংশগ্রহণে একটি নতুন রাজনৈতিক শক্তির পক্ষেই অবস্থান নিয়েছেন। তাদের মতে, গণতন্ত্র বা একনায়কতন্ত্র, উন্নয়নতন্ত্র বা লুটেরাতন্ত্র, সভ্যতা বা অসভ্যতা যা-ই বলা হউক না কেন একটি বৃত্তে আটকা পড়ে গেছে জাতীয় রাজনীতি। প্রধান দুই দলের এক দল ক্ষমতায় গেলে অপর দল অভিযোগ তুলছে দুঃশাসনের। আর এ অবস্থা চক্রাকারে চলে আসছে বছরের পর বছর ধরে। দেশবাসী এ পরিস্থিতি থেকে মুক্তি চায়। তবে বিদেশি প্রভুদের নিয়ন্ত্রিত এদেশীয় এজেন্টদের তৃতীয় রাজনৈতিক শক্তি গড়ার প্রচেষ্টা দেশকে আরও অস্থিতিশীল করে তুলতে পারে। এজন্য প্রয়োজন জনতার শক্তি। তাদের মতে, যে কোনও সভ্যতা একটি পর্যায়ে উঠে আটকে যায়, তারপর ভেঙে পড়তে থাকে। পাশাপাশি উন্মেষ ঘটতে থাকে নতুন সভ্যতার। এ দেশের রাজনীতিতে আওয়ামী লীগ কিংবা বিএনপি যে ধারা সৃষ্টি করেছে তা এক সময় ভেঙে পড়বেই। বহতা নদীর মতো জনতা সৃষ্টি করবে নতুন স্রোত, এগিয়ে যাবে নতুন পথে। যার প্রতিফলন এরই মধ্যেই ঘটতে শুরু করেছে। নারায়ণগঞ্জ সিটি করপোরেশনের নির্বাচনে প্রধান দুই প্রার্থী ছিলেন শামীম ওসমান ও ডা. সেলিনা হায়াৎ আইভী। যদিও দু'জনেই আওয়ামী লীগের তবুও শামীম ওসমান দলের এবং ডা. আইভি স্বতন্ত্র প্রার্থী হয়ে উঠেছিলেন। দলের কেন্দ্রীয় নেতারাও শামীম ওসমানকে বিজয়ী করতে জল ঘোলা কম করেননি। কিন্তু ভোটারদের কাছে শামীম ওসমান হয়ে ওঠেন সন্ত্রাস ও দুর্নীতির প্রতীক। আর আইভী ক্লিন পার্সনাল ইমেজসহ সবকিছু মিলিয়ে হয়ে ওঠেন দুর্নীতি ও সন্ত্রাস বিরোধিতার প্রতীক। জনগণ তাকে বিপুল ভোটে বিজয়ী করে। সৃষ্টি করে এক অন্য ধরনের গণ-অভ্যুত্থান।
ড. ফখরুদ্দীনের তত্ত্বাবধায়ক সরকারও আরেকটি বড় প্রমাণ বলে মনে করেন বিশ্লেষকরা। সে সময় প্রায় সবাই সামরিক সরকারের আশঙ্কা প্রকাশ করেছিল। এসেছেও, তবে বেসামরিক ব্যক্তিদের সামনে রেখে। এদেশের জনগণ সামরিকতন্ত্র বা একনায়কতন্ত্র পছন্দ করে না বলেই শাসকেরা সে ধরনের পরিবর্তন আনতে পারেনি। তৎকালীন ক্ষমতাসীনদের পৃষ্ঠপোষকতায় তৃতীয় শক্তির উত্থানের রাজনৈতিক পরিকল্পনা গ্রহণ করা হয়েছিল। মাইনাস টু ফর্মুলা কার্যকর করে নতুন রাজনৈতিক শক্তিকে শক্তিশালী করবার পরিকল্পনাটি হালে পানি পায়নি, বিএনপির সংস্কারবাদীদের বিএনপিচ্যুত করতে সক্ষম হলেও আওয়ামী লীগের সংস্কারবাদীদের আওয়ামী লীগচ্যুত করে তৃতীয় শক্তির অন্তর্ভুক্ত করা যায়নি। ফলে এই পরিকল্পনা মুখ থুবড়ে পরে অাঁতুর ঘরে। সেসময় তৃতীয় শক্তি হিসেবে রাজনীতিতে ভুমিকা রাখতে চেয়েছিলেন ড. মুহাম্মদ ইউনূস। তিনি রাজনৈতিক দল গঠনের জন্য জনমত সংগ্রহের প্রচেষ্টা করে অবশেষে ব্যর্থ হন। যখন কামাল হোসেন আওয়ামী লীগ ত্যাগ করে নতুন রাজনৈতিক দল গণফোরাম গঠন করলেন তখন রাজনীতিতে নতুন মেরুকরণ হবে এমনটা আশা করেছিল সবাই। এরপর বিকল্প ধারা গঠিত হলো বিএনপির বদরুদ্দোজা চৌধুরীর নেতৃত্বে। বিকল্প ধারাও রাজনীতিতে তৃতীয় শক্তি হিসেবে উত্থানের স্বপ্ন দেখলেও তাদের স্বপ্ন ডানা ভেঙে যায় বিএনপির সক্রিয় প্রতিরোধে। ফেরদৌস আহমেদ কোরেশীর পিডিপিও এমন একটি ব্যর্থ উদ্যোগ। তবে প্রধান দুই রাজনৈতিক দলের পাল্টাপাল্টি রাষ্ট্রপরিচালনার নীতিতে পরিবর্তনের আগ্রহ অসংখ্য নাগরিকের ভেতরেই রয়েছে। এই রাজনীতিসচেতন নাগরিকেরা বিকল্প কোন শক্তির সন্ধান না পেয়ে সময়ের হাওয়া বুঝে কখনও বিএনপি কখনও আওয়ামী লীগের প্রতীকে ভোট দিয়ে আসেন। আওয়ামী লীগ ও বিএনপির কাছে জনগণ গত ক' বছরে তাদের দায়িত্বশীলতার যে ভূমিকা আশা করেছিল তা পায়নি। দুই মেরুর এ নেতারা সুযোগ পেলেই দ্বন্দ্বে লিপ্ত হন। এই দ্বন্দ্ব এক সময় হয়ে পড়বে মীমাংসার অতীত। আর তখনই সৃষ্টি হবে একটি নতুন রাজনৈতিক শক্তি। তবে এটা হবে এদেশের জনগণের সৃষ্ট। আর্ন্তজাতিক কোন গোষ্ঠীর মদদপুষ্ট নয়।
এ বিষয়ে তত্ত্বাবধায়ক সরকারের সাবেক উপদেষ্টা হোসেন জিল্লুর রহমান বলেন, অর্থনৈতিক ও সামাজিক ক্ষেত্রে আমাদের অর্জনের খাতায় অনেক যোগ থাকলেও রাজনীতির ক্ষেত্রে অনেক ঘাটতি রয়ে গেছে। স্বাধীনতার ৪০ বছরে জাতির জীবনে প্রথম রাউন্ড শেষ হলো। আগামী ১০ বছর আমাদের দ্বিতীয় রাউন্ড চলবে। তিনি বলেন, স্বাধীনতাযুদ্ধের সবচেয়ে বড় অর্জন ব্যক্তিত্বের বিপ্লব। বাংলাদেশে যে স্বাধীনতার বিপ্লব হয়েছে, তার পেছনে অনেক চালক কাজ করেছেন। তাদের অন্যতম চালক হচ্ছেন মুহাম্মদ ইউনূস। দেশকে এগিয়ে নিয়ে যেতে হলে রাজনীতিতে এমন চালক প্রয়োজন। তৃতীয় রাজনৈতিক শক্তির উত্থান প্রসঙ্গে তিনি বলেন, এ বিষয়ে এখনই কিছু বলা যাবে না। তবে মুহাম্মদ ইউনূসের কথায় তার কিছুটা ইঙ্গিত তো পেলেন। এটুকু বলা যায়, ইউনুস চালক হলেও তার সঙ্গে বর্তমান রাজনীতিবিদেরাও থাকবেন।
তবে এ বিষয়টি অস্বীকার করেছেন ড. মুহাম্মদ ইউনূস। তার বক্তব্যকে ভিন্নভাবে উপস্থাপন করা হয়েছে জানিয়ে তিনি বলেন, দেশের রাজনীতির বর্তমান ধারা আগামী ২০ বছরের মধ্যে শেষ হয়ে যাবে। আমি বলে দিচ্ছি, আপনারা সাক্ষী, লিখে রাখুন। এই বক্তব্যের শেষের অংশটি আমার অন্য এক প্রসঙ্গের বক্তব্য থেকে টেনে এনে রাজনীতির সঙ্গে জুড়ে দেয়া হয়েছে। আমি কথাটি বলেছি স্বাস্থ্যসেবা সম্বন্ধে। আমি বলেছি, স্বাস্থ্যসেবার প্রচলিত পদ্ধতি আগামী ১০-২০ বছরে সম্পূর্ণ পাল্টে যাবে। তথ্যপ্রযুক্তির কারণে এটা হবে। আমি বলেছি, এই পরিবর্তনের সূচনা কি আমরা করব, নাকি অন্যরা করার পর আমরা অনুকরণ করব, সেটা স্থির করার দায়িত্ব আমাদের। পরিবর্তন অবশ্যই আসবে। সেটা আমি লিখে দিতে পারি। তিনি বলেন, দেশের মানুষের মনে এমন ধারণার সৃষ্টি হয়েছে যে, আমি রাজনীতিতে যোগ দিচ্ছি। এটা সম্পূর্ণ ভুল। দেশের সব মানুষের মতো আমিও দেশের রাজনৈতিক পরিস্থিতি নিয়ে উদ্বিগ্ন। তবে রাজনীতিতে যোগ দেয়ার কোন ইচ্ছা আমার নেই।
বেসরকারি সংস্থা সুশাসনের জন্য নাগরিক (সুজ&#2472 এর সম্পাদক ড. বদিউল আলম মজুমদার বলেন, দেশ অনিশ্চিত ভবিষ্যতের দিকে যাত্রা করেছে। ড. ইউনুসসহ অনেকেই তৃতীয় শক্তির কথা বলছেন। সরকারিদল ও বিরোধীদলের বর্তমান সংঘাতময় সম্পর্কের কারণে দেশে তৃতীয় শক্তির উত্থান হলে অবাক হবার কিছু থাকবে না। তিনি বলেন, গণতান্ত্রিক ব্যবস্থা অকার্যকর হলে দেশ আরেকটি এক-এগারোর দিকে ধাবিত হতে পারে। উভয় দলের পরস্পরবিরোধী অবস্থানের উন্নতি না হলে, অগণতান্ত্রিক শক্তির উত্থান হতে পারে।
রাষ্ট্রবিজ্ঞানী অধ্যাপক ফেরদৌস হোসেন বলেন, নির্বাচন হলেই একটি দেশ গণতান্ত্রিক হয়ে যায় না বা সরকারের সব প্রতিষ্ঠান গণতান্ত্রিক আচরণ করে এমন হয় না। নির্বাচন গণতন্ত্রের একটি শর্ত হলেও কার্যকর সংসদ, রাজনৈতিক সহনশীলতা, গণমাধ্যমের স্বাধীনতা, বিচার বিভাগের স্বাধীনতা, আইনের শাসন ইত্যাদির প্রয়োজন আছে। যা বাংলাদেশে যৌক্তিকভাবে দেখা যায়নি। এ অবস্থায় দেশে অগণতান্ত্রিক বা তৃতীয় কোন শক্তি উঠে আসারই আশঙ্কা প্রকাশ করেন তিনি।
