China is a country with accountability system. If the govt agrees to amend the nationality law, it means that family planning is the wrong policy.
Mistakes must be held accountable. China has implemented the family planning policy for decades, and I'm afraid more than 10 million civil servants need to be held accountable.
Therefore, whether it is domestic public opinion or political influence, nationality and green card are China's political correctness.

If Family planning was a mistake then you compound it by restricting immigration. Immigration is never uncontrolled. China can identify where they are needed. And when they have worked for years - like 5 or 10 years then its cruel not to offer them a route of some sort of permanent right to stay there. After all that's where they spent most of their productive life - their kids may have gotten educated.

This will have huge cultural benefits to china in terms of increasing the popularity of its language. And taking the edge of any propoganda against china.

Maybe they will have guest workers now and eventually normal migration. By this time since govt is also encouraging third child it can now blame the people for not having enough children if they dont.

China is not gonna 'fix' the problem. Importing foreign workers and automation can only ameliorate the issue to a small extent.

Even Singapore, a small country with a large foreign workforce and high automation rate, is still facing labor shortages in many sectors of our economy.

1.During the war of eight princes, China fell into chaos, the warlords lacked soldiers, they chose to recruit nomads and allow migration into China, live and settle on Chinese territory. And it led to the disaster of "five barbaric tribes that destroyed China", the Han people were nearly wiped out by the barbarians, a part of which had to move south.

2. During the Tang Dynasty, they recruited foreigners, allowing citizens of other races to hold high-ranking positions in their military apparatus. And it began to lead to the An Lushan rebellion
