You have no clue. A few little foreign universities won't help your higher education... We also have a bunch of such universities here, I would say, they have 1st rate facilities, 2nd rate faculty, 3rd rate students, and as preparatory schools, they have zero academic reputation by themselves...
99% of vietnamese can't afford the high tuition of such foreign universities. Even if they can, your government won't allow foreign universities to control your higher education... In time, they will bring a color revolution to vn...

Where did Vietnamese learn Chinese? Where did you learn Chinese? Can Vietnamese learn Chinese in high school?

Chinese language is not much popular in Vietnam schools and universities. Japanese and Koreans languages are more popular because of their attractive culture and possibility of immigration. English, French are the most common foreign languages that are taught. Chinese is more for some Vietnamese that are curious to discover what ist that country - China?

These days there is a stat Vietnam students make up the majority in Finland universities. You see the parents have free choices as long as they can afford the fees. The government hardly hinders them to study abroad, no matter whether evil capitalism or not.
