(VOV) - Foreign Minister Pham Binh Minh is joining other diplomats at plenary sessions of the 2013 Conference on Disarmament held in Geneva, Switzerland, from February 25 to March 1.

Addressing the February 26 session, Minh voiced Vietnam’s support for the conference’s working agenda and vowed to make a greater contribution to the success of the event.

Vietnam first attended the conference in 1993 and became its full fledged member in 1996. The organisation currently has 67 member nations representing all regions and groups of countries at different development levels.

Minister Minh also had sidelines meetings with Monaco Foreign Minister Jose Badia, Croatia’s Deputy Foreign Minister Josko Klisovic, and Ruanda’s Minister of Justic Tharcisse Karugarama to strengthen friendship and mutual understanding.

Sri Lanka on Friday signed agreements with Vietnam to buy oil and share oil and gas expertise, just after it announced the discovery of natural gas offshore in the Mannar Basin.

Those two agreements were among eight signed after a two-day visit by Vietnamese President Truong Tan Sang, along with a business delegation, to explore the expansion of commercial and diplomatic ties.

“We have signed two agreements, and one is to purchase oil from Vietnam’s state oil firm by the Ceylon Petroleum Corporation,” External Affairs Secretary Karunatilaka Amunugama told Reuters.

The other related to technical cooperation on oil and gas exploration, he said. He gave no details on the terms.

Six other memorandums of agreement, including one relating to defense cooperation, were also signed, he said.

Sri Lanka produces no oil and is dependent on imports, which cost it US$3 billion in 2010, but this month had a promising natural gas find that may reinvigorate exploration interest in the country.

On Oct. 2, driller Cairn India Ltd. said it had found a natural gas deposit in the offshore Mannar Basin, but said more drilling was needed to see if it was commercially recoverable.

Sri Lanka also wants Vietnam’s expertise to boost foreign direct investment, after the end of a quarter-century war that had long hampered the growth of the Indian Ocean island nation’s $50 billion economy.

“We are ready to share any experience in the national development of Sri Lanka,” Sang told an audience of Sri Lankan business owners in the capital, Colombo.

Sang said there was potential for increased cooperation in the textile, oil and gas, telecommunications, banking, infrastructure, security and education.

The Gunners will play the Vietnam national team on July 17, according to an unconfirmed report by MailOnline.

Arsene Wenger’s side have already confirmed a friendly against Indonesia on July 13 or 14 at the Gelora Bung Karno stadium in Jakarta.

The games will be part of Arsenal’s third pre-season trip to Asia in the past three years, following visits to China and Malaysia in both 2011 and 2012.

Arsenal executives are currently in Hanoi meeting officials from the Vietnam Football Federation (VFF) to negotiate a fixture against the national team, VFF spokesman Nguyen Lan Trung told AFP.

"The VFF and Arsenal Club have agreed to organise a friendly match at My Dinh National Stadium in Hanoi on July 17," he said, adding that no formal deal had yet been signed.

VFF said the match would be partly sponsored by Hoang Anh-Gia Lai -- one of Vietnam's largest private conglomerates which owns an eponymous team in the domestic V-league and runs a football academy in the Central Highlands.

The exclusive academy is designed to prepare boys to play professionally in football-mad Vietnam, a communist country of about 80 million people, and perhaps elsewhere in Asia or even Europe.

It has a partnership with Arsenal, where some academy graduates could potentially end up on trials.

Arsenal send someone to monitor students' development once a year.

"Initial negotiations have gone very well," the club's chief commercial officer Tom Fox told Arsenal's official website, referring to the possible friendly match.

"We are all looking forward to bringing the team to this region again this year," he added.

Premier League clubs will be well-represented in the region during the close season, with Chelsea, Manchester United, Liverpool and Manchester City all scheduled to play in Asia.

Bangkok will host games involving Manchester United (July 13), Chelsea (July 17) and Liverpool (July 28), with Spanish giants FC Barcelona scheduled to visit on Aug 7.
