You have take into account the time value of money.

If interest is already included, it's most likely in future dollars (I presume you pay in installments). $60b may sound expensive in today's dollars, but it's actually much cheaper if you have to pay in year 2050's dollars because of inflation.

So it's important to know how the $60b payment is made. Installments? How many years? How much do you pay per year?

No Vietnam won’t pay $60b in one go. Too much. I think payments will be made like other infra projects depending on progress. Contractors certainly want to see the money before they build let’s say a rail station, a 100m track. When a section is complete, 100 percent is due. I don’t know much, just speculating but when the government passes the plan to the parliament, more details will be revealed this year. We will then know who are the contractors, what from Japan, what from Taiwan,what payments, when to complete what.

Pre-feasibility study was submitted in end of February to the National Assembly of Vietnam but the outcome is not known yet. So wait for the actual decision at the end of this year.

If the report is approved by the NA, the Ministry of Transport will prepare to research the establishment of a railway academy or build plans to satisfy the requirements.

The investment plan of the project is expected to be passed by the NA at its meeting in the end of 2019.-VNA

Experts said at a forum last November that they fear Vietnam can’t cope with the financial burden of the project.

High project costs and slow returns on investment make it difficult to attract investment, and since public debt is already very high, using state funds could break the proverbial bank, they said.

Deputy Minister of Transport Nguyen Ngoc Dong said on top of that the railroad would need funds to operate for the first 10 years.

No local investor is capable of covering the cost while foreign investors are reluctant as it would take a long time to make a return on their investment, he told the forum.

This is good because a well planned and financed HSR project will be better for Vietnam's future.

As I said before, Vietnam will become an island surrounded by Chinese rail technology. One couldn't be more stupid than to isolate oneself out of spite.

Does Vietnam share the same rail width as China? I don't see how they can become an island if they use standard rail.
